Over 100,000 Homeless Children – and the number living long-term in B&Bs doubles in a year

The number of homeless families with children who have been living in a B&B for over six weeks has leapt by 106% in just one year statistics released by the government reveal today.

The shocking report, which both charities and the Office for National Statistics say woefully under-estimates the scale of the problem, shows that over 100,000 children were homeless in the latest period with 68,560 households currently living in temporary accommodation.

Every single measure of homelessness is up, with the total number of households accepted as homeless between July and September this year hitting the highest levels seen so far under this government with a rise of 6% on the previous quarter*.  The most common reason for families becoming homeless was the ending of a tenancy by a private landlord.  A new benefit cap – meaning more housing benefit cuts – plus huge cuts to household incomes when Universal Credit is fully introduced mean the homelessness epidemic is only just getting started.

*These figures only include households accepted as homeless by local authorities.  In practice that means only those with children, over pensionable age or people with a serious health condition or disability.  They do not include nearly 2,500 households judged to be ‘intentionally homeless’ by councils, or the number of families who are homless but not in ‘priority need’ – just under 500o households.  The figures do not include single people sleeping on the streets – also at record levels – or the potentially hundreds of thousands of people sleeping on a friends sofa, squatting or living in an over-crowded family home.  You can view the statistics at: https://www.gov.uk/government/statistics/statutory-homelessness-in-england-july-to-september-2015

    The number of families with children living in emergency B&Bs in England rose by 45% in the 12 months to the end of September, the highest level in 12 years, official figures show.

    A total of 3,000 households with children were in bed and breakfast-style accommodation on 30 September 2015, the Department for Communities and Local Government (DCLG) said. Of these, just under a third had been in that kind of accommodation for more than six weeks.

    The figure is the highest since the summer of 2003 and underlines how councils are struggling to find suitable lodgings for homeless families.

    Reading spending on B&Bs for homeless triples to £2 million

    GetReading – 16th Dec 2015

    More than £2 million has been spent on housing homeless families in B&Bs in the last 12 months.

    Reading Borough Council’s spending on bed and breakfast places for the homeless people has tripled in the last year, up from £707,000 the year before.

    Outside of London, Reading has one of the highest costs for placing its homeless people – spending the most on bed and breakfast places with the exceptions of Brighton and Hove and the Medway Towns.

    Reading Borough Council media relations officer David Millward said the increase in use of bed and breakfast accommodation in the town has been well documented in the last few months.

    He added: “The number of people who have come to the council to tell us they are homeless has been increasing enormously in Reading since 2010.

        Not if you are ‘intentionally homeless’, not in ‘a priority group’, or not in a ‘vulnerable category’. The only thing the council have a ‘statutory duty’ to provide is ‘advice’ which take the form of a one page leaflet.

        In fact, there was a case of a Belgian woman who committed suicide after she ended up on the streets because the council refused to help her. It has been well researched, documented on various TV programmes. Someone who isn’t a ‘priority’, ‘vulnerable’ etc. is welcome to present themselves to the council as ‘homeless’ and see what happens – they will tell you to get lost!

        Geoff – One somehow has to feel just a little bit sorry for them – after all, every one of these so-called ‘health care professionals’, every one of them, from the lowly, bedpan washer, care assistant to the ‘slightly higher’ in status, physiotherapist have been promised so much more than they could have earned otherwise, ranging from £38000-£75000 per year by Maximus and the like. I am sure that this company would not have informally said that ‘you have got to be totally heartless with the way that you deal with your ‘customers’. ‘The idea is to strip them of their deserved benefits as much as possible’. ‘You may well get extra bonuses for doing this’. However, they, in doing what they have done, having left secure employment in the ‘public sector’ most probably would have known that they were taking a huge amount of risk in doing this.
        Anyone in their right mind would have considered everything very carefully beforehand.
        If, having now taken up their ’employment opportunity’ they really only have themselves to blame. If, perhaps they ‘received an anonymous and veiled threat’ to them and actually stuck with it and then continued to carry out the ‘wishes’ of their employers, Maximus, etc. – and they eventually received an unwelcome ‘Home Visit’ – well, I am sorry if I offend anyone, – but they have only got one person to blame and that is themselves.

          • overburdenddonkey – With what I know of the system I agree with your analysis of all of this. One thing seems to be very important though – always appeal – (if you don’t you will lose out anyway) never take what they say is right.
            I must admit that I personally know very little of the WCA, apart from what I have seen reported on here. The whole system seems to be terribly skewed in favour of the DWP and to ‘save money’, but it all seems to be costing even more money than it is saving. Typical Government as ever and always!

    • The rich kids of Instagram last night on tv, I watched more or less the opening lines “it used to be vulgar to talk about your wealth”!
      I’ve got news for them – it still is, especially when there are people suffering austerity cuts to let these idiots keep more of their money in taxes and who throw something the poor’s way in the form of charity.

      I say their money only because we have a capitalist system where there are no limits as to what can be earned, instead of all incomes from every profession being lumped together and shared out amongst everyone.

      I don’t think the millions of people that can afford to make celebrities rich by buying their cd’s going to see their performances etc., or partake of the internet kings services want to see such wealth concentrated in individual hands.

      The rich can afford to pay their cleaners, cooks etc huge incomes but those doing the same job for the masses, who really keep the country running are not afforded the same rewards because there is not the wealth for those in lowly professions working for small businesses or public services.

      Sport is another area that has been managed to bring in vast financial returns at the expense of their fans.
      Greed rules and asking the rich to pay a sizeable amount of their vast incomes in tax is frowned upon by those that are in professions that can command it, even though the people in lowlier jobs work just as hard.

      Perhaps someone should do a survey and ask the rich celebrities if they would be willing to work alongside lowly paid fellow workers and pool all incomes into one central pot and share it out amongst everyone.
      It would be interesting to see what they would say.

        Justin Tomlinson, appointed in the new government’s reshuffle, will assist Iain Duncan Smith in implementing Conservative reforms to the benefits system and making £12bn as-yet unspecified cuts.

        Mr Tomlinson has a record of voting against provisions that would see more support directed to the disabled and sick.

        In parliamentary votes he has supported letting contribution-based Employment and Support Allowance expire for those undergoing cancer treatment.

          Breyanna Knox filed a lawsuit Oct. 22 in the the Tyler Division of the Eastern District of Texas against Maximus Inc., based in Reston, Va., and with an office in Austin.

          According to the suit, in 2014, Know began working for Maximus as a customer service representative. Soon after she developed a tumor in her uterus, causing her to need more frequent bathroom breaks.

          The suit says she informed her employer about the condition, and on Jan. 22, her doctor completed paperwork provided by the defendant to outline her accommodation.

          On June 26, the suit alleges, a supervisor for Maximus told Knox she was abusing her accommodation and not keeping up with her work. Furthermore, the suit says she was terminated that same day.

          The complaint suit says her termination is unlawful under the ADA.

          Knox seeks a trial by jury, damages including lost wages and benefits, reinstatement to her job, attorney fees and court costs. She is represented by attorney Donald E. Uloth of Dallas.

            • I was unlawfully dismissed for being pregnant, I went to a tribunal and the boss made up stories about why I was dismissed(totally fabricated lies of course), but he won the tribunal case, despite offering me money not to take him to a tribunal (a clear indication of his guilt).

    A builder claims he was ordered to vacate his seat on the Tube by a commuter because he had a better job than him.

    Jamie Loveday, 19, said he was approached by a man on a Victoria line train on Wednesday at around 7.20pm after he stepped onto the carriage at Green Park station.

    The teenager was sitting on the Tube as he made his way home to Luton having finished a day’s work at the Adelphi Building in Westminster.

    He told the Standard a well-spoken smartly dressed man, aged between 40 and 50, told him to vacate his seat because he was the finance manager of an upmarket hotel.

    The man offered no other explanation as to why he deserved to sit down, claimed Mr Loveday.

    When the bizarre request was dismissed he asked a young Chinese woman to give up her seat using the same ploy and she did, Mr Loveday claimed.

    A group of young Muslims are travelling to and from Cumbria in order to lend a hand to local residents affected by the flooding.

    The youths, who are part of the Ahmadiyya Muslim Youth Association (AMYA), are distributing food and water, helping older residents move furniture, clear debris and providing moral support. The group is also contributing money to pay for essential equipment and supplies.

    Dr Aziz Hafiz is the director for disaster relief for UK charity Humanity First, which partners with AMYA to “assist wherever there is need irrespective of race, colour, creed or religion”.

    “There were up to 60 volunteers this weekend and they arrived in the early hours of the morning and returned home in the evening. Then they were back again the next day,” he told HuffPost UK.

    “The response from the locals has been truly amazing and touching. The gratitude has been very emotional, even though the volunteers work [freely] as it is an essential tenant of their faith to serve humanity for no reward.”

        James Smith, 38, is one of many people across the country who will be required to attend a Work Capability Assessment (WCA) this Christmas Eve.

        He suffers from a very severe form of ulcerative colitis, an illness which forced him to give up a career in youth work which, in 2010, saw him meet Prince Charles as an ambassador for the Princes Trust.

        Mr Smith will be accompanied by his father during his WCA, after a series of bad experiences with the DWP’s chosen contractor “Maximus Health and Human Services”.

        Speaking to The Independent, he said changes to government support for the disabled in 2014 had set the country back 40 years.

        “How would it make you feel, to have a chronic, incurable condition with 21 years of medical notes and be treated as though you are lying by a company that would rather lie than educate themselves on disability.

        “To not be allowed to enjoy Christmas because you have to attend an assessment which will most likely dominate the whole of Christmas Eve.”

        Mr Smith said he was lucky to have a strong support network behind him, and requires the WCA sign-off in order to have his state pension approved rather than to receive immediate benefits.

        But he said he imagined the threat of sanctions to others in a similar position would “financially and emotionally ruin Christmas for people who have no way to hold the DWP accountable”.

        “They have to show more compassion,” he said. “Even in the First World War, a truce was called to stop the killing at Christmas. I am angry and saddened that those with disabilities and chronic illness mean so little now to the rest of society.”

          Jobless and disabled people could be stripped of their benefits this Christmas under a strict new sanctions regime for the festive period, it has been claimed.

          In an apparent hardening of the Government’s attitude to welfare, those who miss a job centre appointment, interview or work capability assessment in the immediate run-up to the holidays could now be told the news on Christmas Eve itself.

          The Independent had previously reported the Department for Work and Pensions (DWP) would be running a “business as usual” approach to Christmas this year, and was accused of taking a “Scrooge-like approach” to the season.

          In new claims denied by the DWP, the SNP say this will be only the second year the approach has been taken, after a series of unwritten “special operations” were scrapped that previously protected claimants from having their Christmases ruined.

          The party said concerns were raised by DWP staff themselves, who told the SNP they were made to call people up with bad news on Christmas Eve for the first time last year, and were unhappy they had to implement the alleged change in policy.
          ‘Scrooge-like approach’

          Hannah Bardell, an SNP member who raised the issue in Parliament last week, has now written to the Work and Pensions Secretary Iain Duncan Smith urging him to “show compassion and reinstate the special arrangements previously in place”.

          In a letter seen by the Independent, she expressed concern that DWP staff “will be forced to sanction claimants up to and over the festive period, including for example on Christmas Eve”.

          Ms Bardell wrote that the previous grace period was in place because “it can be a very difficult time for some people, with sanctions having an adverse effect on both staff and claimants”.

          “I have been advised that last year it caused considerable distress to both staff who were forced to implement sanctions at this time of year and indeed claimants, who received the news.”

          • The Department for Work and Pensions has admitted that people will see cash losses to their in-work benefits under the new universal credit system and suggested they could make up for it by working an extra 200 hours a year.

            In a new document on universal credit, published after parliament has broken up for Christmas, the department said people could “recoup the loss” caused by lower in-work benefits from April 2016 by taking on an extra three or four hours of work a week at the new “national living wage” of £7.20 an hour.

            Iain Duncan Smith, the work and pensions secretary, has repeatedly insisted that people on universal credit will not be worse off because of changes to in-work benefits announced at the summer budget.

              A single working mother earning over £11,000 (personal allowance from April 2016) in order to take home an extra £3,000 per year would have to gross £3,750 at 7.20 hour that’s an extra 521 hours per year BUT won’t the Universal Credit also be reduced as result of this extra income? I can see this will be similar to the tax credit fiasco- as the numbers are crunched for actual individuals/families the truth will out.

                Brilliant scheme. More kids in after school care for longer hours. Just where is the capital going to come from to pay the extra hours? From the companies’ profits? I think not. Will the extra 200 hours mean someone else in the same establishment loses 200 hours? The unemployment rate is somewhere around 5% which is fairly close to full employment (accounting for the normal job changing) So who’s going to give these people make work jobs?
                When are the Tories going to learn basic math? They’ve made a complete bodge of this entire welfare reshuffle. It’s all sleight of hand

    The care watchdog has been criticised for awarding a discredited outsourcing giant new contracts to manage the use of service-users as expert advisers in care homes and hospitals.

    Two-thirds of the new contracts to run Experts by Experience – which pays people with experience of using care services to take part in Care Quality Commission (CQC) inspections – have been awarded to Remploy.

    Disability News Service has also learned that Remploy is offering disabled people who work as Experts by Experience under its contract about half the hourly rate they are currently earning under the programme.

    Remploy, which will start delivering the Experts by Experience programme on 1 February 2016, was formerly controlled by the UK government but is now mostly owned by the US outsourcing company Maximus, which already has a huge chunk of Department for Work and Pensions (DWP) contracts to provide employment support and assessment services for disabled people.

                  All that I can say is (as you say also) one should always appeal any decision that may be made – if you no not appeal, then you will lose anyway!
