The list of potential fines first revealed in the Ardossan Herald.
A story so astonishing many assumed it was an April Fool is breaking in Scotland after sleazy welfare-to-work parasites the Lennox Partnership were caught fining unemployed people for looking at their phones or having their hands in their pockets.
According to the local press, the Lennox Partnership are contracted to run training services for unemployed people by the SNP controlled North Ayrshire Council. This training involved participants being fined for often trivial reasons such as ‘tutting’, swearing or answering their phones. Whilst the lowest level of fine was just 10p, those on the course could be fined as much as £5 if their phone rang outside of designated break times. After all it’s not like people looking for a job might have a good reason to take a phone call in the middle of day.
Even the DWP are appalled, with the Daily Record reporting they have suspended referrals to the STRIVE programme run by the Lennox Partnership. Those behind the schme are unrepentent, with North Ayrshire Council claiming that they are just trying to “change behaviours and instil a professional attitude”. Participants who refuse to pay the fines are required to leave the course raising fears they may face benefit sanctions for refusing to take part in ‘work related activity’
The company say that their scheme is entirely voluntary and nobody will be sanctioned should they choose to leave. This reveals a shocking ignorance of the current situation faced by claimants who are subject to benefit sanctions for ever more trivial reasons. It is Jobcentres, not the Lennox Partnership, who decide whether a sanction should be imposed.
The STRIVE programme is aimed at long term unemployed people, and it is possible that some participants may have care and support needs meaning safeguarding rules should be in place to prevent this kind of financial coercion. The Lennox Partnership also boast on their website that some participants in the STRIVE programme have been as young as 16. It is unclear whether they also fine children.
Whilst the legalities of the scheme are murky this practice is clearly unethical. With the ever-present threat of sanctions hanging over unemployed people’s heads it is little more than extortion. Whatever mealy mouthed excuses the Lennox Partnership come out with, the experience of claimants is the same. This company are demanding money from some of the poorest people in Scotland with the unspoken menace that their benefits may be taken away if they refuse.

No money in bank, a possible induction to get me off the actual dole and I can’t even afford the bl**dy train fare thanks to another admin error. Each time I try to phone the number you get the answering machine spiel then it cuts off a good few minutes later without any explanation in the recorded message. It’s a bl**dy shambles.

I thought this was a spoof to begin with. But seeing the story in the Scottish press, and THE NATIONAL too, I realized it was real. But it is also illegal. These folks have no authority whatsoever to impose any kind of such fine, and if they have, I should be arrested for theft ! We could say the same of benefit sanctions, but as that’s the Regime, it is a bit more difficult to prove how illegal it may be in the circumstance. Tho, there will definitely be times when DWP staffs impose illegal sanctions. It’s getting the means to prove that, and get something done about it, which isn’t always easy for many.
As for this STRIVE thing, replied to another poster earlier on the “April 15 working day” Post. It looks like it deals mainly with the younger out of work folks, and the case histories they give out appear to be the easier to help ones too.
However, that said, it really is a telling attitude that they view young out of work ppl in this manner, they think such a thing as this is acceptable.
It should be closed down, or at the very least, the initiative be given to others with a better way of doing things, if it must continue. Tho who would be any better, would be hard to find as most of these things are based on exploitation of one kind or other.

Many in Wales don’t like the Tories, but increasing numbers seem to want to vote for them. In 2015 11 Tories were elected as MPs in Wales, (best result the Tories in Wales have had in 30 years) a huge difference to May 1997 when Wales became a Tory free zone. 11 Tory MPs means that more than a quarter of MPs representing constituencies in Wales are Tory.

“There are folks who have been volunteering quite happily, because they wanted to do something they thought useful, but ended losing their benefits, as it was not the kind of thing some DWP advisor wanted their “clients” to do. They wanted them in at some useless course at a jobcenter on how to update a CV or something stupid, when they had no need for that. Or wanted them to work gratis, in a local charity shop, because the charity shop had a contract with DWP from where it would get its staff, or a discount store or something. I am really rather concerned at the publicity and celebration surrounding the new ‘living’ wage.
The television advertisement tells us, unequivocally, that every person currently subsisting on the minimum wage, will be better off, to the tune of 50 pence for every hour you work. This is clearly untrue, and verges upon deliberately misleading, and perhaps, should be referred to the Advertising Standards Agency.
Firstly, in order to receive Working Tax Credits, someone must work 16 or more hours per week. Anyone working 16 hours per week, will receive £115.20, which is above the upper threshold to claim Working tax Credits. Consequently, anyone earning the new ‘living’ wage will gain 50 pence an hour, at the expense of their Tax Credits. Consequently, they will not be 50 pence per hour better off.
Similarly, those working more hours, who will also find their Tax Credits evaporating, will find that they suddenly cross the threshold for Income tax and, increased, National Insurance payments, so the, much lauded, 50 pence per hour extra will be diminished further.
Workers on the minimum wage may well see themselves much worse off, even those receiving Universal credit, following their ‘generous’ pay rise, their 50 pence per hour will, literally, end up being a pocket full of nothing!

Stephen Crabb has put Maximus ‘Under Scrutiny’
STEPHEN CRABB, the new work and pensions secretary, is seeking to tear up government contracts with private “welfare to work” contractors as part of a radical overhaul of Iain Duncan Smith’s benefits revolution.
In the first sign that Crabb will make changes to the government’s flagship reforms, he held a crisis meeting about the troubled universal credit on Thursday and ordered officials to come clean with him and the public about the problems.
Whitehall sources say one of Crabb’s first moves will be to “get out of” problematic government contracts.
One firm under scrutiny is Maximus, which replaced Atos in providing health assessments for claimants of the employment and support allowance, the new benefit for the disabled.
The National Audit Office (NAO) reported in January that since Maximus took on the contract for fitness-for- work tests in March last year the cost to the taxpayer had doubled to £579m. It also said that one in 10 reports is rejected by the government as below standard, compared with one in 25 under Atos.
Maximus did not respond to a request for comment but at the time of the NAO report a spokesman said the company had brought in new staff “to meet the requirements of the contract going forward. We are confident about the future and remain fully committed to delivering a high quality service.”
A senior Whitehall source said: “Stephen [Crabb] is a sceptic of throwing ever-more millions [at private companies]. One contract in particular — Fit for Work — he will be looking to get out of that contract pretty quick. Fit for Work is an early candidate for some serious reworking.”
During Thursday’s meeting, which lasted for six hours, Crabb “lifted the bonnet” on universal credit.
Only 200,000 people have claimed the benefit despite forecasts that 1m would have enrolled by 2014.
Crabb ordered weekly updates on the programme, which merges six benefits into one, and told officials to stop blocking freedom of information requests.
From next month five jobcentres a month will begin operating the full universal credit system for whole families, not just servicing single claimants.
The source said: “We need much greater transparency. This is such a public-facing project, we have nothing to fear from public scrutiny.”
Crabb will lay out his approach to welfare in a speech on April 12, saying he wants “work coaches” who are delivering universal credit to be held in the same esteem as nurses are in the NHS.

I recorded it all on UJM, every website I looked at, what time I look, every job description I read and what time I read it, every job I apply for, where it’s at, on which website, what time I applied, Reference number of the job, what time I leave home & how long it takes me to walk to them jobcentre and vse versa. There’s reams of it and it would take them à while to read it, plus it would be a very boring read. But they want jobsearch evidence, so I make sure there’s tons of it, fortnight after fortnight, I never stop recording every slightest detail. It’s easy really, and it pisses them off big style. ;p
Fuck The Jobcentre – That’s the way to do it – record everything – and then read it back to them – they would probably really enjoy listening!!

Public Accounts Committee urges DWP to challenge fit-to-work test contractors.
The Department for Work and Pensions (DWP) “appears to have repeatedly misjudged what contractors can deliver and the uncertainties underlying what can be achieved”, according to the Public Accounts Committee’s (PAC) latest report on health and disability assessments.
The report examines delivery of assessments for Employment and Support Allowance (ESA), and Personal Independence Payments (PIP). It finds that despite reductions in the backlog of assessments, and a major contractor change after the early termination of Atos’ contract in 2015, claimants are “still not receiving an acceptable level of service from contractors”.
There are “particular concerns for claimants with fluctuating and mental health conditions,” it says.

So the plan is to continue using the discredited perversion of ‘biopsychosocial’ theories (that claim illness is a personal choice and is all in the mind) as the basis for any assessment of a claimant’s illness; to put anyone with “mild or moderate” health conditions such as cancer or Parkinson’s on the welfare-to-work treadmill, with sanctions applied if they fail to participate (even if that failure is due to their illness); and to have all sickness benefit reduced to the same level as Jobseekers’ Allowance.
That’s right. Cutting ESA for people in the Work-Related Activity Group was only part of it. If the plan to roll sickness benefits into Universal Credit is implemented, then people in the Support Group – those with serious conditions that are not expected to improve within the foreseeable future – will also lose a huge amount of their weekly income.
All this from the Conservative Government that has claimed it has no further plans to attack benefit claimants.
Here’s the icing on the cake: The Reform paper recommends that savings from the ESA rate reduction could be reinvested in PIP and in support services – but there is absolutely no evidence to suggest that Mr Crabb is planning to do so. Quite the opposite, in fact. It seems he is cherry-picking the recommendations that suit him and abandoning the rest.
It seems clear he is also planning to abandon the sick and disabled to an uncertain and desperate future.

So the plan is to continue using the discredited perversion of ‘biopsychosocial’ theories (that claim illness is a personal choice and is all in the mind) as the basis for any assessment of a claimant’s illness; to put anyone with “mild or moderate” health conditions such as cancer or Parkinson’s on the welfare-to-work treadmill, with sanctions applied if they fail to participate (even if that failure is due to their illness); and to have all sickness benefit reduced to the same level as Jobseekers’ Allowance.
That’s right. Cutting ESA for people in the Work-Related Activity Group was only part of it. If the plan to roll sickness benefits into Universal Credit is implemented, then people in the Support Group – those with serious conditions that are not expected to improve within the foreseeable future – will also lose a huge amount of their weekly income.
All this from the Conservative Government that has claimed it has no further plans to attack benefit claimants.
Here’s the icing on the cake: The Reform paper recommends that savings from the ESA rate reduction could be reinvested in PIP and in support services – but there is absolutely no evidence to suggest that Mr Crabb is planning to do so. Quite the opposite, in fact. It seems he is cherry-picking the recommendations that suit him and abandoning the rest.
It seems clear he is also planning to abandon the sick and disabled to an uncertain and desperate future.

Stephen Crabb has put Maximus ‘Under Scrutiny’
STEPHEN CRABB, the new work and pensions secretary, is seeking to tear up government contracts with private “welfare to work” contractors as part of a radical overhaul of Iain Duncan Smith’s benefits revolution.
In the first sign that Crabb will make changes to the government’s flagship reforms, he held a crisis meeting about the troubled universal credit on Thursday and ordered officials to come clean with him and the public about the problems.
Whitehall sources say one of Crabb’s first moves will be to “get out of” problematic government contracts.
One firm under scrutiny is Maximus, which replaced Atos in providing health assessments for claimants of the employment and support allowance, the new benefit for the disabled.
The National Audit Office (NAO) reported in January that since Maximus took on the contract for fitness-for- work tests in March last year the cost to the taxpayer had doubled to £579m. It also said that one in 10 reports is rejected by the government as below standard, compared with one in 25 under Atos.
Maximus did not respond to a request for comment but at the time of the NAO report a spokesman said the company had brought in new staff “to meet the requirements of the contract going forward. We are confident about the future and remain fully committed to delivering a high quality service.”
A senior Whitehall source said: “Stephen [Crabb] is a sceptic of throwing ever-more millions [at private companies]. One contract in particular — Fit for Work — he will be looking to get out of that contract pretty quick. Fit for Work is an early candidate for some serious reworking.”
During Thursday’s meeting, which lasted for six hours, Crabb “lifted the bonnet” on universal credit.
Only 200,000 people have claimed the benefit despite forecasts that 1m would have enrolled by 2014.
Crabb ordered weekly updates on the programme, which merges six benefits into one, and told officials to stop blocking freedom of information requests.
From next month five jobcentres a month will begin operating the full universal credit system for whole families, not just servicing single claimants.
The source said: “We need much greater transparency. This is such a public-facing project, we have nothing to fear from public scrutiny.”
Crabb will lay out his approach to welfare in a speech on April 12, saying he wants “work coaches” who are delivering universal credit to be held in the same esteem as nurses are in the NHS.

A couple who claimed £64,000 in benefits for severe disabilities have been caught on camera lifting heavy hanging baskets at their local florist.
Arthur McCarroll, 58, and his wife Susan, 65, were targeted by undercover investigators from the Department for Work and Pensions.
McCarroll claimed it took him four minutes to walk just three metres (9.8ft) and said he was so ‘severely disabled’ he was in danger of falling on a daily basis.
The pair from Larch Road in Kingswinford were both handed suspended sentences at Dudley Magistrates Court.
The video, which was shown to the court, shows the husband and wife walking freely across the road carrying hanging baskets. It also captured Arthur loading heavy boxes into a car.
Susan McCarroll had wrongly claimed £35,040 in disability benefits since 2002 while her husband received £29,203. Both pleaded guilty to fraud.
McCarroll was sentenced to 36 weeks in prison suspended for two years while his wife was handed a 26-week sentence suspended for two years.
They were also both given a six-week curfew from 7pm until 7am.
His wife said she was unable to walk, couldn’t cook a meal and needed help going to the toilet as well as getting in and out of bed and chairs.

Thanks for 2nd link. Cameron’s biggest mistake here, is to claim it a “private matter” a few days back when the story first broke. The fact is, it would indeed be a private thing had not this info come out. It would have been a bit much for him to be able to control his old Pop’s accounts, but that he must’ve known about this since his late high school years must be obvious. And he would have been benefiting for all of that time.

It is totally scandalous that Samantha Cameron hires a fashion assistant at Public expense, when she is herself even richer than her husband. On Radio Four ANY QUESTIONS, this Friday, evening, (April 8th), MP Frank Fields, said he thought junior doctors had a point, but that they were in danger of losing public support. He raised the point that If people die because of the strike action, the junior doctors could face a backlash.
When DWP staff allow thousands, and thousands to die, and thousands others to kill themselves, why is Frank Fields and others not demanding an end to all of that? Why no public backlash, and London media machine condemnation? I was not too impressed with this week’s offing. Digy Jones was, as usual appalling in his comments on just about everything, especially the NHS. “Everybody works a 7 day week”.

He wanted an attack on benefit fraud and tighter controls on incapacity benefit as a way of getting more people back to work. He wanted the right to payments from the state to be matched with responsibilities by those receiving the cash. He made it clear that he detested means-testing, regarding it as demeaning and wanted, instead, flat-rate benefits.

I do not know any of your financial circumstances, – but, if you are in a job and your employer made you redundant – then you also could find yourself out of a job. Your savings would last you for so long, but they would not last indefinitely.
If this was the case, you would have no alternative then to apply to the DWP for benefits. The system (as I understand it nowadays) is that you could have to wait up to 6 weeks for your first benefit payment.
Even worse – you could have a heart attack or a stroke, or some other physical disability – nowadays (as I understand it) you would have to apply for Employment & Support Allowance – you yourself would have to go through a widely discredited Work Capability Assessment by a French or an American Private Company (both discredited) using so-called ‘health professionals’ – (not a properly qualified Doctor as such), but a physiotherapist or a chiropodist – a person who may not know nothing about your physical, or indeed mental condition.
Not all people claiming benefits are frauds – only about 5% or less are fraudulent, or do not want to ‘work’.
You have been misled by the Murdoch controlled press and Channel 5’s Benefits Street – which is a load of rubbish and do not represent the vast majority of benefit claimants.
BEFORE YOU SAY ANY MORE – I SUGGEST THAT YOU LOOK AT ALL OF THESE THINGS THAT I HAVE SAID AND THEN YOU CAN HAVE YOUR SAY.

The come here for a couple of years save up almost every penny, return home buy property, a business and retire on the proceeds; they never have to work another day in their lives. Even the ones who come here to claim benefits save up almost every penny just that they may have to spend a year or two more to save the equivalent. So of course East Europeans have an incentive to come here, unlike the indigenous population who aren’t afforded the same opportunities.

The equality watchdog is to commission a major piece of research into whether the government’s welfare reforms have harmed the human rights of disabled people and other minority groups.
The Equality and Human Rights Commission (EHRC) says it wants to examine the impact of changes to the welfare system on independent living and poverty.
Its decision appears to mirror the decision of the UN’s committee on the rights of persons with disabilities to carry out an unprecedented inquiry into “systematic and grave violations” of disabled people’s human rights by the UK government, which is examining the impact of a series of welfare reforms and social care cuts carried out since 2010.
The EHRC announcement was included in the watchdog’s new business plan for 2016-17, which was published on Monday (4 April) without any publicity.
The business plan says: “Everyone has a right to an adequate standard of living, including a minimum entitlement to food, clothing and housing.”
It adds: “It is not clear whether the government’s reforms to tax, welfare and public spending have taken into account the cumulative impact of these changes on the standard of living of disabled people and other groups who may have been disproportionately affected.”

A fitness for work assessor for Government contractor Capita boasted he “flew through” vital welfare disability tests – earning himself £20,000 a month.
And another derided a disabled claimant as needing “help to wipe her a*** because she’s too f****** fat to do it herself”.
The footage was filmed for Channel 4’s Dispatches programme by a reporter who went undercover to expose the hated tests, which have seen thousands of disabled people wrongly stripped of benefits.
