Is Iain Duncan Smith Bullshitting About Universal Credit? Of Course He Fucking Is

uc-surveyIain Duncan Smith has been back to his bull-shitting best with a string of wildly optimistic claims about the wonders of Universal Credit.

Alongside the Secretary of State’s rare appearances in the media this week, the DWP released a gushing report claiming that Universal Credit was already a huge success.  This document was based on cherry-picked information from two recent evaluations of the pilot scheme currently running in the North West of England which looked at the impact of the roll out of Universal Credit.

The truth is that there is really nothing useful that can really be learned from how Universal Credit (UC) will work across the board from the tiny amount of data so far available.  Only around 50,000 people have claimed UC so far, and there were far fewer than that when these evaluations were carried out.  More importantly, they are based on new claims only from single unemployed people with no significant health conditions.

One of these evaluations was a survey which compared the views of 900 people who had claimed UC against the same number of claimants on mainstream Jobseeker’s Allowance (JSA).  In the DWP’s gushing summary of the evidence they declare that Universal Credit claimants were more likely to believe the benefits system is encouraging them to find work and that they were spending more time looking for work.  The DWP also claim huge support for the Claimant Commitment, the agreement unemployed people are now forced to sign which contains a list of largely pointless activities which people must carry out as part of their jobsearch.

As the table above shows, most claimants did believe that ‘some’ of the activities in their Claimant Commitment would help them find work.  But that’s just fucking obvious.  If it says in a Claimant Commitment that you must look for a job, then you are more likely to find work than if you don’t look for a job.  What is important is how the Claimant Commitment is viewed as a whole.  What the survey then shows it that 55% of people appear to have thought that some or all of the measures in the agreement were a waste of time, 59% of claimants thought that some or all of the measures did not take into account their personal circumstances and 46% of claimants thought that some or all of these actions were unachievable.  Disturbingly almost all of them, 76% of claimants, thought that Jobcentres would be checking up on whether they had carried out these pointless, unachievable activities.  What this suggests is that many claimants seem to have been concerned that they were being set up to be sanctioned.  95% of claimants were all too aware that their benefits could be stopped if they did not prove they were looking for work with 89% being aware they could lose benefits for being late to a meeting.

The DWP’s summary of the two reports, which was used for this week’s media offensive, failed to mention two other findings in the survey.  Claimants of UC were less confident that they would find work within three months, with only 76& agreeing compared to 78% of JSA claimants.  They were also significantly more likely to report that there were not enough jobs in the local area, with 36% of UC claimants agreeing this was the case compared to 30% of those on JSA.  This was not expected by the researchers who said it was “surprising as the JSA comparator areas were chosen on grounds that they have similar labour market conditions to the UC areas.”

Which brings us nicely on to the second evaluation which delved into the tax records of those who had been on Universal Credit as a means of finding out whether they had gained work or not after being on the benefit.

The problem facing researchers in carrying out these kinds of evaluations are finding two sets of claimants that are more or less the same in all areas except the one being examined – in this case whether they were claiming UC or JSA.  As noted above, the local labour market is important.  If one group is in an area of especially high unemployed compared to the other then this will skew the results.  Timing is also vital, unemployment goes up and down, so it is important to establish whether the claims were made at more or less the same time.  Another question is whether the claimants are the same – are they equally employable?  Perhaps most importantly is the experience they received.  Did Jobcentre advisors spend more time with UC claimants and provide more ‘help (stop laughing)?  Was the sanction and conditionality regime the same?  Was anyone put off claiming UC by the increased conditionality, such as someone with a health condition who may have decided to try and claim sickness benefits instead?

Sadly the researchers pretty much ignored the last few details, but there was an effort made to establish whether the claimants were roughly the same in terms of age, gender, histories of claiming benefits, sanctions applied etc.  Ethnicity was ignored, perhaps wrongly as the survey evidence showed that UC claimants were 10% more likely to be white.  Unemployment is around twice as high amongst people from ethnic minorities, this could be one small factor in why those on UC were more likely to get jobs.

And it’s fair to say that’s what this evaluation found.  Those who had claimed UC were a bit more likely to have found some work.  But this data is so noisy, with so many bodges, averages and assumptions, that this could be a fluke.  Or it could be down to a whole host of other factors which the researchers couldn’t control for, such as whether someone was pregnant – meaning they would be ineligible for UC, but would still be counted in the JSA group.

It could also mean that the fear of sanctions, as outlined in the survey evidence, might have led some claimants to take up jobs they would not otherwise have done.  This would no doubt please Iain Duncan Smith but it is a toxic scenario.  The people covered by these studies were largely the newly unemployed, and therefore the most employable.  Losing a job can be traumatic, and a recently sacked teacher or electrician does not usually run straight out to take a part time cleaning job on a zero hour contract.  People take a bit of time, not because they are workshy, but because they want a job they have studied or trained for.  If all Universal Credit is doing is bullying the most employable into low paid shitty jobs then it is failing everybody.  The tax payer doesn’t spend a fortune training nurses so they can stack shelves in Poundland.  This also means those who depend on those entry level jobs, who do not have large amounts of experience, stay long-term unemployed.

The results of these two evaluations suggest that Universal Credit could be the blueprint for a low waged, low skilled economy that we all feared.  But we don’t know that for sure.  Until people with kids, the self-employed, those working part time and people on sickness and disability benefits are brought into the mix we know nothing at all about how Universal Credit will function and that won’t be for years. The chances are that all it will do is shift unemploment around, with the most marginalised sanctioned and everyone else bullied into low paid work as soon as possible.  This whole reckless experiment could drag Iain Duncan Smith’s bungling legacy far into the future.  And to what end?  No-one knows.

  1. IDS is a madman. UC is going to cause massive upheaval. My partner and I have just started a joint claim for JSA. We have to prove job searching for 5 hours each day for each of us for every day or else. This will get even more burdensome when HB, tax credits etc, go under the UC banner. It it going to hell in the UK.

    • How can anybody reasonably be asked to prove they have spent 5 hours “looking for work”? What are we supposed to do? Video ourselves? And if you haven’t got a telephone or internet access at home, like me, what can you do for so many hours every week to look for work? I can only get 1 hour of internet access at my local library every day, unless it’s over-booked, visit the Jobcentre and look at the local papers once a week. I really have no clue how to fill so many hours alone at home looking for a job and when I asked the Jobcentre for advice they couldn’t give me any. I feel as if I’m being set up to be sanctioned by demanding that I do something that is, literally, impossible.

        Don’t be so ridiculous; 5 hours a day is hardly enough time for a proper job-search. You have to adopt a ‘go-getter’ attitude; no point in just sitting at home, an employer is not going to knock on your door offering you a job, are they? Be more pro-active: send out speculative CVs, phone employers, if your CV is good enough an employer will even create a vacancy for you, how does that sound? Get out there, be seen: hand in your CV to local shops and businesses; is there a large shopping centre nearby you? Tap into the hidden jobs market: have you tried looking in shop windows, lots of jobs are advertised there. Or how about the adverts on supermarket notice boards, like most shoppers (and jobseekers) you probably walk past them without a second glance; well stay one step ahead of the competition and check them out, you will be most pleasantly surprised at what you find. This is just a few ideas to guide you into a more effective job-search; I am sure you can think of many others. Good luck with your job-search!

          Job centre work roaches, like yourself, should try to step outside of your cushy, desk job in your centrally-heated offices and actually go out and about in your local area to see the job market for yourself instead of being totally reliant on that crappy jobmatch website.

          UJM doesn’t work, so you should get rid of it. Each time I make an application for a job on there, I never ever hear back from any employer I contact about their job vacancies. I can only assume that the jobs I apply for during my 35 hours per week searching don’t even exist and are only put on UJM just to fill up the otherwise empty pages.

                The number of real new jobs posted to UJ must be closer to 3,000 per day.

                I roughly estimate the number of unemployed getting a job due to their use of UJ at around 1 person per JC per day. Even I think that’s quite low but that’s what it comes out as!
                If you really are a JCWC and not a adviser at a provider perhaps you’d like to give us the actual figure of people getting a job through their UJ account at your JC. I’d be very happy for someone to show some evidence that my estimates are miles out, but they never do!

                If there ARE jobs out there (as you claim to be on that illegal job website, they why are there endless re-posts of the same job filling up each page, and the same job is advertised in mroe than two towns at the same time. 99% of the jobs on UJM are either fake or lead to scammers trying to steal money from us. Each job I apply for on UJM, I always check the company through reverse I.P methods to see whether the company is legit or not. If when I do the reverse I.P method, the company I suspect to be dodgy, offering a too-good-to-be true job, always IS dodgy and the company is a one man band set up purely to harvest CV’s and scam people into illegal practices.

                I received an e-mail the other day, inviting me to a careers job fair in Glasgow. I did some deep digging around about the company inviting me to their jobs fair and it turned out that the person behind the company was previously involved with a scam energy company racket here in the UK and involved previously with a scam travel agent business. Those two previous companies he ran were NOT even registered with companies house as they had written off these two failed / dodgy business ventures.

                Oh, the jobs he was advertising through this fake careers fair in glasgow were for sales advisors and sales representatives via UNIVERSAL JOBMATCH. I did some checking around for this jobs fair, and guess what? THIS JOBS FAIR WAS NON-EXISTANT JUST A FUCKING SCAM TO PART PEOPLE WITH THEIR MONEY AND TO HARVEST THEIR CV’S FOR FUTURE SCAM PURPOSES.

                NOW FUCKING TELL ME, JOB COACH DICK, THAT UNIVERSAL JOBMATCH IS SAFE TO USE AND THE BEST WAY TO FIND JOBS. FUCKING CUNT.

                  You’re right Fen. I applied for the same jobs every week for nearly 12 months. The only thing that changed was the job ID until eventually that was repeated. Never heard from any of them and they’re still on the Universal JobShite today, a year later.

                  Still, it kept the JCP Advisor happy, which is all that counts. Eh!

                  Yes, quite possibly there is 50,000 new listings every day but listing are not the same as actual REAL job VACANCIES. There is a world of difference between listings and real job vacancies. Every time I log in to that heap of shite UJM (and I have to cos I will get sanctioned if I don’t !) it is page after page of the same old same old scam, ‘scraped’, ‘cut-n-paste’, ‘agency’, bogus ‘vacancies’ that are posted day-in-day-out, month-in-month-out. In fact a genuine job vacancy is as rare as hen’s teeth. I resent it too because it wastes the limited time I have to job-search on the library computer (only an hour!), and I have never got to the end of the 50,000 new listings/vacancies a day! Anyway, as we all know (including you Job Centre Work Roach) and as Fen Tiger says UJM has got nowt to do with job-search – it is nowt but a spying and sanctioning tool!         • How the heck can I sent out a blitz of speculative CVs when I can’t afford to buy stationary or stamps and have no internet to do so electronically? I don’t have a telephone (mobile or landline) and the Jobcentre says that I can’t use theirs unless I am actually applying for one of their advertised vacancies. I don’t know what century you’re living in but I haven’t seen a business advertising for staff in a supermarket or newsagent’s window for years.

          If the Jobcentre want me to look for work this intensively they should at the very least provide facilities for me to be able to do so, or give me some guidance how to do so, because I can’t fund this amount of Jobhunting out of my Jobseeker’s Allowance (which helpful George Osborne would freeze indefinitely if he had his way).

          I think you’re probably being satirical but looking for a job is different from having a full-time job because when you’re working you are assigned things to do, or told what to do, not expected to make up things to do under threat of the direst penalties if you can’t find it in yourself to be inventive enough. It’s the easiest thing in the world to demand 50 “steps” from some poor sod in their claimant committment and another thing altogether to actually concoct enough “steps” to avoid sanction.

          The current regime is a disgrace.

          It is designed so that people will fail.

        • If every Job Seeker were,say, 20% more energetic in their job-searching each one would still stand exactly the same chance of getting a job.
          Being more competitive won’t create more vacancies, but it will favour those who can take the stress involved. The others will be less able to get work. Your role is therefore pointless,and so are sanctions. Neither create jobs.
          Unless the point is to leave people with no financial support.

          We know the real reason for UC and the claimant commitment is to bully and harass the unemployed/sickness claimants.
          What do Work Coaches do? From my experience very little, no different from what you did from before! Just a change of job title.
          I wanted to become a self employed taxi driver with work readily available, put in for funding. What did the National Careers Advisor say? You’ll be lucky (applied for just £340), despite providing all coatings and legal requirements, 7 weeks later still no reply from Jobcentre senior management!
          Thankfully I got a job, a good one no thanks to useless Jobcentre staff.

          Time Jobcentre staff, stop insulting and patronising claimants. Encourage and develop people like other countries do.

        • I’m a working single mum on the old tax credits n hb. Recently I took on more hours. The job is cleaning and back breaking. I have a back problems already and arthritis. The increase I now have to pay in rent and council tax cancels out the extra money I earn. If I was on uc could I say work isn’t paying me??–with out fears of sanctions??

The only thing that stopped it in the past was an unwillingness to fork out the money needed to administer such schemes.

Isn’t U.C the one that if you are working Part time and claim it .. you will have to go to the JC and explain why you haven’t found more hours or a different job and you will to spend a few hours doing job searching to get off all benefits and of course for every £ you earn they take a large % of you. This way its win win for the Government.
    This will cause money trouble for some.
    I also must say that at that J.C not a lot of work is being done it’s empty, at mine the JC staff are worked of their feet…. Mind you if that pratt was in the J.C where i go the first thing would not have been to shake his hand… 50 shades of grey comes to mind without the safe word!

As with everything he touches though – he isn’t actually very good at it. When I read the laughable research within the DWP document I felt it would shame a student. It wasn’t peer reviewed, it didn’t back up what it claimed and, as has been shown below, it left out information that put a different slant on things. All as to be expected from that waste of space Iain Duncan Smith.

      The Scottish National Party (SNP) has slammed the Tory-led coalition Government over their apparent inability to listen to serious concerns raised over the roll out of welfare reforms in Scotland.

      Numerous welfare organisations have called for the roll out of Universal Credit and Personal Independence Payments to be immediately halted, while plans to devolve some welfare powers to Scotland are carried out.

      In January, fifty-six charity organisations wrote to the Work and Pensions Secretary, Iain Duncan Smith MP, urging an immediate halt to welfare reforms in Scotland.

      Despite these concerns, Iain Duncan Smith has today announced the UK Government’s intention to speed up the national roll out of Universal Credit.

      SNP Work and Pensions spokesperson Dr Eilidh Whiteford MP said:

      A Labour MP has said she is “shocked” that a senior civil servant will not be examining whether there is evidence that the government was to blame over any of 49 benefit-related deaths.

      Labour MP Debbie Abrahams spoke out after Disability News Service (DNS) told her that the Department for Work and Pensions (DWP) does not intend to produce the information for her.

      Last week, Abrahams asked Chris Hayes, DWP’s labour market strategy director, whether any of 49 peer reviews of benefit-related deaths had found the department’s actions to have been “inappropriate or incorrect”.

      He told her – during an evidence session held by the Commons work and pensions select committee – that he would “have to look at the peer reviews in detail” in order to answer her question.

      But a DWP press officer subsequently told DNS that Hayes was not intending to produce that information and did not “commit to looking at the detail for Abrahams”.

      When told of the DWP response, Abrahams, MP for Oldham East and Saddleworth, said: “I was shocked to hear that Chris Hayes, the labour market strategy director at the DWP, will not be looking at the peer reviews in detail, despite indicating that he would in his evidence.

    20.3 million people get some kind of benefit, be it pensions, in work benefit, out of work benefit, any benefit in fact. If the 9.6 million pensioners are taken off this figure, that would leave:

    If there really are over 50, 000 new job vacancies being posted every day on UJM, and probably another 80,000 on companies own and specialist sites that don’t even make it to UJM.
    Then why don’t advisors, and work coaches simply give out 1 semi-suitable vacancy to each claimant, and simply tell them to simply take it or else a 10 year sanction.
    Assuming that there is 1 vacancy per claimant(if fact with 50k per day there’s many more ‘vacancies’ per claimant, so they could have a choice). It would only take 2 weeks for everyone to have a job of some description, and for unemployment to be 0%.
    You’d have to add a bit for those that had become newly unemployed during that 2 weeks, say another 2 days. So, in just 16 days we could have full employment.

    There’s no need to make a correction for the vacancies stolen by those already employed, because you don’t start with 50,000 on the first day, you start the first day with a cool 650,000 vacancies.(yeah right!)

    Why spend 10s of £bns on stuff like the Waste Programme, when the solution is so simple and £free.
    Perhaps I’m looking at a knighthood here. : )

    • Figures released last week by the Department for Work and Pensions show that nearly one in five jobseekers-allowance claimants are currently being sanctioned because they didn’t turn up to an appointment, refused a job, or walked out on one. In 2010/11, 15 per cent of JSA claimants were subject to sanctions. This went up to 16 per cent in 2012/13 and by 2013/14 it was up to 18 per cent – that’s 568,430 out of 3,097,630 claimants.
      These figures follow a recent parliamentary inquiry, a slew of reports claiming some of those subject to sanctions have committed suicide, and claims that a harsh, target-setting culture has been put in place, forcing bullied jobcentre staff to sanction benefit claimants unfairly. This is something the government denies. Rachel Reeves, shadow work and pensions secretary, has nevertheless declared that a Labour government wouldn’t impose such cold-hearted targets.
      But is it necessarily wrong to exert more pressure on claimants to get them off benefits? Are they all vulnerable victims picked on by the cruel coalition government, as the critics claim? Do they all need more hand-holding or ‘support’ in order to get them job-ready? Or are they just being patronised? I appreciate there are structural reasons why jobs can be hard to come by today. But that doesn’t mean that individuals bear no responsibility for finding work. The new, more robust sanctioning regime may well, as employment minister Esther McVey suggests, be a much-needed kick up the backside for those stuck in a state-dependent rut.
      Of course, the sorts of things jobcentre bureaucrats worry over – such as the number of online job searches an IT-illiterate claimant performs in a week – are not going to make much of a difference to claimants’ job prospects. But, still, people who claim benefits are more often than not perfectly capable of finding themselves a job. Dependency on benefits not only wastes people’s potential, but actively undermines their sense of themselves as active and able. It renders them passive and incapable. For superficially sympathetic commentators, reducing claimants to defenceless victims of a not very successful austerity programme, treating them as innocents wrongly punished, is doubly diminishing. Indeed, those opposed to the government’s allegedly cruel welfare reforms are doing more to reduce and enfeeble people than any benefits-basher ever could

            the paramount is sanctuary FIRST…’if only drs had said (seen) this earlier’ says ‘lenny’ (not his real name), to dr bob (see his web site) ‘curing mental pain’ one of the 1000hrs of vids recorded in parkhurst prison, a strong culture of denial pervades our society….@ the start of the vid of lenny, it’s very obvious that he is afraid/anxious (a symptom of abuse)…and when the terror(s) are gone he expresses himself very confidently, can now easily learn new things, as his mind is free of the gum/glue of the frozen terrors, caused by abuse…he is now healed, he knew the deep blocked truth, but wasn’t allowed to face/express the emotional injuries caused by it, he doesn’t need to prove it!….he now expresses his blocked emotions by himself (on his own), if he gets stuck he goes back to dr bob…dr bob acts as a catalyst/informed witness to assist healing and that is all…to heal the therapist does not need to know the whole grueling story, that the victim will not recall, on their own, in their own time and space, until much later, in any case, coz the whole of the abuse is kept locked away, by the victim…but we are told that we need to prove it to get the help required to heal..which just means being kept needy…justice is healing and can only begin to be had after one is healed from the terrible affects of abuse…..to prove one is a victim to get benefits so as one can have healing sanctuary is hopeless to say the least….but then one is hounded to keep on proving need…your solution is to keep people dependent on the state, state sponsored treatments like CBT, and dependent on others for help…..
            the compensation should come 1st, before not after….otherwise it’s ‘are you better yet, you ought to be by now’, one gets this attitude all the time ie see WCA….
            therefore you’re ignoring the profound affects of abuse…ALL victims need to be healed 1st otherwise fighting for rights is next to impossible…i was/we’re often told to seek help and then when i/we do/did what i/we express (ed) was/is minimized and/or drugged so that it can be managed…

                  you seem to want the CJS to define what is abuse and what is not…and for the victim to prove 1 they have been abused, 2 the severity of it, 3 who by 4 even as far as supply compensation, as a remedy which it is not, ie as the best solution on offer, which it is not, as healing is….once healed one rejects our toxic system!….you must remember you are looking in (a third party) and making judgments for whats best for me and others in a similar positions to myself…speaking for others and telling me that what works is crap….you collude in creating a culture of dependency on the words of ‘therapist’ and others…telling one whats best for one, with no actual experience of the issues involved in csa/ca, tis all second hand info from yourself…you use ridicule, are dismissive and imply that i am mistaken or a liar…victims are desperate to heal form their mental pain, to become ‘normal’ and will readily explore any option that mainstream consensus supports, and is all that is mentioned by HCP’s….do not tell me what works and what does not, i’ve been there and done that/it….csa/ca is rife in the uk, their are millions of sufferers and by default millions of abusers…the solution that i offer works, and a 100% cure is available and this is what needs to be pushed…it is the only short and long term solution….people who block this cure and have been for well over 30yrs now, have a lot to answer for!

                • In past few weeks we have been trying to access information on very serious offenders all part of an organised network of serial abusers of which it includes offences involving torture and murder and we are being told access is denied because it might cause distress to those offenders.. Poor things.
