BloodMoneyEscalation is the only possible response to today’s shocking and genuinely sad news that a prominent and formerly trusted disabled campaigner has taken a job with private healthcare firm Maximus – the company set to take over from Atos running the Work Capability Assessments for sickness and disability benefits.

Sue Marsh, author of the Diary of a Benefit Scrounger blog, has announced that she will take up a position as Head of Customer Experience with Maximus – who also run workfare schemes – on a salary believed to be around £75,000 a year. This appears to be a shabby attempt by the US private healthcare company to rehabilitate the Work Capability Assessment as the list of deaths related to the brutal process grows ever longer. A well timed called to action against the company from disabled people and benefit claimants today shows that Maximus have wasted their money.  Please help spread the word!

Disabled claimants welcome to Maximus, March 2nd, everywhere!

A national day of action has been called on March 2nd 2015 against Maximus, the company set to take over from Atos running the despised Work Capability Assessments (WCAs) for sickness and disability benefits.

These crude and callous assessments have been used to strip benefits from hundreds of thousands of sick and disabled people after a quick computer based test ruled them ‘fit for work’. A growing number of suicides have been directly linked to this stressful regime, whilst charities, medical staff and claimants themselves have warned of the desperate consequences for those left with no money at all by the system.

In a huge embarrassment for the DWP, the previous contractor Atos were chased out of the Work Capability Assessments after a sustained and militant campaign carried out by disabled people, benefit claimants and supporters. In a panicky effort to save these vicious assessments Iain Duncan Smith hired US private healthcare company Maximus to take over from Atos this coming April.

This is not the only lucrative contract the Tories have awarded this company. Maximus are also involved in helping to privatise the NHS, running the Fit for Work occupational health service designed to bully and harass people on sick leave into going back to work. Maximus also run the notorious Work Programme in some parts of the UK, meaning that disabled people found fit for work by Maximus may then find themselves sent on workfare by Maximus. There is no greater enemy to the lives of sick and disabled people in the UK today than this multi-national poverty profiteer who even are prepared to run welfare-to-work style schemes for the brutal Saudi Arabian government.

Maximus have boasted they will not face protests due to their involvement in the Work Capability Asessments and have even stooped as low as hiring one prominent former disability campaigner on a huge salary in an effort to quell protests against their activities. We urgently need to show them how wrong they are and call for all disabled people, benefit claimants and supporters to organise against this vicious bunch of profiteering thugs.

      A previous Chair of the Parliamentary Select Committee on Work and Pensions, Lord Kirkwood of Kirkhope, is listed in the House of Lords Register of Interests (2002) as the Chairman of the Unum Customer Advisory Panel.

    If this is correct I’m very surprised. Many of us from Sue’s blogs were under the impression she was at deaths door repeatedly in hospital. Unless Lazarus style miraculous recovery has occurred this situation will lead to further persecution of genuinely sick and disabled people. How is the £75k salary accounted for? Were there other applicants for the position? What particularly qualified this candidate for the job? Can you report further on this please and can we all please hear from Sue direct?

    • I was under the impression she was very ill and that’s why she was claiming benefits. Now it seems she’s had a remarkable recovery and is able to work full time in a £75,000 a year job!! Hmmm! Something just seems a bit off here.

      This is one very misguided person i believe. What she has also done is give further ammunition to IDS, Fraud, McVile and all the rest of the bastards that there’s literally no one that needs to be on sickness benefits at all.

      They’d say it something like: “There! look at that nice Sue Marsh, severely ill. But look at her working hard in her new post. So just get on with it, no excuses are acceptable! If she can do it so can you. Get down to the JCP tomorrow and see what they have for you!”

Setting aside all the arguments about unfairness, incompetence, lack of clarity in the instructions, particular cases, etc.: people have a human right, under laws Britain is signed up to, to an ‘adequate standard of living’, and leaving them without any income, or without enough to sustain a healthy life, is illegal, whatever the reason given, and whatever the circumstances.

  4. I too am surprised about Sue’s appointment. I feel utterly betrayed because I believed in her, as a campaigner, as a disabled person, who had a strong ethical stance. We all know that such companies try and create a public persona through the use of such appointments. But Sue had us totally convinced that she is far, far too ill to take any such responsibilities and is suddenly in the top 1% pay bracket. I don’t want this to be about one individual, as I too had a well paid job and was hounded out because of my disability, after working for the same company for many years at a senior level. I too would love to return to the top 1% pay bracket, but being honest, with my health going down hill in the 10 years since I last worked, would not be able to, even with all the adaptations available, and I don’t consider myself as ill as Sue described herself. The one issue that I see is that if Sue can be apparently cured by mere contact with Maximus, the rest of us won’t stand a chance against being given phone based CBT and a work-experience job at poundland. I think many who will continue the fight back against Maximus and will continue to die and suffer immense hardship and poverty, will feel betrayed. That’s only human. I would also add that if anyone thinks they can join some corporate behemoth and actually make a difference, they’re deluded..

      The UK’s largest provider of “income protection insurance” (IPI) has denied that it stands to gain financially from incapacity benefit reforms that campaigners believe it helped to influence.

      Unum launched a major media campaign this year aimed at persuading more working individuals to ask their employers to provide them with IPI, which is intended to pay out if they become disabled or ill and are unable to work.

      But questions have been raised because the start of Unum’s campaign coincided with the launch of the government’s three-year programme to reassess about 1.5 million claimants of old-style incapacity benefit through a new, stricter test.

    • I know that after years of poverty, pain and struggle with the DWP that a well paid job dropping in your lap may seem too good to be true, and difficult to resist. But getting in bed with Maximus? Has anyone seen their “rap sheet” from the US?

      I know the games these large companies play – the courting, the wining, the dining, the flattery (which appears to be real, you know, genuine appreciation of your skills), the promises of the access to the establishment, politicians (and cronies). Seen it all before, when I worked on £1 billion projects. The only guaranteed outcome is that Sue will either become corrupted, ie see herself as part of the team, or sit it out on the sidelines until someone with an interest in Maximus gets her a seat in the House of Lords, or she disappears into the corporate morass trying to do what she thinks the job description while being buried alive. But Maximus?

I can see Sue right back at the start on basic sick pay no Pip no zilch apart from mandated workfare systems to prove their point. little income to household causing untold distress to children and husband while they torture the illusion of ‘was too I’ll to work then miraculously could so get on with it” at least the husband has more food banks to turn to now than when govt weren’t elected.     Whatever happens hereon in everyone must vote come May and lobby against further detriment to disabled people. Political colours are secondary to human decency and making real steps forward. I suggest stoma bags, fistula dressings, broken appliances are saved up in readiness to demonstrate loudly and clearly to those seeking election there are genuinely disabled people who worked over 60 hrs a week supporting their families now completely incapable. No revamped WCA is going to change practical realities.

      Anyway. Hopelessly naive? Yes. She’s a Labour activist, after all; she even peddled the recent revisionist Labour position that ESA was introduced with the best of intentions, but somehow corrupted in its implementation. (I remember what the ministers in question said to the press at the time. It was positioned squarely as a means of getting scroungers off benefits, sometimes in exactly those terms. Needless to say, the right wing press lapped it up, then turned on Labour faster than you can say “you naive idiots, did you not realise who you were dealing with?”…)

      But I don’t think we should overlook the sheer desperation that anyone living under this odious regime might feel, and the eagerness with which they’ll snatch at any lifeline that flutters their way, no matter how fragile or how big the spider on the other end of it. Vulnerability makes fools and quislings of us all – or far too many of us, anyway. And I can see Sue believing she wouldn’t survive another WCA; even if she only sticks this job out for three months, it’s still £10k in the bank to get her through the next WCA.

      I’ve never particularly respected or trusted her, and I think she’s been monumentally unwise to destroy her credibility just a few months before she’s likely to need it more than ever – but I just don’t have the heart to condemn her outright. Not given how scared I am of the WCA process myself (and mine was plain sailing, comparatively speaking).

  25. I was once told by a disability activist: there are some disability activists that are ‘glory hounds’ and are in it for themselves and no one else, Sue Marsh is one and I know of two others. I can’t even read their blogs because you don’t have to be a rocket scientist to have their number & know their agenda.

    “I don’t understand? You claimed benefits for years for being unable to work and suddenly you are able to work full time.     This week it also emerged that Dr Michael O’Donnell, the former medical director of Atos, which he joined from the US insurance giant Unum, is now medical director of Health Management Ltd, a Maximus subsidiary.

    Last year, DNS secured a copy of a document from 2005 in which O’Donnell bragged that Unum had “always been at the leading edge of disability assessment and management”, and that government policy was now “moving in the same direction” as “our views and understanding”, and was “to a large extent being driven by our thinking and that of our close associates”.

  32. My initial reaction was dismay and disappointment. Then the cynical side of me kicked in and remembered all the little clues that had been there for years: Sue’s insistence that only Labour would change things, her dogmatic belief that ‘work sets you free’, her insistence that the WCA was not inherently bad but needed to be changed. So in retrospect I guess we should have all seen this coming. What now shocks me is how blatant Maximus has been in buying out possibly the most vocal and visible disabled opponent of ATOS and the DWP.

    I’m pleased that Sue won’t have to fear the brown DWP envelopes anymore – unlike the rest of us. I’m happy she won’t have to chose, as a seriously ill person with kids, between heating or eating – unlike the rest of us. Unlike the rest of us, the next brown envelope through Sue’s door will be her payslip from Maximus, and that will be quite hefty, too. Her health is very fragile so such a demanding puppet role will be debilitating. I’m not sure how many friends she’ll have in disabled activism when this (inevitably) goes tits up, but I wish her all the best for her health.

    I won’t be going back to her blog to post, though: don’s want Maximus/DWP employees knowing my opinions or my e-mail address! Another thought: does this mean (as she follows me) that she will be passing on all I’ve said about my last WCA to her new masters?! What a sad day.

      • I can’t curse her because I’ve spent a lot of time worrying about her health after reading her blog – my brother has colitis, which is very much like Crohns, so I always felt intense sympathy for Sue.

        It’s taken me a few hours to feel calm enough to type a measured response, Donkey! Reading the comments on her blog is a very raw experience: so many people feel stabbed in the back / used / like they’ve had their time wasted as a career-enhancing CV opportunity. Being critical without being scathing is very difficult in this case, isn’t it, due to the scale of volte-face and betrayal. It’s worse than selling your soul to the devil: it’s like being IDS’ gimp, FFS.

  37. Well, Maxumus has now shown its hand as to the level of slyness and manipulation we can expect to see in the future. Scooping up the poster-girl Disney princess mouthpiece of it’s prospective victims into a suitably mickey mouse job, with the intention of leaving their prey scattered and powerless in shellshocked desolation.

    So an act of strategic brilliance. So clever that the only thing they could have done better was to have had someone just like Sue onboard two or three years ago as a means to, well, unseat Atos so that they could snag the contract… Not that they would have done anything so underhand…would they?

    As for Sue, yes this is a catastrophic betrayal of all who have supported her over past years, but what does she care as she goes laughing all the way to the bank? It seems her supporters were all just a means to a lucrative end – little tame disabled pets whose ‘love and trust’ she continues to condescendingly presume upon (I am reaching for the barf bag here).

    There again, this explains WHY she was the media’s darling for so long, as no doubt they all knew something about her that the useful idiot grassroots campaigners did not: that she was always one of THEM, just another self-promoting ruthless narcissist playing the compassion card.     The history of the work capability assessment provides some answers. In 1994, the Tory government hired John LoCascio, second vice-president of giant US disability insurance company, Unum, to advise on reducing the numbers successfully claiming IB. He joined the “medical evaluation group”. Another key figure in the group was Mansel Aylward. They devised a stringent “all work test”. Approved doctors were trained in Unum’s approach to claims management. The rise in IB claimants came to a halt. However, it did not reduce the rising numbers of claimants with mental health problems. The gateway to benefit needed tightening up even more.

  43. Can’t believe Sue Marsh sold out! Some people are extremely angry and upset about this news. I am also concerned, as soon as she shows any resistance she will be sacked. A big salary means nothing if you are not in the job for long.

    I have a rare form of Crohn’s Disease. I was diagnosed 21 years ago and have had many operations to remove strictures (narrowings in my bowel that grow like tumours) I suffer daily pain, often vomiting, malnourished and weak. I take mega-strong medications every day including chemo-style immuno-suppressants, opiates and anti-sickness injections. Sometimes I am fed into my central vein by tube, other times I can enjoy a nice meal out. I have children that I often can’t look after and a husband who often looks after me. Our lives are disrupted daily by the misery of a chronic condition.

    Not sure how she can properly take on such a role but its her aspiration to become a “better person” having a job and not have to stay on benefits where she can plough some of that salary directly into her family.

    The issue is, I am sure there is a clause. Someone should clone her website etc. as I am sure Maximus is buying the silence. She will cease to write about Maximus’ affairs or it will be written by PR firm.

    I am disappointed but not angry and upset as others are, it got to that stage where she had to make a decision for herself and I can only begin to imagine with empathy of the last 2 decades or so of her life… she wants to spread her wings. I assume she thought she had done as much as she could and believes she can make a little change from within especially with a change of Government if Labour gets in – none of this will happen.

    This said, The Day of Action against Maximus needs to be strong and the focus needs to be on Maximus and not directed at Sue Marsh. Maximus approached Sue, not the other way round… seems the DWP might have been involved within that decision also. No one really listened in 6 years, but Maximus is now directing attention to her and giving her (or what she perceives as) a strong voice, they are dangling a carrot so-to-speak…

  44. Another Fine Mess

    Assuming she doesn’t realise she will be used, and takes the job. Will this double the number of disabled people the Gov. have ‘helped’ back into work?

  45. I suspect that the way things will pan out is this:

    The first time Sue needs time off for a hospital stay, or perhaps just a couple of weeks sickie at home to deal with a flare, she will get a phone call from Maximus’ Sick Leave division.

    The Maximus Sickie Inspectorate, may even come knocking on her door with a proper doctor in tow to perform a medical in her home, to allow no room for complaint or appeal.

    The result of this assessment will be that Suey is Unfit For Work.

    She will then be put out to grass, There will likely be a small severance cheque tied to a gagging order, though, since Suey has already utterly discredited herself with everyone beyond Maxumus, the DWP, and IDS, nobody will be listening to her anymore.

    Maybe the DWP will ‘offer’ her unpaid work experience in a Jobcentre sanctioning cancer patients after that. She should be good at it.

  50. By the time the election comes around, my bet is that Ms. Marsh will already be sidelined on indefinite sick leave…

    Meantime, assuming a Labour government steps in, the lobbying by genuine campaigners will force Rachel Reeves (or whoever) to release the long-concealed death statistics for disabled individuals killed off by the WCA, ESA, sanctions and related issues. The numbers will be stratospheric and finally give rise to a national outcry with calls for criminal investigations for corporate manslaughter.

    The UK government will also be heavily censured (again) by the UN when the result of the current investigation of its serious violations of the human rights of disabled citizens is unveiled.

    Labour’s strategy will be to blame the previous government, painting themselves into a corner where there will remain no chance of continuing with any form of work capability assessments, work related activity, sanctioning, or harrassment in general of disabled people, all of which will have been clearly and publicly revealed as directly procuring avoidable deaths. It will be accepted that when doctors sign a sick or disabled person off work, it means that they should not be expected to work.

    In the face of increasing pressure, Labour will most likely reinstate a version of the pre 2007 IB/DLA system, on the basis that it didn’t kill people. Administration of these benefits will probably be taken out of the toxic hands of the Department of Work and Pensions, which is likely to be broken up and profoundly reorganised (perhaps with the former Benefits Agency being revived).

    Which brings me back to Maximus. In fact, IDS, et. al. have surely anticipated their own demise and the likely events that will follow the election. Hence the recruitment of Maximus after Atos pulled out. It is to be IDS’s parting shot – tying up Labour so they will be forced to pay out billions in compensation to release Maximus from their no-longer-viable contracts. For their part, Maximus will probably have anticipated all this in signing up for the deal in the first place.

    And so of course Suey’s job was only ever a sly piece of mickey-mouse window dressing, with IDS and her new bosses having a bit of a laugh. A sneaky means to nobble a vociferous campaigner before Labour got the chance to offer her Lord David Freud’s old job with a seat in the House of Lords and a considerably higher salary than the one she’s settled for from Maximus.

    Now it’s a race to see whether Suey gets laid off in the spring for health reasons, or in the summer through redundancy when Maxumus gets the chop.

    Either way, what goes around comes around. Poor old Sue.

    I am assuming of course (and would welcome further clarification) that Sue Marsh, accepted this position, while receiving ESA in the support group.
    That is the group that is not capable of work in the foreseeable future,unlike those in WRAG.

    • No. This is where the checkbox nature of the WCA will work in Sue’s favour (well, as much as it did last time); she met the criteria, so she was eligible for SG. “But she’s got a job now” doesn’t affect those criteria.

      As for her circumstances having changed, they haven’t – she’s just been offered a job designed around those circumstances (one hopes). The only problem she’d have is if she failed to declare her job… which doesn’t seem terribly likely, when she’s announced it in public.

    The government said in June it would stop sending people by taxi or public transport to Ipswich or King’s Lynn, and even further afield, for assessments to decide if they are fit to work. Campaigners have spent three years calling for the issue to be addressed.

    But Mark Harper, minister for disabled people, has said in a letter to South Norwich MP Simon Wright that the medical assessment centre, used by private firm Atos, has taken on two extra rooms and that the Department for Work and Pensions was drawing up final proposals and was working towards a “go-live” date at the end of January.

      MR never took 6mths but a few weeks…only an appeal to tribunal took 6mths to 12mths…an improvement on MR that should not exist let alone ie WCA that should not exist is not a gain, but an overall loss…
      it’s still 2 wks too long without an income, and no backdate….

      I’m afraid, yes, it sounds good, but it is actually meaningless. As you would expect from anything produced by Mark Harper MP.

      So we have the headline –
      ‘New figures show the average waiting time for disputes against benefit decisions have dropped substantially.’

      This makes it sound as if these disputes are now being quickly settled satisfactorily, when all that’s really happening is a quicker turnaround of the paperwork, which can still be just as wrong.

      Now it is of course good to have got it back to the sort of timescale it had been in the first place, and should have remained; though to boast of it as progress is most dishonest (of course); but that doesn’t mean that it doesn’t then go to appeal thereafter.

      With ESA, there was a big thing made about how they’d introduced mandatory reconsideration, which had always happened anyway. Only now it has to be requested, instead of happening automatically if someone says they want to appeal.

      With JSA sanctions, it’s decided inhouse, and they rarely go against their own decision.

      Now take note of the catch –
      ‘Claimants now have the chance to challenge a decision if they feel it is incorrect and provide additional evidence at the earliest possible opportunity. ‘

      The evidence given for the WCA decision is now a part of that decision, so to challenge it they say – where’s your extra evidence? When it’s not usually easy to produce anything more. Then it will come back saying – no extra evidence was offered, so we’re not changing our decision.

      This is because initially they had had as a policy completely ignoring medical evidence (doctors were too biased), and then when it got to the appeal tribunal, there they were taking medical evidence into account, and that was helping win a lot of appeals.

      So then it was decided, without any warning to the doctors I gather, that they would after all accept medical evidence, or at least pretend to do so. (This being a part of the reason doctors became more unhelpful about it, being suddenly swamped.)

      What else changed is that while the appeal was then an automatic part of the process, the claimant now, after that, has to apply themselves, which is simply to throw more obstacles in the way.

      Then look at the timescale –
      ‘The latest statistics show that the proportion of people appealing to a tribunal against ESA decisions have dropped sharply by 86% between July and September 2014 – compared to the same period last year.’

      And what happened during that time? Reassessments were suspended last year, due to the huge backlog, so those appeals were no longer happening; and for those in the system it was taking on average of around nine months to get to any sort of a decison in the first place.

      So they are boasting about the one part they’ve improved – by getting it back to what it was before – and that only because of the rest having been such complete chaos that far fewer persons were getting to that point at all, with much additional distress for those awaiting, and awaiting.

      That backlog having really been caused by the weight of spitefulness of continually hounding people never likely to recover, along with greater difficulty of getting people to do a job – working for Atos – with such an increasingly toxic reputation; along with all of those being migrated from IB being behind schedule because of all the others, and that’s before all of those with new claims; and then throwing into the mix all of the reassessing of the DLA folk for PIP – really just some more spitefulness.

      So of course there was a big decrease in appeals, because the system had become completely clogged up, and only after that could an appeal be started.

      PLUS making it known that if someone appeals then they won’t have any benefit until the result of that appeal. So trying to coerce desperate people into accepting the DWP decision, however wrong it might be.

      Again, all of this boasting of improvement – good – is only for the amount of reconsiderations ‘cleared’, irrespective of how many are or aren’t changed.

      While in their statistics about tribunals –
      ‘The overturn rate varies by benefit type with 55% of ESA cases, 49% of
      Disability Living Allowance and 45% of JSA cases that were cleared at
      hearing having the original decision revised in favour of the claimant.’

      So what it’s really telling us is that even after the whole system for those awaiting assessments and decisions had slowed to it like being stuck in a hardly moving traffic jam, and they’d done even more to prevent people getting to the appeal court at all, still around half of those who made it got a decision in their favour, even with the even harsher legal descriptors that bind the tribunal judges.

      That is to say, no real improvement in DWP decisions has occurred, only in a turn around of them looking it over and still most likely saying – you’ve no more evidence, so we’re still right; and now if you want to appeal you’re on your own.

      Therefore what the headline should be saying is –
      A big increase in DWP chaos between those dates &
      No significant reductions in the appeal courts saying they’d got it wrong.

    There aren’t too many people in the Support Group.

    There are too many people who should have been in the Support Group who have been denied its support, such as it is, by the dishonest and inept WCA, and that with intent.

    While there are indeed far too many benefit cheats sucking on the teat of state support, for large contracts to profit from inflicting even more misery and humiliation on others, and supporting those scammers is now costing more billions than are paid out in DWP benefits.

    Those are the real scroungers in our midst. Those are the vermin that need eradicating from our society. Those are the ones actually surplus to requirement.

    For they use others in a weaker position for their own profit; and that’s what Sue Marsh has done, and even the title ‘ Customer Experience’, when all that’s been experienced is an enforced and fearful engagement with a corrupt corporation, is an insult.

    There is only one way to fix the WCA and that is to scrap it, along with all of its workfare hangers on, and return to some form of decency

As soon as the election is over Mrs Marsh will most likely be declared too sick to work and be made redundant, and in a few years whatever money she made by selling us all out will be used up and she’ll be without a job or benefits. I don’t wish her illness to get worse like some people on here do, but I do think that she sold us out to get money for herself.

No doubt she will be on her knees begging for ‘forgiveness’ and telling us all ‘what a terrible mistake it all was’ and how she signed-up to Maximus in a ‘moment of madness’.     • Of course, everyone should know it’s nothing but “greed” remember also that if she is now fit for work, one day she may end up back on benefits (after they have finished with her) but it won’t be ESA.

  70. I am glad DPAC have taken a stand in all this at least some people have decided to keep the battle going , disabled are very vulnerable people and have historically been abused and misused .
    And misrepresented in the media ( stratchclyde report the depiction of disability in the media which was presented to the levenson enquiry )
