Simon Chapman, A Very Distinguished Fucking Anarchist

simon

Over the last couple of days the strangest thought has plagued me.  Two simple ugly words have kept emerging, only for me to lock them out and ridicule them as bizarre.  Simon’s dead.  Just to write it down feels like treachery.  Part of me looks forward to seeing him, to sharing a drink and dispelling this nonsense.  He’d say something wry, and witty and that would be that.  He was good like that.  Was.  Sometimes the shittiest word to ever have to use about a friend.

As part of a (temporary, and self-imposed) exile from all politics, I didn’t know his health had deteriorated so much.  We weren’t the kind of friends who lived out of each other’s pockets.  There are many who were closer to him than me and I wish them all my love.  But for almost 15 years he was always there.  At crap protests and good ones, festivals and parties, we’d find each other and we’d usually end up drinking together.  We shared a love of getting proper twatted and so we did that a lot.

The London anarchist movement would have looked very different without Simon Chapman.  From the Movement Against The Monarchy to the Wombles, to May Day, several squatted social centres and finally Class War, Simon was an active presence both on the streets and behind the scenes.  Countless flyers were produced by him over the years. He helped organise dozens of gigs, parties, campaigns and demonstrations and I was lucky enough to work with him on several of them.   Up until very recently he was still updating the Class War website.

It was the streets where his heart lay though and he was no passive peaceful protester.  He got nicked all the time when he was younger.  He fucking hated capitalism, was never afraid to get his hands dirty and despised the police.  And he had good reason.

In 2003 Simon was arrested during a vicious police tear gas attack at a particularly fruity anti-capitalist protest in Thessaloniki, Greece.  It was claimed he was carrying petrol bombs in his rucksack and he was held on remand with charges hanging over him that could have seen him spend the next 20 years in prison.  Six other people were arrested and charged in similiar circumstances.  All denied the allegations against them.  Photographic evidence soon emerged that showed the rucksack the police claimed Simon was carrying was not the rucksack he was arrested with.  It was a transparent fit up.

The treatment of those arrested was obscene.  All were beaten savagely following their arrest.    For the first few days of his incarceration Simon was left virtually blind after the police smashed his glasses.  He couldn’t see a fucking thing without his glasses.  Despite these abuses the UK’s Labour government did not lift a finger to help.  Neither did any other state.  So the prisoners took the only action left available to them and began a hunger strike.

A militant Europe-wide campaign fast emerged demanding that all seven prisoners be released.  Greek embassies were picketed across the continent and in some cases attacked and occupied.  In Barcelona the Metro system was shut down during an international day of action in solidarity with the prisoners.  In the UK a relentless campaign targeted the Greek Embassy and Tourist Board.   Parts of Athen’s University were repeatedly occupied, whilst fierce demonstrations throughout Greece resulted in more arrests.

In the end Simon didn’t eat for almost seven weeks. All the hunger-strikers were repeatedly hospitalised, such was the strain on their health. In the final days the prisoners stopped accepting fluids.  By now the solidarity campaign was at fever pitch as the risk that someone might die grew ever closer.  Mainstream media across Europe began to take an interest, lured by sensationalism and smelling blood.  Faced with international embarrassment, and concerned about creating seven martyrs who would shine a light on the corrupt Greek police, all the prisoners were released on November 6th 2003 and the charges against them dropped.  Simon came home.

Then, five years later, the bastards came for him again.  After repeated appeals from the Greek state prosecutor the charges against four of the original seven were re-instated.  In 2008 Simon was found guilty of a string of exotic sounding and terrifying charges including Distinguished Riot  and the creation, possession and explosion of bombs.  He was sentenced in his absence to eight and a half years in prison.

Under the threat of a European Police Warrant, which was likely to see him dragged from his home by our own filth and handed over to the Greek authorities, Simon was forced to return to Thessaloniki in 2010 to appeal the conviction.  In the ensuing trial the police evidence was repeatedly demolished by the defence teams.  The case ended in humiliation for the Prosecutor with all charges  thrown out for all four defendants except for a hastily cobbled together guilty verdict of “minor defiance of authority”.  This misdemeanor was enough to justify the time those accused had spent in prison, although the six month sentence was suspended and Simon once again returned home.

Simon was much, much more than just one of the Thessaloniki Seven.  But I suspect none who knew him well would deny the shadow these events cast over his life, and the impact they had on his health.  Of course our own state also put the boot in, subjecting him to years of benefit cuts, Atos assessments and at the mercy of London’s fucked private sector rental market.

Throughout all this Simon stayed strong, never stopping fighting, or laughing and never losing his faith that a better world would one day be possible.  He was kind, and clever and both ruefully cynical and enthusiastically hopeful at the same time.  He was also more than just an anarchist.  As well as raising his fist, he also raised his daughter who he regularly spoke of with loving pride*.  His loss will leave a big hole in many lives.  The last thing he would want is tears, but he will get them.

For myself, if you find me hassling you to come and find an off-licence with me at some boring, stale protest then sorry, but it’s because Simon isn’t there anymore.  And those are hard words to write, to accept as real.  I will fucking miss you mate.  I’m sorry I didn’t see you whilst you were so sick but glad my last memories of you are happy ones.  At least the bastards will never take you alive again. Rest well Simon, you deserve it.   Love and rage.

Johnny Void x

  1. What an amazing tribute. I am sad for you and all his friends and, of course, his daughter.

  2. Yay, welcome back Johnny! We were all starting to get worried. Swineherd & Reynolds kept your seat warm but to hardly the same standard. Rave on, good buddy!

    • paultheswineherd

timfrom – Yes, many thanks my mate – your comments are very much appreciated. Geoff Reynolds and myself (and others!) have done all that we can – and I can assure you that we are going to put a LOT more on here in the future – THE SYSTEM AS WE KNOW IS NOW IS ENTIRELY WRONG and as I have said below – THIS WAR IS STILL ONGOING – AND WE WILL WIN IT!

      • paultheswineherd

AS REGARDS MYSELF – OK – I AM IN A ‘RELATIVELY’ STABLE JOB NOW – BUT – I COULD BE THROWN OUT OF MY JOB ANY TIME NOW.
AS REGARDS TO BREXIT – OUR MARKETS ARE NOW VERY PRECARIOUS – IF MY EMPLOYER WAS HIT BY A HUGE TARIFF FROM EUROPE IN THE FUTURE, THEY WOULD PROBABLY NOT SURVIVE &
IF I WAS THROWN OUT OF WORK NOW, I WOULD HAVE TO ‘SIGN ON’ TO JSA (WITH ALL THAT THAT SUGGESTS!) I AM 53 YEARS OLD – WHAT HOPE IS FOR ME ON JSA!

        • Sorry Paul, not JSA but the much worse Universal Credit is what they would torture you with in future. After claiming that you won’t be stable in mind or body. Everyone I have met on UC is suffering so much they feel suicidal. I suppose euthanasia is the Tories next idea they will put into practice.

  3. PS: Sorry about your mate Simon.

  4. A beautiful tribute to your pal Simon and a reminder that we are what we connect to, both good and evil. Love and rage Johnny.

Another true person gone – Blessings Johnny.

I don`t hold back on the genocide & ethnic cleansing that is going on in the UK by the Tory government. The Tories are going to toppled by following Trump into war. Theresa May is still in hiding after meeting with Donald Duck Trump. If the UK follow the USA the UK will break in many ways !!!

Since most of the Civil Service is contracted out to American Corporate Companies that run the IT Britain is held to ransom !!! The UK sold out to genocide for profit at the cost of 40,000 lives lost since 2010 by the DWP.

Denial is the saving force for the Tories, but is it really saving the Tories or digging holes deeper so they can hide the bodies.

People getting sectioned because the DWP feel that a sanction is not enough. money is no object to prove the Tories point of propaganda to fool the masses. Rupert Murdoch runs the Tories & the UK press sucking up to Trump who will be impeached along with Theresa May & the Dodgy Dave murder crew. Criminals getting away with pre meditated murder on the sick, poor & disabled.

    Blessings Johnny.

  6. Thanks Jonny. I loved him. I will come to that offie with you any fucking time you like.

  7. respect sorry for your loss, and the worlds loss at this incredible fighting spirit….. thank you for this beautiful tribute, rest in power, yn gadarn.

Hi Johnny Void – Really pleased to see that you are on here and that you are okay. All of us on here were very worried that something awful had happened to you – so I am sure that I can speak for everyone in that we are very glad to see you back!
Of course, this does not in any way detract from the news that your good friend has passed away. I personally did not know him – but nevertheless, your article is to be commended and is a fine and very lasting tribute to him.
Many years ago I can just remember this situation occurring in Greece’s Thessaloniki, but personally, on my own part it is very hazy – but it only just goes to show that ‘the more that the years go by’, so one unfortunately forgets.
Anyway – as I said – we are so pleased to see you back – but above all else: – WE MUST STILL OPPOSE THE TORIES, OPPOSE THE WCA, OPPOSE THE DWP, OPPOSE CAPITA, OPPOSE MAXIMUS, OPPOSE ATOS AND ALL OF THEIR DESPICAPLE ‘HCP’S – ALL OF THE BASTARDS – THE FUCKING LOT OF THEM!
THE SHOCKING TREATMENT OF THE POOR, THE VULNERABLE, THE SICK AND THE DISABLED, AS WELL AS THOSE ONLY ‘JUST ABLE TO WORK’ IS AN ABSOLUTE AND ONGOING DISGRACE.
DPAC & BLACK TRIANGLE ARE ABSOLUTELY RIGHT IN BRINGING TO THE NOTICE OF THE U.N. THE DISGRACEFUL TREATMENT OF THE SICK AND DISABLED OF BRITAIN BY A TORY ADMINISTRATION THAT DOES NOT CARE ABOUT ANYONE – BUT THEMSELVES AND THEIR ‘MONEY’ AND THEIR ‘EXPENSES’ – THE FUCKERS SHOULD SURELY ANSWER FOR ALL OF THIS BEFORE NOT TOO LONG.
BUT ALSO – WE MUST CONFRONT AND OPPOSE THE BBC (THE NOW TORY FOGHORN!) – NOT ONCE IN THE BAFTAS MENTIONING ‘I, DANIEL BLAKE’ ONCE. THIS IS DISGRACEFUL – I (AND MANY OTHERS) PAY THEIR TV LICENCE – FOR WHAT – TO SEE ‘JONATHON DIMBLEBY’ TALK UP THE TORIES ON ‘QUESTION TIME’ (Admitting that his son went to University with Jacob Rees Mogg!).
AN OFFICIAL COMPLAINT SHOULD BE LAUNCHED WITH REGARD TO THE BBC ‘DELETION’ OF ANY REFERENCE TO ‘I, DANIEL BLAKE’ AND ‘KEN LOACH’S AWARD’ FOR THE ‘BEST BRITISH FILM’.
WE ARE ALSO GOING TO HAVE TO OPPOSE ‘RUPERT MURDOCH’S’ MEDIA – THE NEWSPAPERS WHICH COMPRISE THE ‘SCUM’, THE DAILY ‘FAIL’ AND UKIP’S ‘DAILY EXPRESS.
THE WAR HAS STARTED – THE WAR IS NOT WON – BUT THE BATTLE IS STILL ONGOING – AND ULTIMATELY – IT CAN BE WON!
BUT: – WE MUST ALL STICK TOGETHER – AND WE WILL!

  9. This was very heartfelt, thank you for writing it.

How do you feel about the fact that he died of alcoholism? Celebrating someone who died on the drink by drinking some more seems sad to me. There are many good, strong ways to go – but drinking too much seems like an unfortunate way to go.

If you’re drinking a lot, please don’t be next!

  10. Good to see you back Johnny. Sorry about your mate…. Take good care of yourself and hope to read more from you……. x

G4S, Maximus and ‘A4E’ all set to win contracts under Work and Health Programme

    DNS – 16th Feb 2017

Some of the country’s most controversial and discredited outsourcing companies are set to win contracts under the government’s new programme to find jobs for disabled people and other marginalised groups.

The 11 organisations that have been successful in the bidding process will be allowed to tender for the back-to-work contracts that will be offered under the Work and Health Programme.

They were all bidding for the right to tender for contracts across six regional areas in England and Wales, and a single national contract across the two countries.

The Work and Health Programme will support disabled people, those who are long-term unemployed, and other groups such as ex-carers, ex-offenders, homeless people and those with drug or alcohol dependencies.

PIP investigation: Woman took her own life two days after learning of failed PIP appeal

    DNS – 16th Feb 2017

A disabled woman who lost her disability benefits because of a controversial reassessment process took her own life just two days after being told her appeal had failed.

The body of Susan Margaret Roberts (pictured) was discovered by a care worker at her warden-assisted flat near Tunbridge Wells, Kent, surrounded by letters telling her that she would not be entitled to the government’s new personal independence payment (PIP).

The long-term claimant of disability living allowance (DLA) had also placed a “do not resuscitate” (DNR) note by her side.

Sister launches judicial review claim in bid for sanctions death inquest

    DNS – 16th Feb 2017

The sister of a disabled man who died after being left destitute by having his benefits sanctioned has launched a high court legal challenge over a coroner’s refusal to hold an inquest into his death.

David Clapson (pictured), who had diabetes, died in July 2013 as a result of an acute lack of insulin, three weeks after having his jobseeker’s allowance sanctioned.

Because he had no money, he couldn’t afford to pay for electricity that would have kept the fridge where he kept his insulin working, in the height of summer, and he had also run out of food.

An autopsy held after his death found his stomach was empty, and the only food left in his flat in Stevenage was six tea bags, a tin of soup and an out-of-date can of sardines. He had just £3.44 left in his bank account.

But despite the circumstances of his death, and clear links with the sanctions system, no inquest was ever held, even though DWP admitted that it knew he was insulin-dependent.

Now Clapson’s sister, Gill Thompson, has issued a judicial review and human rights claim in the high court, challenging the refusal of the senior coroner for Hertfordshire to hold an inquest into her brother’s death.

Thompson has been campaigning for an inquest to be held in a bid to secure answers and change the sanctions system she believes led to her brother’s death.

  17. Utterly devastated. I am also struggling with the booze, like he was, and will freely admit I was totally head-over-heels for the lovely Simon at one point. A witty, kind and splendid chap who was taken by something that was ultimately beyond his power to fight. I wish I could have helped him more. x

  18. …………………Words can never really express the pain of losing someone so close.
It is probably the worst thing that can happen, being informed that a leading light, a spouse, a member of your family, a dear friend, has passed away.

I am in a similar position Johnny, having just lost a best friend to the state’s bullying, intimidation and downright cruelty………

John David Robinson (JOSS), will never appear in any statistics, just another victim of LORD DAVID FREUD and his hateful culling of those not able to fight back.

Figures in the tabloids and internet put the mortality rates due to benefit cuts, sanction regimes and NHS piracy at around 30, 000 lives.

The bigger picture sees the death toll at around a million plus. The latter figure being more honest if you include deaths of hospital patients and loss of care facilities.

All the hype about all being created equal was just some religious fantasy as the have not’s continue to drop like flies from the tablecloth of the rich mans table.

……………..the worm is turning as the truth is slowly released.

ALL THIS OUTRAGE AT THE YANKS FOR USING DEPLETED URANIUM ON IT’S SHELLS, YET OUR OWN GOVERNMENT ARE QUITE RELAXED ABOUT IT………….

UK depleted uranium (DU) munitions policy and
    development
UK policy is that depleted uranium (DU) munitions can be used in weapons because
it would be wrong to deny our armed forces a legitimate and effective capability that
can help them achieve their objectives as
quickly and safely as possible. Claims of
serious health and environmental effects by
a very small number of people attract
media attention but are disputed by most scientists and international agencies.
Whether other countries use DU munitions or not is a matter for them.
DU is a heavy metal 70% more dense than lead and with the ability to self-sharpen
on impact with armour. This makes it ideal for use in armour-piercing ammunition and
reduces the combat risk to UK tank crews as it allows them to engage an enemy
from greater distances. It was always recognised that the risks and benefits from
using DU munitions needed to take account of the fact that DU is toxic in high doses
and weakly radioactive. Risk assessments show
very little or no chemical or radiation
risk to most troops and civilians and instructions are provided to reduce the already
low risk as far as is reasonably practicable.

    ……………………….https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/210641/Depleted_Uranium.pdf

THEREFORE, THE UK GOVERNMENT IS QUITE HAPPY TO USE CANCER CAUSING MUNITIONS ON THE INNOCENT CIVILIANS IN A THEATRE OF WAR……………………..MIND YOU, WHO WOULD HAVE THOUGHT IT OF A REGIME THAT MURDERS IT’S OWN POOR AND DISABLED?

    • “HIDING THE TRUTH, A UK PASTIME”

TELL THE CANNON FODDER THAT ALL IS OK

      DU munitions health monitoring
There is no reliable scientific or medical evidence to suggest that DU has been
responsible for ill-health in UK Forces’ personnel or civilians. However the
government will carefully consider any emerging data. Epidemiological studies
suggesting DU-induced cancers and birth defects have flaws and the people proven
to have the highest DU exposures, ie those in
or on vehicles when they were hit by
DU munitions, do not have any DU-related health effects.
There are ongoing studies of the health of a group of US veterans known to have
been exposed to DU during the 1991 Gulf conflict. The most recent report of this
      work was published in 2011.

Depleted Uranium Death Toll among US War Veterans Tops 11,000
Nationwide Media Blackout Keeps U.S. Public Ignorant About This Important Story

The death toll from the highly toxic weapons component known as depleted uranium (DU) has reached 11,000 soldiers and the growing scandal may be the reason behind Anthony Principi’s departure as secretary of the Veterans Affairs Department.

This view was expressed by Arthur Bernklau, executive director of Veterans for Constitutional Law in New York, writing in Preventive Psychiatry E-Newsletter.

“The real reason for Mr. Principi’s departure was really never given,” Bernklau said. “However, a special report published by eminent scientist Leuren Moret naming depleted uranium as the definitive cause of ‘Gulf War Syndrome’ has fed a growing scandal about the continued use of uranium munitions by the U.S. military.”

The “malady [from DU] that thousands of our military have suffered and died from has finally been identified as the cause of this sickness, eliminating the guessing. . . . The terrible truth is now being revealed,” Bernklau said.

Of the 580,400 soldiers who served in Gulf War I, 11,000 are now dead, he said. By the year 2000, there were 325,000 on permanent medical disability. More than a decade later, more than half (56 percent) who served in Gulf War I have permanent medical problems. The disability rate for veterans of the world wars of the last century was 5 percent, rising to 10 percent in Vietnam.

“The VA secretary was aware of this fact as far back as 2000,” Bernklau said. “He and the Bush administration have been hiding these facts, but now, thanks to Moret’s report, it is far too big to hide or to cover up.”

  36. Tories force all councils to become private landlords in white paper

The ONLY new houses that councils will ever build from now on will be private rented properties at full private rent levels.

That is what the Tories housing white paper released 8 February says and means.

magine a yellow paged book called Housing Analysis for Dummies to see what the Tories housing white paper says and means:

Councils are forced to build properties else they will be sanctioned
ALMOs are forced to build properties else they will be sanctioned
If councils or ALMOs build for social rent these properties will be subject to right to buy AND they will be subject to forcibly being sold to pay HA tenants right to buy discounts.
If councils or ALMOs build for affordable rent these properties will be subject to right to buy AND they will be subject to forcibly being sold to pay HA tenants right to buy discounts.

That leaves the ONLY option which councils and ALMOs are forced to build is private rented properties that of course have a full private rent level.

Hence there is never any chance ever that councils or ALMOs will ever build for social rent and hence all councils will become private landlords.

  38. NHS RATIONING OF CARE, DEMOCIDE BY ANY OTHER NAME”

Democide is a term revived and redefined by the political scientist R. J. Rummel (1932–2014) as “the murder of any person or people by their government, including genocide, politicide and mass murder”.

In a letter to the prime minister, they said NHS England is “choosing to restrict and ration treatments that patients with rare and complex conditions need – often without proper consultation with patients”. “We hope that you will take action to ensure full patient involvement in these decisions, and to ensure that any decision to ration treatment is overseen by democratically elected politicians,” they added.

The warning comes after health thinktank the King’s Fund said that politicians would be escaping culpability for rationing decisions, as plans due to come into force from April mean that even cost-effective treatments could be denied to patients.

Nicholas Timmins, a policy adviser at the organisation, wrote: “If the NHS can no longer fund new and cost-effective treatments, ministers should announce that decision case by case, and be held accountable for so doing”.

  39. University debts so high students are suffering ‘increased mental health problems’ and ‘can’t afford food’

Exclusive: One in seven students have been chased by debt collectors after being unable to pay rent

Debts accumulated during university years are so high that students are suffering from mental ill health and cannot afford to buy food, according to new research.

Sky-high tuition fees and the rising cost of living have been blamed for “overwhelming” stress levels felt by the majority of students, with one in seven admitting they have been chased by debt collectors as a result of missing rent payments.

A survey commissioned by financial technology company Intelligent Environments found three-quarters of students who receive maintenance loans feel stressed about the amount of debt they accumulate while studying, with over a third (39 per cent) saying they cannot afford their weekly food shop.

    1) Can you please tell me under which statute/Law – WCA & PIP claimants are denied the right to LEGALLY record their own personal assessments even though the DWP does NOT require such assessments be recorded?

    2) If a claimant were to record their assessment for their own personal use what Law are they breaking? And if they’re NOT breaking any law why do the DWP continue to tell claimants their assessment will be terminated?

……….LONG JAIL SENTENCES PROMISED TO WHISTLEBLOWERS WHO EXPOSE GOVERNMENT WRONGDOING

This shocking new law will imprison people for revealing inconvenient facts about the UK economy

    February 13th, 2017

The new Espionage Act could jail people for spreading leaked documents, under current proposals [pdf]. For the first time, a national security law would criminalise leaking “sensitive information” about the UK economy.
Prison for just obtaining the leaks

The Law Commission has drawn up the draft recommendations for the Espionage Act. They suggest [pdf p202] the prison sentence for leaked information should be expanded beyond whisteblowers themselves. As well as the person who leaks the information, anyone who obtains or passes it on would be liable for jail. Not only this, but the commission recommends extending the prison sentence. A legal expert said that the proposals would increase the maximum jail sentence from two to 14 years.

The Espionage Act would replace all previous legislation under the Official Secrets Acts.
    Public interest doesn’t matter

In 326 pages on whistleblowing, the report does not once mention Edward Snowden or WikiLeaks. As revealed by Snowden, the Government Communications Headquarters (GCHQ) indiscriminately collects data from every visible user on the internet. The programme was illegal for seven secretive years. Still, nobody has been prosecuted. May’s Investigatory Powers Act has now made the mass surveillance official government policy.

  54. This evidence on benefit sanctions is vital – and shocking – information

The number of financial penalties (‘sanctions’) imposed on benefit claimants by the Department of Work and Pensions now exceeds the number of fines imposed by the courts.

In Great Britain in 2013, there were 1,046,398 sanctions on Jobseeker’s Allowance claimants, 32,128 on Employment and Support Allowance claimants, and approximately 44,000 on lone parent recipients of Income Support. By contrast, Magistrates’ and Sheriff courts imposed a total of only 849,000 fines.

Sanctioned benefit claimants are treated much worse than those fined in the courts. The scale of penalties is more severe (£286.80 – £11,185.20 compared to £200 – £10,000).

Most sanctions are applied to poor people and involve total loss of benefit income.

Decisions on guilt are made in secret by officials who have no independent responsibility to act lawfully; since the Social Security Act 1998 they have been mere agents of the Secretary of State. These officials are currently subject to constant management pressure to maximise penalties, and as in any secret system there is a lot of error, misconduct, dishonesty and abuse.

Jobseekers have been forced onto the streets under the Tories ’ cruel benefit sanctions regime, a devastating report has warned.

Tough rules which see claimants punished for missing just one job centre appointment are inconsistent and have become a postcode lottery, the Public Accounts Committee found.

Sanctions “have increased in severity in recent years and can have serious consequences”, say MPs as they urge officials to launch a review.

Committee chairwoman, Labour MP, Meg Hillier said: “Benefit sanctions have been used as a blunt instrument by Government.

“Sanctions and exemptions are being applied inconsistently, with little understanding of why.”

Jobseekers can be slapped with sanctions which can see their handouts withdrawn for a variety of “offences”.
Job seekers have been slapped with sanctions (Photo: Getty)

They include turning down positions, missing appointments and failing to look for work.

A typical sanction lasts four weeks and means a Jobseeker’s Allowance claimant loses around £300.

The benefit is worth up to £73.10 a week.

The Department for Work and Pensions imposed 400,000 sanctions on benefit claimants in 2015, the most recent statistic available.

    [Updated 21 February]

Out of date information means people are in danger of receiving inaccurate state pension forecasts.

The state pension forecasting tool was made available from the Department for Work and Pensions. (DWP) last year following the launch of the new state pension in April 2016. The Sunday Times has found, however, that the system is producing inaccurate and conflicting forecasts.

The online pension forecast projects a person’s likely state pension income based on factors such as their national insurance contribution (NIC) history and private pension entitlement.

Importantly, many people who contributed to private sector schemes will have contracted out, meaning they will have paid reduced rates of NICs in return for bigger payments from their private scheme. When it comes to calculating state pension those who have contracted out will, by and large, find their state pension entitlement will be reduced.

Government used ‘misleading’ figures to claim homelessness halved, watchdog says

Statistics authority warns Government claims to have halved homelessness only relate to narrow definition of terms

The Government has been ordered to stop using potentially misleading statistics about homelessness in the UK, following an intervention by the UK data watchdog.

The UK Statistics Authority disputed figures announced by the Department for Communities and Local Government. The Department claimed last year that homelessness had been more than halved since 2003.

However, this claim was found to gloss over the fact that this was only the case under a narrow definition of homelessness; to include only those who authorities are obliged to help. The number did not take into account homeless people who were given assistance under other schemes.

Statistical fudging though definitions the was done under the Thatcher regime for unemployment.
They had a problem of a record high number of people being unemployed (which inspired UB40 to write “I am the 1 in 10”).

      Solution?
Redefine what it is to be unemployed.
*Before*, the definition was any adult male not in full-time employ that is not retired.
*Now*, the definition is any adult not employed (0-hr contract, part-time counts as employed), not on a gov. employment scheme (they get JSA, but recorded as employed), not a full-time student, not retired and claiming JSA (which has its own set of limiting factors).

  70. Psychologists’ concerns over Work Capability Assessment match – perfectly – research showing it may cause suicides

    Posted by Mike Sivier

Does anybody remember the research by Oxford University and Liverpool University that showed the Work Capability Assessment, used by the Conservative Government to determine a sickness benefit claimant’s fitness for work, may be causing or worsening mental illness?

It was in a paper entitled First, do no harm’: are disability assessments associated with adverse trends in mental health? A longitudinal ecological study, published on November 16, 2015.

This Site reported at the time: “The research by Oxford University and Liverpool University shows that more than two-thirds of claimants who took the fake ‘medical’ test between 2010 and 2013 – 7,020 out of every 10,000 – received prescriptions for anti-depressant drugs afterwards.

“There were 2,700 cases of mental ill-health and – most damning of all, six suicides per 10,000 assessments. If these were all separate cases, that would leave just 274 people who, after the assessment, were only suffering with the illnesses they took into it.

“More than a million people were reassessed for benefit using the WCA between 2010 and 2013 – in fact, using the figures from the study, around 1,306,670 people faced the assessment.

“This means 590 of those people aren’t around anymore – they committed suicide and are dead.”

    http://voxpoliticalonline.com/2017/02/21/psychologists-concerns-over-work-capability-assessment-match-perfectly-research-showing-it-may-cause-suicides/

    • This is particularly damning: “These increases followed—rather than preceded—the reassessment process.”

The DWP provided its usual disparagement of any adverse research in short order: “The authors themselves caution that no conclusions can be drawn about cause and effect. It is concerning that they provide no evidence that the people with mental health problems highlighted in the report even underwent a Work Capability Assessment.” That would be because the DWP never provide such information.

Now look at the the analysis of the WCA provided by the British Psychological Society, the British Association of Counselling and Psychotherapy, the British Psychoanalytic Council, the British Association for Behavioural and Cognitive Psychotherapies and the UK Council for Psychotherapy in a joint response to a recent government’s consultation:

“We do not believe that the WCA assesses work fairly or effectively. Determining ‘fitness for work’ for people with mental health conditions and disabilities is not only difficult, but it may also have adverse consequences on an individual’s understanding of themselves, their attitudes, behaviour and psychological wellbeing.

“Moreover, a significant body of published psychological literature highlights that inappropriately labelling individuals as ‘unfit for work’ or “fit for work” can have significant and far reaching consequences on psychological wellbeing, impacting on self-esteem, self-image, self-belief and self-worth (Steele, 1997); as well as the ability (Rydell et al., 2009) or motivation of the individual to engage in the process (and specifically with the source of the perceived threat – Major et al., 1998).

“By focusing on “fitness for work” or limited capacity for work, the system has the potential for detrimental impacts on the beliefs of many potentially employable people, as well as those who are seriously unwell.

“The Government has missed an opportunity to effectively use psychological theory and practice within the benefits system, which has left it open to results that lack validity, efficacy, fairness and compassion for people’s mental health and wellbeing.”

Is it my imagination, or do these comments fit together – perfectly – with the findings of the Oxford/Liverpool Universities’ study?

And does this not suggest, not only that the DWP devote the most serious attention to the psychologists’ comments, but that an investigation should be launched into the causes of the 590 suicides mentioned in the original report, with a possible view to prosecution?

      • Jocelyn Flassendale

    THIS IS AN ‘OFF-TOPIC’ UPDATE!
I have been deliberately off of this site for a week now (partly as a mark of respect for Johnny Void’s good friend Simon Chapman and also to take stock of things as they stand at the moment)
Since 14th February (when I was last on here) unfortunately little has changed. Some inroads have been made with the good news that Gill Thompson (David Clapson’s sister) has been taking her deserved case further against the Coroner who has refused to carry out an inquest into her brother’s death.
The Tories (and Theresa May and her Ministers in general) are in total denial and are completely unrepentant about what they are doing to the ‘very poorest’ and the ‘poorest’ in our society.
(Meanwhile – the middle-classes (or the JAM’s) are continuing to suffer also
    – their ‘decreasing incomes’ mean that they may not be able to take quite so many holidays or buy their sons/daughters their new cars – or indeed – pay for them to go to the very best University possible!)
The Tories ‘austerity’ measures continue unabated – the cruelty that these are inflicting are probably the worst that I have ever known in my own lifetime to affect our population.
However, there may be some good news on the horizon – the Work & Pensions Select Committee are going to look at the possible ‘dishonesty’ of the ‘private companies’ HCP’s, Paul Gray is going to do another ‘review’ of the WCA & in March the U.N. are due to return to ‘see what the State Party’ is doing to ‘adhere to their recommendations)
Hopefully, once this all happens (and Debbie Abrahams has a further say in the matter) – things may just improve – THEY REALLY HAVE TO!

A DWP spokesperson said: “We introduced PIP to replace the outdated DLA system. PIP is a better benefit which takes a much wider look at the way an individual’s health condition or disability impacts them on a daily basis and which is tailored to suit each individual’s needs.

  81. “THE CAPITA THIEVES”

‘Immoral’ Capita offered £200 bonuses to social workers to slash care packages

The outsourcing company Capita offered freelance social workers financial bonuses – and put them up in luxury hotels – to encourage them to help a local authority cut disabled and older people’s care packages.

A whistleblower has told Disability News Service (DNS) that Capita has been piling pressure on its team of social workers – while paying them more than £1,000 a week – to cut social care spending, on the orders of Southampton City Council.

DNS revealed last September that the council had employed Capita to clear a backlog of annual reviews of the care packages of disabled and older people, in an apparent attempt to cut costs.

But DNS has now seen an email in which a Capita manager told her team members that they could earn a bonus of £200 if they increased the cuts to people’s care packages they achieved through those reviews by 20 per cent.

In the email, headed “Stop Press – Good News”, she passed on an offer from a senior manager at Capita, who suggested an “extra incentive” for her team if they could improve on their previous “performance”.

He suggested that the bonus “can be measured across both productivity levels and the savings achieved.

“If one person improves their productivity by 20 per cent and savings by 20 per cent they receive a £400 bonus.”

The whistleblower, Rebecca*, said she has been earning more than £1,000 a week – after tax – as part of the Capita team.

She said her bosses made it clear that team members would only keep their jobs if they produced enough cuts to the packages of the people whose care needs they were assessing.

Capita said this week that it did not “recognise” Rebecca’s claims, although it has not denied any of her specific claims.

But when it was later shown the “extra incentive” email, a Capita spokesman appeared to accept that it was genuine and claimed the incentive mentioned was “never introduced”, and that the company would not be “updating” its original statement.

Southampton City Council said the Capita project was part of its plan to “transform” adult social care in the city, and claimed that the emphasis was not on cost-cutting but on “carrying out a thorough review, supporting people to take up alternatives such as enhanced telecare and direct payments, if appropriate”.

It had not commented on the “extra incentive” email by 11am today (Thursday).
