Disabled people have called a day of action against notoriously crap Capita on July 13th
Vital benefits – designed to meet the additional costs of living with a disability – have been stripped away completely from over 120,00 people DWP statistics revealed this week.
Over a quarter of those previously claiming Disability Living Allowance (DLA) have lost their benefits after being re-assessed by a private company as no longer having sufficient care or mobility needs to qualify for help. Savage new benefit eligibility tests have been introduced as part of the switch to Personal Independence Payments (PIP), which is gradually replacing DLA. So far 27% of those facing this re-assessment have lost their benefit with hundreds of thousands of people still to be tested. Originally the government claimed 20% of people would lose their benefits due to the change-over. Chillingly it now appears it could be much worse. For newly disabled people the situation is even more dire, with only 48% of new claims for PIP being successful.
The shocking statistics come after disabled people announced a day of action against Capita, one of the companies who administer the tests – the other being the despised Atos. Disabled People Againsts Cuts (DPAC), Mental Health Resistance Network (MHRN) and Winvisible have joined forces to call for demonstrations in towns and cities across the UK on July 13th aimed at bringing these vile assessments to an end.
In London demonstrators will gather outside Capita’s offices at 71 Victoria Street, SW1 from 13.15. An online protest will also be held on the day. Please join and share the facebook page for the latest details of all events. As the protesters say:

First figures on ESA mandatory reconsideration ‘show it is just a delaying tactic’

Official figures suggest that a new appeal stage introduced for unsuccessful claimants has been little more than a delaying tactic aimed at reducing the number of disabled people claiming benefits, say campaigners.
The Department for Work and Pensions (DWP) has finally published statistics showing the impact of the process on claimants of the out-of-work disability benefit employment and support allowance (ESA).
Since October 2013, claimants of ESA and other benefits who want to dispute a decision made on their claim have had to ask DWP to reconsider the decision – a “mandatory reconsideration” (MR) – before they are allowed to lodge an appeal with the independent benefits tribunal system.
And now the first MR figures to be published by DWP show that only about 10 per cent of ESA claimants who appeal through the MR process are successful.

Ministers ‘breach FoI laws’ by delaying release of fresh benefit deaths reviews
Ministers are delaying the release of nine secret reviews into the deaths of benefit claimants, even though civil servants apparently prepared them for release three weeks ago under freedom of information laws.
A response to a request to release redacted versions of the documents was completed by the Department for Work and Pensions (DWP) freedom of information team on 23 May, and just needed official clearance to be released.
But the documents – which are likely to be heavily-redacted versions of the nine reviews – have still not been released to Disability News Service (DNS), three weeks later, in an apparent breach of freedom of information laws.
The reviews cover the period from August 2014 to January 2016, and are likely to be similar in format to the 49 reviews that were released by DWP last month following a 21-month battle with DNS to keep them secret.
DWP is so far refusing to say how many of the nine secret reviews concern a claimant who took their own life.
The latest request was submitted on 15 April, but DNS has been told by DWP’s freedom of information team that a draft response was completed on 23 May – three weeks ago – but has still not been signed off so that it can be released.
A DWP spokeswoman apologised for the delay, but refused to explain why the response had not yet been released.
She said: “We always aim to respond to freedom of information requests within 20 working days – in fact nine out of ten responses are sent within that timescale.
“We will get a response to you in due course.”
Many of the 49 reviews released last month concerned the deaths of disabled people who had applied for the out-of-work disability benefit employment and support allowance (ESA), through the work capability assessment (WCA) process.
And many of the reviews – 40 of which refer to benefit claimants who took their own lives – concerned the reassessment of long-term claimants of incapacity benefit (IB).
Although key parts of the peer reviews were missing because they were so heavily redacted, DNS found 10 key recommendations for DWP to take national action to improve the way it treated vulnerable benefit claimants.
DNS is still waiting to hear from DWP if those 10 recommendations were ever carried out.
The nine peer reviews – now renamed internal process reviews – are likely to be scrutinised closely by disabled activists for further evidence of failings in the way DWP has dealt with benefit claimants labelled as “vulnerable”, many of whom are likely to be mental health service-users or have learning difficulties.
They could provide crucial evidence for calls – led by the Scottish-based grassroots group Black Triangle, and backed by many other disabled activists – for former work and pensions secretary Iain Duncan Smith to face a criminal investigation for misconduct in public office following his refusal to address a coroner’s concerns about the safety of the WCA in 2010.
They want to hold Duncan Smith and his former employment minister Chris Grayling to account for their failure to improve the safety of the WCA, when they were warned that it risked causing further deaths.
Last November, government-funded research concluded that the programme to reassess people claiming IB using the WCA could have caused 590 suicides in just three years

specific conditions or impairments of the individuals they are assessing. Instead, the focus is on
ensuring that the HPs are experts in disability analysis, focusing on the effects of health

required to ensure that the HPs carrying out assessments have knowledge of the clinical
aspects and likely functional effects of a wide range of health conditions and impairments

Concern as Maximus recruits former DWP ‘fit for work’ boss

The US company that won the lucrative contract to deliver the “fitness for work” test has been forced to defend its decision to employ the former senior civil servant responsible for government policy on the assessment.
The decision of controversial outsourcing giant Maximus to hand consultancy work to Bill Gunnyeon comes just months after he quit his Department for Work and Pensions (DWP) post as chief medical adviser and director for health and well-being.
As part of that brief, he had overall responsibility for policy on the work capability assessment (WCA).
Gunnyeon left DWP in August 2014, after nine years. Two months later, the government announced that Maximus had been awarded a contract to carry out hundreds of thousands of WCAs every year across England, Wales and Scotland, taking over from the equally-controversial Atos Healthcare.
Weeks before Gunnyeon left DWP, Maximus had been handed another contract, this time to deliver the government’s new health and work service in England and Wales.
Together, the two contracts are worth hundreds of millions of pounds to Maximus, although the exact figure is not yet known.

My son is seven and has just lost his DLA, even though nothing has changed with his illness and he previously received high rate care.
When I contacted them for a Mandatory Reconsideration, I was given the reasons why he was declined.
According to a person who has no knowledge of his illnesses, and who has never met him, he is, wait for it, lazy. He “could walk distances, he just doesn’t want to” he ” can run around and make sure he doesn’t eat foods he cant eat, he just doesn’t want to and is willfully refusing”. They didn’t make any attempt to contact his Consultant or GP, or his school, despite my having to give all this information and permission for them to do so. I was also told they would by their phone line, and was told to answer from my point of view as medical evidence would be gathered by them. I was told when I asked for the reconsideration that this was incorrect and they are under no obligation to bother anymore. They also wrote his meds- which make his teeth fall out- are not a big deal. And finally ignored where I said he was up most of the night as one of his illnesses is Restrictive Airway Syndrome, writing instead that he isn’t awake and he could prop himself back up without help, ignoring that his medication makes him dozy and he struggles to breathe. We face losing our home as we gave help paying for his extra bedroom. The Dwp are a disgrace, it will take them 12 weeks plus just for the reconsideration but I now have a month to get as much info as possible to prove that the ignorant person who could have just read the form properly was wrong.

What you say Claire is shocking but sadly very common now. The whole ethos of this Tory Government is to slowly eradicate the welfare state and put the whole burden of illness on the family. The Tories are as close to Nazi as you can get, but are a lot smarter or perhaps the correct description would be much more devious. Claire, did you speak to a decision maker, or just one of the call centre staff? I fell for this, the first time I was turned down for DLA. One of the call centre staff told me not to appeal, as there was no point, as I would not win. This was beyond her remit, and welfare rights went mad when I told them about it. Contact CAB or your local welfare rights team and appeal. Don’t give up, no matter how hard and stressful it is, you are right and they are wrong. Good luck hun x
I’m not going to, I’m going all the way on this, I have to go through the Reconsideration first so am now getting every bit of proof possible. I have a daughter who is 16 months older, and to compare the two is ridiculous. He would love nothing more than to be able to run around with friends but he can’t. Laziness doesn’t come into it at all. Thanks for the suggestion to go to Welfare Rights, I’ll find my local one asap.
It might be worthwhile getting in touch with someone at Parliament over this. Also…..it must be understood, alas, that most of these assessors have next to no medical training whatever, and thus, are in no position at all to give any medical opinion at all. That they do so, is a scandal. These ppl really should be prosecuted!
Common with DLA they turned people down until they went for reconsideration and it was then awarded,the gasps of breath down the phone at the other end doesn’t cut.
The important point with PIP is to be prepared to fight,scan all paperwork make sure it gets to where its going and keep proof of postage.Hard proof to false/overlooked claims is hard for them to defend.

My daughter is 41, blind, and has learning difficulties. She lives in a supported housing association flat. I am some hours away and am a pensioner without a car most of the time. Despite wonderful support from her aunt, a retired social worker, and a good HA and SW dept, her benefit is being reassessed and is not secure.
I fear for a worsening of the situation if England votes to leave the EU and hands government to Johnson, Gove, IDS et al. My only hope is Scottish independence. Please understand that the SNP is a centre left social Democratic Party, not a right wing nationalist organisation as some English thought seems to paint it.
If you can’t sort out England, and recent events are so depressing, we have to go. FFS don’t keep electing the Tories.
Even if the Labour Party had won every seat in Scotland (joke scenario ) we would still have a Tory majority government in the UK, thanks to the English.

The system is so corrupt that they’ll soon be doing WCA’s via a phone call. If you can answer the phone and speak on it then you’re fit for work and you’ll then get sickness benefit taken off you and forced on to the WRAG where they can beast you into a full working week somewhere for your JSA.

By me being back in work of a legit f/t paying job that suits me proves that every single work training programme and placement I have ever been through since leaving secondary school has been proven by my job as a complete waste of my f9cking time, skills and employability status. So here to Seetec, A4E, Papworth trust, jobcentre, DWP and YTS and every place that took me as work placement simply F9CK OFF and thanks for nothing you absolute c5nts.

It has already seen four paramedics leave the profession to take up roles as assessors.

Hospital wards shutting due to nursing shortages – the NHS this week

The Royal Wolverhampton NHS Trust has said that due to staff shortages a geriatric ward at the rehabilitation hospital is to close, resulting in the loss of 24 beds.
A recruitment day organised in Midhurst by the NHS has gone some way to finding nurses after a staff shortage led to the closure of the Bailey Unit at Midhurst Community Hospital.
Dorset Healthcare has said that the current shortage of nurses at the Bridport Community Hospital means that only 24 of the 38 beds are currently open.
United Lincolnshire Hospitals Trust say that maternity services will be “unsustainable” at Pilgrim Hospital in Boston due to staff shortages and difficulty in attracting doctors to the area.
Bradford Royal Infirmary will close Ward 2, an elective and acute surgery ward for children, over weekends due to a shortage of nurses. The trust says it has a shortfall of 22 qualified nurses across its three paediatric wards.
Cuts
Sexual health, care and drug services provided by Staffordshire County Council are all expected to be hit by cuts, in an attempt to make up a £15 million funding shortfall in the county’s plan for the Better Care Fund.

I have recently been asked to attend a PIP medical. When I arrived at the centre, 2 Queen Caroline Street, London, W6, Regus House I found that ATOS (or any of it’s sub companies) was not known there. Since this address can be rented by the day, the receptionist called a few offices and found a renter called PHYSIO WORLD LTD, who claims to be acting on the DWP’s behalf, would be carrying out the PIP assessment . Can you please confirm or deny whether or not this company is acting as a sub contractor to ATOS IT (trading as ATOS Healthcare) because on the invitation letter it clearly said ATOS HEALTHCARE on behalf of the DWP, or if the DWP has a contract with PHYSIO WORLD LTD directly to carry out these assessments?
Can you please clarify why and exactly which of my personal sensitive medical data (I have an illness that automatically qualifies me as disabled under the Equality Act 2000) is being shared with PHYSIO WORLD Ltd, Company number 09805028, a private ltd company that has been incorporated on the 1 October 2015, and has yet to declare their ‘nature of business’ and has not yet filed accounts ?
Can you tell me whether or not the DWP has a contract with this private Ltd company ‘Physio world’ newcomer, who has a limited liability of £1? How much is ‘Physio World’ paid per PIP consultation.

It would be a *lot* more interesting to see what would happen if we did vote to Leave. In referendums the Government doesn’t have to “respect the wishes of the electorate” much in the same way that a judge doesn’t have to follow the recommendations of a jury. Suspect that the Government would ignore a Leave vote. We could end up in the situation in Eire where the Government kept calling a referendum until the electorate voted the “correct” way. There is already provision for this up until the end of 2017.

The EU referendum boils down to the following: if you have a good job, a business (particularly one which relies on cheap labour), property, investments… you are better off in the EU. But if you have fuck all and have to compete for shitty jobs and social housing, any sort of housing you are better out off the EU. The poor are being hammered to fuck in this country. You have to ask yourself: would remaining in the EU going to improve the lot of the poor? Or will the poor be exploited regardless! Would leaving the EU improve the lot of the poor? It’s open to debate: but it is certainly true to say that if you are in the bottom economic strata in the UK life is really shitty and getting shitter by the day. Leaving the EU would definitely be a huge kick in the teeth for the moneyed classes.
No way! You are way off target! The EU guarantees many workers rights that the “Leave Tories” want to get rid of if they can get us out of the EU. On the other hand the EU is not democratic in that unelected commissioners can put forward legislation but MEP’s cannot. We also don’t have anything to crow about when it comes to democracy what with the House of Lords (Cronies) and the Royal Family (farce). I want us to leave the EU for the “right” reasons, to restore at least a figment of democracy for the people, but the only way to do that is also to get rid of the Tories and put in a real socialist government that will redistribute the wealth from the rich to the poor, build social housing rented at affordable rates and save our NHS by undoing all the sneaking privatisation that both New Labour (traitors) and the Tories have been implementing over the last 30 years. Getting rid of Cameron through an out vote only replaces him with the hard right of the Tories and that means even more suffering for the sick, poor and unemployed. If you believe Gove, Johnson and his motley crew will put money saved from EU withdrawal in to the NHS then you have fallen for the biggest con job in history. Imagine you have to attend a test which is going to decide if you have enough money to live on – or not. You don’t really understand exactly how they are going to make the decision. But you do know that growing numbers of people are failing the test and getting their income stopped.
Of course a lot of Bella readers don’t have to imagine this. Anyone can become ill or develop a health condition. Thousands of people in Scotland have to go through the so-called Work Capability Assessments which decide whether or not they are going to be awarded the sickness/ disability benefit Employment Support Allowance.
Your GP or specialist has said you are not fit for work – this counts for nothing. Your future will be decided by a private company with a brief to kick claimants off sickness benefits. The tests are run by the private company Maximus on behalf of the DWP – Maximus took over from the notorious ATOS, but little has changed bar the corporate logo. Attend any jobcentre and you will see plenty of people clearly incapable of working who Maximus have miraculously cured…..
So imagine you’ve got to go to the test, at the Maximus assessment centre. Your health conditions include mental health issues. Your anxiety and stress is through the roof.
But you find a welfare rights organisation. A worker there knows the rules and can accompany you. They are on your side. You are no longer facing this on your own.
You go to the assessment centre with your advocate.
But the Maximus people say your advocate can’t accompany you.
They claim that he’s barred from the building – “on police advice”.
Your advocate points out that everyone has the basic human right to be accompanied, by an advocate of their own choice, to Work Capability Assessments – or indeed any benefits interview.
Leave or we call the police, Maximus tell your advocate. You can still have your appointment, but someone else can be your accompanist, Maximus tell YOU.
Now you really are in a panic. You trust your advocate, you can’t just change your representative at the last-minute. You and your advocate agree to leave together, and get the appointment re-scheduled for later.
As your advocate starts to leave Maximus employees try to slam the door shut behind him, to trap you in the building without him, to pressurise you to go through the test there and then.
You manage to get out of the assessment centre. Then the police come and arrest your advocate.
Important welfare powers are being devolved. We need to make it clear to the Scottish government that if this is to mean anything the DWP and all the private companies milking the poverty industry must be told that claimants have an absolute right to be accompanied by their own advocate.
This nightmare happened to a woman claiming Employment and Support Allowance in Dundee, witnesses told Dundee Sheriff Court on 9 June. Witnesses recounted events when Fiona attended the Maximus Assessment Centre at Caledonian House Dundee on 15th November last year. Maximus refused to permit her advocate, Tony Cox, an activist with the Scottish Unemployed Workers Network, to accompany her and called the police. Dr Cox was arrested and held overnight in police cells.
Now Tony is in Dundee Sheriff Court again this Thursday 23 June on charges of threatening behaviour (the court heard that he argued with Maximus employees the claimant had the right to be accompanied). Solidarity demonstrators from Scottish Unemployed Workers Network, Dundee Against Austerity, Edinburgh Coalition Against Poverty, Glasgow Anarchist Collective, the Action Against Austerity network and more will be at the court.
When Tony was in court two weeks ago there was not only a court demo but solidarity demos at jobcentres round Britain, Glasgow, Edinburgh, London, Doncaster, and Cardiff.
WATCH: Anne Tvinnereim, Deputy Leader of the Norwegian Centre Party, recalls the scaremongering that was heard before her country’s last referendum on EU membership. Sound familiar?

One thing i’ve deduced from the votes from up here in Scotland: My fellow Scots have lost their balls and are scared shitless at the thought of leaving the EU. Sad as f–k. Geoff – You are correct – unless something really dramatic happens now – I really fear that the ‘original’ gang of 5 – namely Boris Johnson, Grayling, Gove, IDS & Priti Patel (unless something really dramatic happens otherwise) will (with other hard right-wingerTories too) be put into positions of ‘POWER’ All of these have massive egos and they want to rule, often at any cost. I am sure now that the UK (apart from Scotland) will be slowly turned more and more right wing, becoming ever insular – and then, when we do eventually finally exit the EU in a few years time – then there is a real risk of this country becoming a right-wing dictatorship.
Your jobs may not be any safer, most probably the ‘welfare reform’ and benefits crackdowns will most probably not become less – they will (in my own opinion) become even more cruel and unrelenting.
In Europe may have been bad, but under an even more right-wing Tory administration (without any European ‘shackles’) – it will most probably become a lot worse, especially for the poor, the low-paid workers, worker’s rights and last, but, by no means the very least, the sick & the disabled. All the arseholes are still there – all they need now is to be given the POWER to finally deliver the further up and coming Tory cruel policies.
Cameron may be going, but will the new administration get rid of VAT on energy bills? – I doubt it! Farage, shortly after the result has distanced himself from the ‘£350m per wk going into the EU’ and denying he ever said about that particualar ‘saved’ money being paid into the NHS.
