What a fucking shambles, the rise and demise of Community Work Placements

Iain-Duncan-Smith-poutIn 2013 the government published an evaluation of the Community Action Programme.  This workfare pilot scheme involved sending long-term unemployed people to work without pay for six months for charities or so-called community organisations.  It was one of several workfare programmes introduced in a flurry of activity after the 2010 election as Labour’s forced work schemes were shut down at huge cost to be replaced by Tory forced work schemes.  As the evaluation later found, the Community Action Programme was a disaster.

Despite attending full time forced work for six months the programme had no impact on whether people were able to secure paid work.  Even unpaid workfare placements could not be found for half the participants, whilst there was some evidence of claimants transferring to sickness benefits as they were too unwell to carry out full time physical work.  So shit were the results from the evaluation that many assumed it would be abandoned, including apparently Iain Duncan Smith who was unusually quiet about the future of the scheme.

Then came the 2013 Tory Party conference.  Whilst Iain Duncan Smith was reduced to announcing a small scale pilot scheme in his speech, George Osborne stole the limelight by pledging a vast £300 million ‘Help To Work’ programme including forced community work for long term unemployed people, for six months, without pay.  And so the Community Action Programme was renamed Community Work Placements and set to be inflicted on all of those leaving the Work Programme.  As ever it would be overseen by private companies from the welfare-to-work sector.

It was clear that Community Work Placements would be shambles as soon as the tender documents were published.  An analysis of the proposed payment structure by Private Eye found that it could be more profitable for welfare to work companies to keep people on workfare rather than encouraging them to take up short periods of real work.  This of course didn’t bother the welfare-to-work sector, who were more concerned with the requirement that if they could not find somebody a placement then they would have to provide 30 hours of work related activity themselves.

Traditionally this has been achieved by herding people into a room containing a couple of out of date newspapers and a broken computer and ordering them to stay there for 30 hours a week.  Even this costs money though, at the very least someone has to be paid to sit in a back office all day playing Angry Birds whilst pretending to supervise the inmates.  And not only did the welfare-to-work companies have to provide this activity, but they wouldn’t be paid anything until they found someone a placement.  With the previously mentioned pilot showing that placements could only be found for half of participants then this was not the kind of DWP gravy train the workfare industry has come to expect.

Very few of the usual welfare-to-work sharks chose to bid for Community Work Placements, and those that did, such as Learn Direct, had little experience of running schemes of this scale.  But there was one firm who were very keen to get back in the Government’s good books.  There was just one problem.  At the time G4S were banned from carrying out government contracts due to being  investigated after the security tagging fiasco.

The companies set to run Community Work Placements were supposed to be announced at the beginning of March 2013.  This announcement never came.  It was not until mid-April that the DWP informed those who had bid for contracts whether they had been successful, and two weeks later before they bothered to tell the public.  The investigation into G4S was closed on the 9th April.  On the evening of the 28th April, the day Community Work Placements were due to begin, it was finally admitted that G4S would be running the placements in most areas of the UK.

This delay meant that the scheme was long behind schedule, but those opposed to it were very much on the ball.  First dozens, then hundreds of charities signed the Keep Volunteering Voluntary statement pledging not to take part in this or other workfare programmes. Demonstrations were called by Boycott Workfare and other groups, whilst even previously enthusiastic workfare advocates like the Salvation Army said they would not take part in a scheme lasting so long.  The problem of securing enough placements was getting worse.

Over the next year and a half thousands of people were sent to work, without pay, for six month stretches.  Yet there was no word from the DWP on whether any of these participants had gained real jobs as a result of the Help To Work programme.  There still isn’t.  It was not until last month that any performance figures for Community Work Placements were made available at all and these neglected to include job outcome rates.  What they did tell us is that less than half of all people referred to the scheme had actually started a placement.  Which was hardly surprising.

Last week George Osborne scrapped Community Work Placements in his Autumn Statement document rather than admit in his speech that his much fan-fared Help To Work initiative had been a flop.  The truth is that these placements didn’t help anybody except the charities and community organisations who benefited from up to 20 million hours of forced unpaid work.  There have been no statistics made available on how many people have had their benefits sanctioned for refusing to take part in this embarrassing and exploitative mess.  Bungled schemes like this carry real human consequences, consequences that can be tragic.

Referrals to Community Work Placements should end in March next year although it is likely to start being wound down now.  It is in no-one’s interests to keep this charade going, not even G4S who for once are probably not making any money, or at least not much.   Workfare, on this kind of scale, is expensive.  Far more expensive than just leaving people the fuck alone.  The DWP spends nearly twice as much on admin, Jobcentre salaries and payments to welfare to work companies then they do on actually paying people the pittance of Jobseeker’s Allowance.  But don’t expect them to have learnt their lesson.

A new Health and Work Programme is due to begin in 2017.  Once again this will be contracted out to private companies although there is some suggestion that local councils are also to be invited on board the workfare gravy train.  It is likely, although not certain, that this programme will make use of the ‘black box’ approach – meaning welfare-to-work companies having the power to mandate claimants to any activity they choose, including workfare.  Until then those on the current Work Programme can still face forced work under the same arrangements.  Plans have also been announced to compel all those under 21 to carry out unpaid work experience for private companies or be sent on community workfare.  Workfare isn’t going anywhere yet, although that should not stop us celebrating this important victory.

It is an open secret that Iain Duncan Smith and George Osborne despise each other.  The lives and futures of benefit claimants now appear trapped between a clash of two egos.  Osborne thought he could do workfare better than Iain Duncan Smith and has been humiliated.  In revenge he seems to have turned off the vast sums of tax payer’s cash that were being used to pay for Iain Duncan Smith’s endless crazy schemes.  What this means for the future is anybody’s guess.  Millions of people are now at the mercy of two warring politicians.  Both believe in a nasty ideology that claims unemployment is caused by unemployed people – and increasingly that sickness and disability are caused by unemployment.  They just disagree on the best way to torment and punish claimants for their perceived sins.   The future is far from rosy for the poor, but in the chaos that is to come there will be more opportunities than ever for collective action to defeat and destroy this bullshit for good.

A DWP spokesperson said …… Until you put a name down instead of a spokesperson it is Not Fit for Purpose.

  4. I had a quick look for the Work and health Programme and who is running it and what it is… Well it’s Maximus in bed with Remploy does anyone know any thing different? I went on Maximus site last week and found that, no info about what exactly this programme is about though.
    It’s properly same shit different day/ year.

  6. I faced the threat of six months’ unpaid ‘charity’ work by my ‘Jobs Advisor’ at the Work Programme. The threat of being put in a call-centre for a ‘charity’ was the last straw: I’ve taken part-time insecure work instead. I’m not claiming Working Tax Credits as I don’t want anything to do with Conditionality, the Job Centre, the DWP and especially my Work Programme provider. I know for sure that unpaid placements in charity shops / call-centres / chugging don’t lead to work – the experience of my friends at the WP has proven that.

    Christmas is looking precarious, but no more Work Capability Assessments, no more threats of sanctions, no more listening to ‘advice’ that was actually counter-productive, malicious sabotage of my prospects. I found work despite the WP, in a field they advised me against, using my qualifications and experience. The past year has been a waste of my time, led to unbelievable stress and ill-health – let alone the financial toll it’s taken on me.

        All work programmes, no matter how they dress them all up and give them fancy names under the sun – job club, new deal, flexible new deal, yts all do the same final outcome – make us more un-employable than ever. All those work placements replace real jobs with real wages with slave forced work fo nothing or JSA (if we are that lucky).

        All work schemes under what stupid name have failed and crashed and yet the government see past these true figures of cocking up the rights of us nameless people caught in the radar of IDS and his woolly cronies. I have been on more useless schemes than have had hot dinners – of which none of the placements I have gone through have offered me proper paid work.

        One such employer (along time ago) admitted to me that he only wanted me to be a lackey and dogsbody just to make both him and the JCP look as if they were actually helping me back into a work ethic and he only wanted me for the length of the palcement contract.

          • I’ve been on all the 4 week, two-year and 6 month WP bollocks. The JCP can’t stick me on any more now so I hope I don’t see myself time wasted again just to bump up the WP figures and get whomever more money in their greedy pockets.

          Lets see a starting wage, paid weekly, of say £9.99 per hour full employed status and see how many people who have been on J.S.A for two years turn their nose up at it.

          Most people HAVE a work ethic, it is human nature to seek material things and to improve life status and quality.
          Its also human nature to object to being taken the piss out of and graft forever whilst doing neither of the above.
          The simple fact is deliberate inflation via rent hikes across the board to make the poorest pay for the banking fiasco whilst leaving the gates wide open has resulted in a lot of people who say ‘bollox to it then, you caused the wage drop, I will put me feet up until it changes’.

          • I’m very lucky: my work gives me an excellent hourly rate, even though I barely scrape 15 hours per week. I added up how many hours including travel I was doing at the Work Programme with all the added stress & fortnightly signing on – giving the DWP / JCP 15 chances to sanction me in a fortnight, in effect. Weigh that up against barely £30 p/w better off for the same hours plus travel time on top – no contest, I had to sign off. It was such a relief.

            Added (bizarre) bonus is I’m now treated with respect by everyone I meet – a massive difference to how I’ve been treated since I became disabled and went on Incapacity Benefit. I will never forgive or forget how this government and its lackeys in the DWP, JCP, ATOS and Work Programme treated me and other unemployed and disabled people. We should all be treated with respect all the time: it makes me so angry that we are treated like dirt.

They do not even no what they are doing they sent me a letter to attend a post work programme support interview with the jobcentre on a certain date even pit an advisors name on it then I phoned the dwp to be told the letter was wrong it was another date and time with a different advisor and they had not notified me and they also said that it was not what it said on the letter it was just to review if I needed anymore support from them then I did recieve a letter a week later yet again the date and time have changed and they are refusing to name the advisor but this time the letter says for a review of my benefits and they want bank statements which they can have iv nothing to hide 🙂 but I also told them the same date as the original interview I also had a hospital appointment to which they said I would have to cancel I would have to attend the jobcentre or face a sanction yet they tell me that it is not to take me if my benefits or send me to work either I am also on pip benefits I have long term illness which could kill me and my gp says no way the dwp said they do not care what my gp says or that I have appointments at the hospital is this not stopping me from getting my treatment? Is this not attempted murder? I see it that way??

    • I never even had one of those post work programme support interviews after I had left those scammy fools seetec earlier this year. All I had was my JSA claim resigned by the JCP back to normal processes from the previous WP/JCP joint system.

      Marie – I couldn’t agree with you more. Photographs of the ‘new’ royal princess have been released today – when George and Charlotte grow up there will be no ‘signing on’ or ‘workfare’ for them – they’ll most likely go to the very best public school/university and enter a priveleged place in the armed forces – then be pensioned out to live a life of rich idleness all at the ‘taxpayer’s’ expense. No poor living for them, no scrimping or saving to afford to put on the winter heating, or to pay for their groceries.
      The poor and the sick and the disabled will have none of their luxuries – only to be further pilloried and starved by a Tory Government which may well still be in power in 15-20 years time.
      A totally shameful situation in the 5th (but by then the 3rd or 4th) richest Country in the world.

  15. I was on that community work placement for four weeks back in Feb 2012. Guess who I was shoved into for that waste of my time… Seetec – who sent me out to some pokey place out in the sticks where I had to either rely on a piss poor local bus service between my town and the small village where I was bunged off to, or I had walk 5 miles per day, 5 days a week from and to the nearest bus stop that has a regular half-hourly service to and from town.

    I chose the later as it was the only reliable bus service that I knew of that could safely get me home each evening (and have used on a semi-regular basis for many years to date). At the end of the four weeks at where I was sent to on that CWP , I had completed a total of 100 miles on foot. The guy running the small place I went to on that CWP never even once offered or bothered to even take me there and back each weekday I was there.

    So, to sum up on my own experiences of this CWP bollocks, you will get sent anywhere regardless of how they expect you to get there and back in one piece, you will get sent to any old place that will not favour your work history, etc whatsoever. The likes of A4E, seetec, working links will send you to whomever they have a placement contract with; not on the basis of your skills or how you get there and home again.

      The Chancellor of the Exchequer’s brother Adam Osborne has been suspended as a doctor for a second time amid reports he had a sexual affair with a patient.

      The psychiatrist faces being struck off the medical register as the General Medical Council (GMC) confirmed he is not allowed to practise while under investigation.

      Dr Osborne, the younger brother of the Prime Minister’s right-hand man, has been accused of having an affair with a vulnerable female patient, who is understood to be married with children.

      While a decision is yet to be taken, Dr Osborne could be forced to attend an embarrassing fitness to practise hearing, where details of the alleged misconduct could be made public.

      His ‘interim suspension’ comes just days before the Chancellor is due to deliver Wednesday’s crucial budget – the Government’s last before the General Election.

      A GMC spokesman said that the interim suspension was not an indication of guilt

      • Dr Osborne appeared before a fitness to practise panel in 2010, where it emerged he had written a false prescription for a cocaine-addicted prostitute, giving her anti-psychotic drugs to help her cope with withdrawal from the Class A drug.

        He also wrote a prescription for the Pill for his then girlfriend and an anti-smoking drug for a member of his family.

        Dr Osborne, now 38, faced being struck off the medical register, having failed to inform their GPs or make note of the prescriptions in question.

        During the public hearing, Dr Osborne was questioned about details of his relationship with the prostitute and revealed he only knew her first name when he wrote a false prescription in May 2008.

        The hearing heard that Dr Osborne agreed to help the prostitute when she telephoned him while suffering from a psychotic episode.

        The doctor, who converted to Islam in 2009 to marry Bangladeshi-born plastic surgeon Rahala Noor, had left the woman in the car park of Wythenshawe Hospital in Manchester, where he worked as a trainee psychiatrist, as he tried to get drugs for her.

        After a first attempt to get the drugs, which included the Class C-controlled Lorazapam, he went to another pharmacy where he didn’t write any name or address on the form.

    still got sanctioned for non attendance and 1 cos there fucking liars as had proof i turned up on time.

    so even wanted the fee for me even tho never done 1 day at the place.

    jcp/dwp are complicit in letting the providers commit fraud and let them get away with it cos it suites them.

Can you just imagine: You’ve been made so ill by the WCA process that you need to go and beg for antidepressants. And when you get to the doctor you find yourself face-to-face with someone saying “hey! We might have just given you an extra mental illness on top of whatever condition you already had. But how about we send you on a workfare placement? That’ll perk you up. Or kill you. But either way, you won’t be a useless scrounger any longer.”

        DWP finally promised in March this year – at the conclusion of the
        legal case – that it would work with Maximus, the controversial US
        outsourcing giant that took over the WCA contract from Atos this
        year, to develop a pilot programme to test new ways of collecting
        evidence for ESA claimants with mental health conditions.

        But so far – more than six months after that promise, and more than
        18 months after the coroner’s report was sent to DWP – there has
        been no sign of a pilot.

        Can you provide me with the following information;

        1) Will the DWP be undertaking a pilot programme to test new ways
        of collecting evidence for ESA claimants with mental health
        conditions?

        2) If the answer to 1) is yes, when will the pilot take place?

        3) If the answer to 1) is yes, how will the pilot be conducted?

        4) If the answer to 1) is no, why not.

    Geoff – thanks for putting these on here.
    Also, I am wondering, after just seeing an interview with Elliott Johnson’s father on Sky News, where he says that they are going to go on and on until the people who are ‘responsible’ are brought to justice – whether in future there could be some linkage set up with other families who have suffered such cruel and uneccesary suicides under the jurisdiction of this terrible Government and it’s totally failed ‘welfare reform’ policies. Perhaps support in numbers could force these issues at last into the proper public limelight where it actually should be (and not covered up by Government/IDS/DWP intransigence). After all, there are other Coroner’s Inquests/Reports as well. Only a thought – but maybe yourself or any others on here may have any ideas about this, or how it could be achieved.

      While we have great sympathy for the position this poor boy ended up and for his parents and family………. we do note the great concern here by the Conservatives over this one suicide…..Not a single word of concern or care over the thousands and thousands of suicides due to the rules brought in under IDS.
      The Regime knows full well of the outcomes of its policies. Also, apart from the benefit sanctions and withdrawals of disability benefits due to ATOS/MAXIMUS, etc, we have the DWP in a state of shambles. Folks are sent forms, they fill out, and yet, weeks later get a notification JSA is stopped because said form has not been returned or completed or whatever.
      Just a few years ago, such matters could easily be cleared up at a local JobCenter. Now it must be a phone call, and even the local JobCenter seem either unable or unwilling to deal with it. “You have to phone this number or write. It is out of our hands”.
      Again…how many are plunged into destitution, despair and thence to suicide over such administrative chaos, which by the way, it must be pointed out, will cost DWP millions each year, tens of millions in fact, as reams are used up for this senseless admin, as well as the cost of the mail.
      David Cameron doesn’t even show the slightest concern for the family of a former soldier in his own constituency. George Ian Smith responds on live debates in front of millions that he is “Proud to get people off benefits” when confronted with the Glasgow man who died of heart attack due to benefits being stopped. No response from David Cameron to that poor man’s son, still at school who wrote him, demanding answers.
      All of this being supported by the New Nazi London media. Had Labour not been at war with itself, had so many of its present MPs not been secret tories, which we now see brought fully out into the open, IDS would have been out of Office within a year or two. Had they supported Independence for Scotland, Cameron would have been out of Office….then there was Clegg and his minions…….
      Instead. it is inner turmoil of the tory party itself, that seems to be doing all the main damage.

      According to the Trussell Trust over 60,000 men, women and children in Scotland had to turn to a food bank for support. This is a 17 per cent increase since the same time last year and must raise a serious concern as winter approaches.

      Of the 60,458 emergency three-day food supplies distributed, 19,058 went to children. The scale of the issue can also be seen in the growth of food banks in Scotland run in partnership with the Trussell Trust. In 2011 there was one foodbank but as of November 2015 there are now 50 such food banks across twenty-seven Scottish local authority areas. Trussell Trust foodbanks in Scotland were responsible for 10.85 per cent of the overall emergency food provision in the UK, which is beyond Scotland’s population share of 8.2 per cent.

      Food poverty has a serious impact on people’s physical and mental health, especially if it is not short term, but happens on a repeated or regular pattern. New research from England has highlighted a rise in patients suffering from malnutrition and it is no doubt the same in Scotland’s NHS, as those who are not able to consume nutritiously balanced meals over time find their health affected and have an inability to ward off infections and diseases.

How ironic that GROUNDWORK, which is supposed to be an environmental charity, was involved in the penalisation of someone for not being able to afford to run an environment-polluting machine.

        Its survey of almost 1,000 people living with cancer found 9% had to miss out on visiting family and friends because they could not afford it.

        The charity has previously found 83% people with cancer are on average £570 a month worse off as a result of their diagnosis.

        Reasons include being too ill to work, needing new clothes for a changing body shape, needing to heat the home (cancer patients are more likely to feel the cold) and extra costs such as transport to hospital appointments.

        Macmillan said the government must rethink its plan on welfare, which it said would take £30 a week away from people with cancer who are too ill to work.

        Insane as it may seem, the Department for Work and Pensions is actively pursuing people with long-term illnesses, apparently in order to make them increasingly anxious and thereby worsen their health.

        This will not be news to anybody who is familiar with the benefit system for the sick and disabled. All you others, take note.

        On Monday, Mrs Mike received a letter from the DWP. It said:

        “Notification of Customer Compliance Visit

        “We will be calling at your home.

        “A customer compliance officer … will be visiting you at your home on Thursday 3rd December 2015… It is essential that you are available for this visit and provide the documents requested in this letter. This interview has been arranged because your circumstances may have changed and we need to ensure your payments are correct.

        “When you claimed benefit you agreed to tell us immediately if the circumstances relating to your benefit entitlement changed.

        “What will happen if we do not hear from you?

        “If you fail to be available for this visit and do not contact me, your entitlement to benefit may be in doubt and your payments will be stopped.

        “If there has been an unreported change in your circumstances then any overpayment will have to be paid back. Further, you may be liable for financial penalties.”

        And then there’s a list of documents the ‘customer compliance officer’ wanted to see – ID, bank/pensions/earnings details.

        • But GEOFF a lot of claimants on disability benefits are in receipt of ~ £300 a week. What kind of salary would you need to have £300 a week left over after you have paid your rent/mortgage, and that doesn’t count ‘in-work’ expenses. It is also obvious to anyone (DWP) conclude to suspect that this group of claimants have more than a few ££ss tucked away. It is this group of claimant you often see in the media being caught with £thousands tucked away in an ISA. That is exactly why the DWP go after this group.

          Same goes for ‘pensioners’, always pleading poverty and giving the impression that all they can afford is value custard creams and can’t afford to turn the heating on. Until they ‘are gone’ and it is discovered that they have £thousands tucked away. It is also easier for older people to squirrel money away since they don’t have the same expenses as younger people.

    Ive been kicked off of CWP before I even started, but have been referred to some other bollocks instead called Pinnacle People , an 8 week course that includes à 6 weeks unpaid work placement. How the fuck do I get out of it? If I get sent on any placement I’ll try getting sacked on the first day, I’ll make a bollocks of everything & try create as much havoc as possible. But ideally I want to avoid going at all.

    P.S. I have seen it said on here that legally, there are only two signatures that are required, one is your original jobseeker claim and the other is the fortnightly signing on one.
    For a ‘workfare’ company etc it seems that you do not have to sign anything – but also make it clear that you are not ‘refusing’ to do the workfare placement! Maybe someone will correct me if any of this is incorrect.

First it was YOPS in 1981, then CEP in 83, Restart in the 90s followed by Training For Work, then came New Deal in the 2000s (5 fucking times), followed by the Work Programme and MWA, now It’s CWP and fucking unpaid work placements. There is no end to this shit and I’ll be glad when I’m dead. 13 more years to go to Retirement, if I make it.

  67. This is a long post, but I hope you can read through and enjoy the insanity of the situation from JCP.

    I was unfamiliar with the Community Work Programme scheme, but when I was referred to Seetec I took it as a sign to get invaluable experience in a career change I’d been looking in to (admittedly not many hours per week) and spoke to my Seetec adviser about my existing training and past experience.

    The new role in question. Early Years practitioner in a nursery setting. I have already completed a level 1 certificate in caring for children, which is aimed at baby sitters and others caring for their own children. It’s fully class room based so there was no placement.

    So from Seetec I was referred to a second company who would be charged with finding me a placement within my area of choices. A couple of weeks and I get an interview and blow them away with my focus and level of back ground research – I’ve read the EYFS paper work and focused forums. The nursery immediately starts the enhanced DBS process which I complete at home that evening and it’s only a matter of waiting for the certificate to come through.

    It comes through about fourteen days later on a Tuesday and I take it to the nursery the next day. I start and was given a shirt so I’d be more visible as someone who should be there. The first day was brilliant and I went home with a smile on my face and my muscles aching. The next day, after waking up early and excited to get back to the nursery went well, until the dinner time when I receive a message to speak to the second company.

    This is when it all goes wrong. The adviser at Job Center Plus has pulled me off the placement with – at the time – no reason given. I find out by making a few phone calls, that it relates to my “lack of experience, background check and qualification”. I realize I’m not getting the answers I need to understand what’s going on as I have a qualification, the nursery has conducted the enhanced BDS check and the placement will give me the experience I’m looking for. I keep the nursery in the loop and why I won’t be attending. They’re confused, they’ve done the back ground checks, seen my qualification certificates and as an unqualified volunteer I’m not left unsupervised and they’ve had people before who has gone on to gain paid employment in the same sector because of the experience and references they’ve been able and happy to provide.

    I go to see my adviser without an appointment and get pretty much fobbed off but a meeting is made on the Monday to go through “stuff”. What he doesn’t explain, but asks me to bring in the DBS form and certificates of qualifications. The Monday meeting involves answering questions about my CV and previous experience and references available. I ask the question “What does this have to do with the placement?” and it boils down to someone him or someone else deciding to take upon themselves a background check on me, despite the nursery having a duty of care to do it themselves having already done it anyway. Despite this a meeting on Wednesday was scheduled to and I quote “explain the gaps in my CV” – I update my CV to include the months of employment and provide a copy of both the general and Early Years Education focused. But he also wants me to provide reference details. I can provide one reference, which may or may not be enough, we shall see. This leads to a third meeting in a span of five days, although I’m not certain why as I will be giving him the details of my referee tomorrow and he doesn’t believe I’ll get put on the placement till the end of next week.

    I’ve lodged a complaint with the job center and with my local MP as it’s looking more and more like gender discrimination. No one else currently on the CWP that I have asked has an adviser requesting references. Seetec nor the second company has asked for references or to see the certificates.

    Thanks for reading my not little rant, I just want people to be aware that there are people that the CWP would be a benefit to some people, but the JCP fails to communicate or be consistent with their partner companies as to what is required. The Job Center has had a month while I was first put on the CWP to ask for these details, but because they decided to wait it has resulted in an overly long delay in starting properly. Instead of having six months of experience to show on my CV I’ll have five months or less.

  69. I’ve been referred to CWP repeatedly five times during the last two months. It should be crystal clear to my JCP advisor that I’m not interested in attending, so why refer me time and time again? It’s a last ditch attempt to get some sanction mileage out of CWP before it is scrapped in March 2016.

    If you are referred to CWP or a work scheme without a mandate a (MAN) then don’t go – the pricks haven’t got a leg to stand on. The current CWP’s are not written in law, they are pilot schemes aimed at people who have been unemployed for 2 years or more. Section 17 of the Jobseeker’s Act 1995 and Section 8a of the Jobseekers Allowance Regulations 2013 state that you must be between 16 and 24, or only referred if you have been subject to a learning difficulty assessment. Makes you wonder why they bother quoting these Acts at all… it’s detrimental to their argument.

    JCP and the DWP are just trying their luck with people who would rather follow their suggestions instead of going to the trouble of fighting the sanctions the JCP, DWP and their decision making DLDM’s invariably impose through the tribunal service.

    These neo-nazi’s can only win if you let them pull the wool over your eyes. They depend on people being ignorant of the law and their own rights. They can go and fuck themselves.
