The number of sick or disabled people who have had there benefit sanctioned for not taking part in ‘work related activity’ has almost tripled compared to just six months ago the latest figures show.
7.507 claimants on Employment Support Allowance (ESA), had their benefits sanctioned in March 2014, up from 4,698 the previous month and 2,369 In Sepetember 2013. This has taken the total number of ESA claims sanctioned to over 100,000 since the regime was disgracefully introduced by Labour.
These clamaints are in the Work Related Acivity Group (WRAG) of ESA, meaning they have been judged unable to work at present but may possibly be well enough for employment in the future. They include people with serious and life-threatening conditions including cancer. Astonishingly this group are still sent on the Work Programme, where they may face compulsory ‘back to work’ training or even workfare. Should they fail to attend any activity the private sector providers running the scheme dream up then they will have their benefits sanctioned.
These are not the only sick and disabled claimants who face sanctions. Inhumane Atos assessments have led to many people with serious health conditions or disabilties being forced to claim Jobseeker’s Allowance. According to the DWP, since the tougher new sanctions regime was introduced in December 2012, over 150,000 disabled people have had their benefits stopped. Whilst people on sickness benefits only generally lose a portion of their benefits, those on JSA can lose every penny. For people with special dietery needs or other conditions, this can prove fatal as the tragic death of David Clapson recently showed.
Appalling many of those sanctioned will have been driven into poverty due to failure to attend workfare with so-called charities and community organisations. The first names of these organisations accepting workfare placements on the latest scheme, which involves 780 hours of unpaid work, are now starting to leak out. Lanarkshire Association for Mental Health (@_LAMH_ also on facebook) have been reported to be accepting this form of workfare and have remained silent about their grotesque exploitation since being exposed. @SumoWaste have protected their tweets on twitter and also have nothig to say about their grubby exploitation after they were named and shamed on the facebook page of Edinburgh Coaltion Against Poverty. Also recently named as taking part are @DISC_Services, a so-called charity who will be receiving tax payer’s money to arrange workfare placements and who are also on facebook.
The DWP refuse to name the charities taking workfare placements, if you know of one contact Boycott Workfare to have them named and shamed.

their delivery confidence assessment of the universal credit project as “reset” in September 2013. It was a new term that appeared to have been devised specifically for the the new programme, committee members said.
“We are particularly concerned that the decision to award a ‘reset’ rating to the universal credit project was an attempt to keep information secret and prevent scrutiny,” the report said.
“The ‘reset’ category was introduced for the 2013-14 report and was only applied to this one project. The MPA confirmed that the decision to give universal credit a reset rating was ultimately made by ministers,” it added.
The decision to devise a new rating for the project meant that it was not given a rating by the MPA on its five-tier traffic light system, running from green to red, in this year’s annual report and that there will be no assessment of its progress until after next May.
“This is a long time to wait for an update on a project as important as universal credit,” the report conlcuded.
Margaret Hodge, the chair of the committee, said that the problems within universal credit could have been exposed if the MPA had published data showing how much money had been spent and on what as the process continued.

UK ‘is first country to face UN inquiry into disability rights violations’

The UK government appears to have become the first country to face a high-level inquiry by a United Nations committee, as a result of “grave or systemic violations” of the rights of disabled people.
The committee has the power to launch an inquiry if it receives “reliable information” that such violations have been committed by a country signed up to the UN Convention on the Rights of Persons with Disabilities (UNCRPD) and its optional protocol.
These investigations are conducted “confidentially”, so the UN’s Committee on the Rights of Persons with Disabilities (CRPD) – which is carrying out the inquiry – has refused to confirm or deny that the UK is being investigated.
But a recording has emerged [watch from one hour and four minutes] of a former CRPD member revealing that the inquiry has been launched.
Professor Gabor Gombos, co-founder of Voice of Soul, Hungary’s first organisation for ex-users and survivors of mental health institutions, and co-chair of the World Network of Users and Survivors of Psychiatry, tells the audience on the recording that CRPD has “started its first inquiry procedure against the United Kingdom”.
He tells the Sixth International Disability Law Summer School at the National University of Ireland in Galway in June that inquiries are only used where there are suspicions of “grave” violations of human rights in a country.
He says: “Where the issue has been raised and the government did not really make effective actions to fix the situation… it is a very high threshold thing; the violations should really be grave and very systemic.”
Only last month, a new report, Dignity and Opportunity for All: Securing the Rights of Disabled People in the Austerity Era, laid bare the coalition’s failure to meet its international human rights obligations under both UNCRPD and the International Covenant on Economic, Social and Cultural Rights (ICESCR).
That report – published by the Just Fair coalition, which includes Disabled People Against Cuts and Inclusion London – suggested that the UK had gone from being an international leader in disability rights to risking becoming a “systematic violator of these same rights”.
Last week, Disability News Service (DNS) reported that CRPD appeared to have postponed its public examination of how the UK has been implementing the disability convention until after next year’s general election.
Some activists were unhappy that the committee’s decision to postpone the examination would allow the UK government to avoid having to justify a clear regression in disability rights since the 2010 election.
But it now appears that the committee may have taken this decision because it had launched the much more serious – and so far unprecedented – inquiry into the UK’s violation of disabled people’s rights.
A DPAC spokeswoman said: “DPAC is not in a position to comment on the UN inquiry on the UK’s breaches of the UNCRPD, but we would share the view that there have been grave and systematic violations of disabled people’s rights especially, but not exclusively, articles 19 [on living independently and being included in the community] and 28 [on providing an adequate standard of living and social protection].”
Jorge Araya, CRPD’s secretary, told DNS in a statement: “Inquiry proceedings regulated in article six and seven [which relate to the inquiry procedure] of the Optional Protocol to the United Nations Convention on the Rights of Persons with Disabilities, are confidential.
“So, for this very reason, stated in this treaty, I apologise but I cannot respond to your queries.”
So far, the Conservative minister for disabled people, Mark Harper, has failed to comment on the CRPD inquiry.

According to the Work & Pensions Committee, a significant number of benefit claimants in the Work Programme have mental health conditions, and in my opinion it isn’t ethical to sanction them.

Bear in mind that the over-60s have been encouraged to claim Pension Guarantee Credit instead of ESA/JSA. PGC comes from a different pot (Pension Service) so those claiming it don’t appear in the jobless figures.

The sums don’t add up. We are booming if you believe the unemployment figures but incomes are falling in real terms? A case of if it sounds too good to be true it isn’t true. I’d guess vast numbers are avoiding Jobcentre aggravation (or sanctioned) and opting for the SE route and are scraping by on tax credits. The press seem to swallow it hook line and sinker, so much for quality investigative journalism..
It’s all smoke and mirrors stuff. Clearly the economy isn’t doing too well when the likes of Tesco, Asda etc are beginning to struggle. Things will get worse, not better, as we have an economy based on consumption of stuff made elsewhere but here, which of course requires people here to have the money to consume, which they haven’t.
Things are bad enough now, and we have yet still to see the full impact of the ‘austerity’ cuts so far, let alone the effects of the further £25bn that the next government are committed to. The idiots who read and believe the Daily Mail may think that everything is basically ok, and that all it requires is for the unemployed, the disabled and sick to just find jobs, or get better or suddenly miraculously be cured of their disabilaties, but the truth is they themselves need to be wary, as their lifestyles funded by ever more extended credit in a failing economy are under threat.
It’s a downward spiral, and it’s going to get worse, not better for the majority of us. It seems our rulers are forgetting their history lessons, but we must remember them and learn from the mistakes of 1776, 1789 and 1917 and do the job properly this time.

According to the latest data from insurer NFU Mutual, the cost of crime to the UK’s rural economy reached £44.5m in 2013.
This is up 5.2% on 2012 figures, reversing the fall of the previous year.
And 2013 was also the worst year on record for livestock theft.
NFU Mutual says it insures three quarters of farmers in the UK.
It compiles an annual rural crime report based on claims data and on a survey of the company’s 300 local offices.
This year’s report says that a wave of sheep and cattle rustling in Northern Ireland and northern parts of England drove livestock theft costs costs up by 25%.
Much larger numbers of sheep were being taken in each raid: up to 150 sheep at a time, rather than just a dozen. The fear is that they enter the food chain, making it impossible to track those responsible.

We used to go out sheep-rustling when I was a nipper. This is like during the depression. With the return of sheep-rustling it just goes to show how bad things have got.
There are a significant number of people in our city centre starving hungry. There is one man who used to sell the Big Issue regularly for quite a while – & he was a big man himself a few short months ago (about 4/5 months ago), in personality and size.
His coat is now hanging off him. He says he has been referred to by a paramedic at the hospital as “just a junky” (he’s not) and had to point out that he is was in fact “a patient”.
Also, one of the main homelessness shelters – church-run – has people on the way in who are like bouncers and using this service you are made to feel ‘less than’ – to the extent that some people will no longer go there for food/help. It is full and has no additional places for overnight staying.
The big orange shop (as referred to by Jack Monroe, anti-poverty campaigner) has erected a railing around the front/side at the entrance to their town centre store – blocking off the very low, small step which is there that some of the homeless and starving people in the city centre used to sometimes sit on – and sometimes people coming out of the shop (having spent their money in there of their own freewill) would provide them with some food – even if just a sandwich – of their own freewill. It turns out that this must be clamped-down on (it might give offence?)…. sitting and looking hungry – the newest and most heinous of criminal offences. The big orange shop – so much more offensive.
I am no longer shopping there/the railing isn’t entirely effective either, but it’s the thought that counts.

Scotland needs to vote yes. If Scotland votes no then it is game over but a yes vote will be the start of the crumbling of the empire. It won’t stop at Scotland getting freedom others will want freedom too. This is why they are so scared.
Scotland must vote YES ‘cos if we don’t i’m sure those Westminster bastards will have something lined up to stick Scotland right in the shit for having the temerity to vote on independence.
Also i can see much bitterness here in the years ahead if a no vote occurs. Basically that would mean instead of getting the government we vote for we could end up with a Tory government again anytime middle England votes for it. That would be a shambles.
Also if a no vote happened then the people that voted no would have no right to complain if draconian policies were implemented by Westminster. After all they’d just get told: “well, you had a chance to vote for your own country’s independence and you voted against it!”
Pro-neoliberal and pro-austerity parties and supporters are all on the NO side.
Scottish opinion polls consistently show that Scots want their Holyrood Parliament in Edinburgh to have control over welfare policy because they disagree with Westminster’s neoliberal policies.
Voting no will not only guarantee the continuation of the competition between the Tory and Labour neoliberal parties in which of them can destroy the British welfare state in the fastest time possible, but will almost certainly result in the destruction of Scotland’s publicly owned services such as water and the NHS. It will also certainly result in the abolition of free prescriptions and student tuition fees and the re-introduction of the bedroom tax which the SNP devolved Scottish Government went about quietly and efficiently destroying it in Scotland.
Given Scots pay more in taxes than they get back from Westminster and that their social security system is cheaper to run than the rest of the UK then there is every reason to believe that an independent Scotland’s welfare system will be better than the current UK’s dismal system, which isn’t really saying much of course. Any state than can’t run their economy or welfare system better than the neoliberal British Labour and Conservative parties really must be in a pretty shocking state in all sorts of ways.
There’s a reason the Unionists refuse to tell Scottish voters what they will get if they vote no, and a reason they refuse to publish a white paper on the future of Scotland under continuing neoliberal rule from Westminster. The UK is alreayd the West’s most unequal state and its only going to get worse.
Vote no and get nothing except even more misery, deprivation and inequality.

As the main reason for not being in work for women over 50s is due to disability / chronic sickness, then the loss of state pension payout at 60, means yet further loss of food/fuel money.
Worse – many women will end with nil food money in old age, as well as the poorest workers.

I was sentenced to 6 months CWP with mental health charity Lamh in Motherwell last week for having corrected, so it seems to me, an incompetent an hard hearted clerk who didn’t know the JCP rules about UJM. I have emailed (politely) Lamh with my objections since last week but they are not answering. How can a mental health charity get involved in forced labour for people who had done no crime? How can that improve anyone’s mental health? All for the sake of money.
I also emailed my local Labour MP and MSP but neither have replied. I sent a short and to the point letter to our local newspaper (Motherwell Times) which under any normal circumstances would have generated a decent article but they never printed it. I sent an email to the Minister of St John Church in Hamilton who provided facilities for Lamh but he hasn’t replied either. I emailed yesterday Scottish Association for Mental Health asking them to obtain a reply from Lamh but no response yet.
It’s as if there is wall of silence. My grandfather was wounded in WWI, my father was one of the last off the beaches of Dunkirk (and saved a young mans life in the process) and this is what they fought for? The Eton collar brigade sing at the proms “Britons, never, never, never shall be slaves” but that is what Cameron, Osborne, David Freud and Duncan-Smith have done.

On his way back to the beach he gave his coat to a dying soldier. My mother was told he was dead because he left his papers in the coat. I think I now understand now why my two Labour MP’s haven’t replied to my emails asking for help regarding the Lamh mental health charity who are involved in forced labour for no wages. Here is what Frank Roy MP said in our newspaper at the opening of Lamh new premises:

Yes Frank, forced Mandatory Work Activity and Community Work Placement for six months (far more than the sentence a judge can give for community service if I had committed a crime) with no wages is really great for the mental health and self esteem of the unemployed isn’t it?

What if you turn up to the placement and just don’t do any work or do it very slowly? Surely they can’t complain as there could be valid health reasons for not being able to do the work or only being able to do it at a very slow pace.

What do they do though? What if someone on CWP has a neurological condition such as cerebral palsy, which means that they cannot do manual work very quickly? Likewise, someone could have arthritis which means it is not possible to do physical work at any sort of speed. A supervisor on CWP can complain all they want about it but that person is not going to be able to go any faster.

I let my hayfever problems decide in being at that death trap place CCORN and its toxic paint vapours was bad for me. Cunts at the DWP / JCP / Seetec have forced me into taking daily hayfever medication – the downside of now taking this specialist medication is that my arms become very itchy all day long and I end up scratching them until they become red and sore. I either take the pills and scratch the fuck out of my arms, or let my hayfever problems go out of control again…

DWP’s recognise a class as “vulnerable” who can get some support such as a reduced benefit if sanctioned but how do they define vulnerable? Surely anyone, mentally, physically disabled or not, who is left penniless is “vulnerable” to a different degree yes but lack of nutrition will not discriminate as far as I know. Jobs are everywhere if you believe this government but funnily they reject my applications.

One of the girls who started on my CWP forced labour placement had a sick line from her doc but the fucking jobcentre still made her do it. What the fuck is that all about. And it is brutal, back-breaking work. Time this fucking bullshit country sank into the fucking sea!
Fuck CWP. I won’t work in return for JSA on that contrived rubbish. Seetec tried and failed to force me to do slave work involving recycled paint – I have to thank my hayfever attack that happened to me on placement for getting me excused from breathing in bad paint vapour all day long.
Seetec still don’t know what to do with me now until a new (third) placement can be found for me after I fucked up the first two lame attempts. My days are currently spent doing job search and back-to-work modules, but there is only so much job search on their heavily restricted computers I can possibly do each day.
Today, though, I managed to get onto a free gaming website (rare on CWP provider heavily controlled and monitored slave computers given to us as resources) and was playing ‘Bejeweled’ for an hour. Fuck job searching all day, I’ll be playing that online game again as long as the manager of the place doesn’t see me.
Check the computers for keylogging software and see if they have active USB ports, if so it’s easy to load up a flash drive with malware as a going away present on your last day or failing that a pack of frozen fish fingers left in an air vent or behind a radiator.
you do realise that those computers have been setup to log all you do online, usernames/passwords etc.. any attempt to infect them will land you in trouble with the law. its also worthless in trying to infect them as the “infection” will be reset on the next boot.
Watch out for Seetec. The Wisbech office where I have to vegetate in every weekday is trying to get every single JSA person attending this place into self-employment – not REAL work that guarantees regular wages at a respectable living rate. 33% of people that have attended this poky CWP office were forced by the staff into going down the self-employment route. They tried it on with me, asking if I would myself go into this line of work, but I declined as I would be no better off than I am currently.
You mean you have to go in there every day to sit and job search? 5 days a week? WTF! This is all just about punishing people for being unemployed, nothing to do with finding jobs.
When you signed on the advisor would look up the available jobs and you’d apply for anything suitable. So you spend every week day looking for jobs that aren’t there? How long are you in there for every day?

@Jobcentre are SCUM!! Can you give us more details of what you’ve been expected to do on MWA/CWP? The more information we have about how shitty the placements are, the more ammo we have to use to raise awareness of IDS’s crappy schemes. What sort of work have you been doing/how have you been spoken to by the supervisor/what breaks have you had/have you been given suitable clothing to wear (if relevant)/have you even been paid travel expenses?

The Jobcentre have been ordered to switch from a culture of helping people to find a decent job to a culture of getting people off the claimant count – and they really don’t care how they do it.
If you get a job then all well and good, but the main aim of the Jobcentres now is to sanction claimants. (and they don’t care how or what for)
And don’t forget if you have completed the Work Programme within the last two years and get a job, the Private Provider you were with ‘STILL’ gets a big payout from the DWP.

Ah, but not if details of the job you get is not provided. A friend is still now [4 years later] getting pleading phone calls from WP Wankers pleading for info. She found it off her own back, they deserve nothing – and get nothing.
4 years on! Man, they’re persistent. Surely there should be a time limit on the length of time they can try and phone after someone has left the Work Programme? I would have thought the DWP would also have imposed a time frame in which ‘providers’ can claim job outcome and sustainment payments- after all, they’re ‘only’ allowed to claim payments for a maximum of 2 years.

I’ve got to attend a one hour course next week at the jobcentre for the over 50’s. It’s supposed to be about confidence building and taking the next steps to find employment. After signing up to the claimant commitment two weeks ago I thought the deal was that the so called Coach and claimant decided together what to do but as usual it’s all about what the Coach wants the claimant to do. I’ve done plenty of these confidence building courses in the past so at least it is something that I can say that I took part in.
I used to be one of those people who actively took part in those courses to encourage others to take part but now I just sit back and listen unless I’m asked a question. I have stopped putting my hand up and answering even the most simplest of questions unless the person taking the course looks directly at me.

This is of course common sense but love of money blinds some people. It can reach the absurd point that a mental health charity like Lamh in Motherwell thinks forced unpaid labour is good for a person. It may be good for the pocket of the “charity” execs but it certainly isn’t good for the self-confidence of the unemployed person they are treating as little better than a slave. That they know in their hearts this is wrong as is witnessed by their silence. The last company who appeared on these pages listened/read and concluded they had made a mistake and everyone here cheered them because we all know it’s easy to walk into a mistake without thinking too hard. The same offer was made last week to Lamh and I would have been the first to forgive them but I can only guess the lure of the money is just too great. I intend now to publicise with leaflet drops etc so that people know what kind of sordid business they are involved in.

good mental health requires vitals of life to be provided on demand, the natural way is to get out there hunt and gather them, thus doing work…therefore work then brings rewards and is good for one, the activity is healthy…tribal peoples don’t go to the gym, but are fit and healthy, because of their natural day today activities in getting their vitals…

I do the admin for a CWP/MWA provider i.e. it is me (not the adviser) who has to sign the DMA Referral form to be sent to the DWP decision maker for jobseekers to be sanctioned. I will let you into a secret – if the paper work is not all in order i.e we have proof that the jobseeker has started the provision, completed health and safety etc. the dwp will not pay us – the DWP will use any excuse to get out of paying. If jobseekers want to scupper these schemes I would advise not to sign anything at all 🙂

Floundering DWP moves universal credit goalposts

The Department of Work and Pensions has moved the goalposts to make it appear that more people have signed up to its new universal credit (UC) system.
Previously, a UC ‘starter’ was defined as someone who had completed the UC claim process, attended a UC interview with a personal adviser, and received a UC payment.
However, the DWP has now removed the condition that an individual must have receieved a payment to be classified as a ‘starter’ and has added the condition that they must have signed a claimant commitment, instantly bumping up the number of people who appear to be integrated in the UC system.
The DWP says that the move more closely reflects the number of individuals who have actually started UC.
In its latest UC statistical release, the department writes: “The impact of these changes and moving to a new more robust data source is that more actual starts have now been captured although the effect on previously published caseload figures has been minimal.”
The changes have only made a very slight difference to the figures, but could lead to a dramatic increase in the number of people who appear to be on UC in the coming months.
The DWP’s latest figures, adjusted to fit the new criteria, show that only 8,500 people started on UC between April 2013 and May 2014, representing a slight increase on the 6,570 people listed under the old conditions.
The latest data reveals that Oldham is currently the local authority area with the greatest UC caseload with 1,890.

I agree with the earlier comments, The government are moving the goalposts. When I had to sign up to the claimant commitment a few weeks ago that replaces my jobseekers agreement, I guess I am now on UC. As they are rolling it out via 100 jobcentres a month and signing up all those work programme returners the total on UC might be quite big by the end of the year.
As people say on here, the pcs union could put an end to the bullying regime of this government. They could not be sacked if they stood together and they have all the insider information that they could feed the press and humiliate this government. People who are working at the jobcentres speaking out against the system and informing the world what is happening would be a voice the general public would not ignore.

Good news if Tesco are going down the pan. What I really want to know is when are A4e going to go bust?! Hi, Sorry this isn’t on thread but I wanted to ask a question, a4e are demanding (again) that I give them my log in details for my UJM account so they can check up on me to see if I have been doing my job search. I have told them I don’t know the log in details off by heart but they are asking for them next time, can they do this? My adviser even hinted that sanctions can be applied if I do not agree (and something about sanctioning £10 at a time?). They are also telling me to do a 35 hr. a week search which seems a little bit of a stretch as there is not that many jobs each week to apply for, I told her this and she told me to walk round my town handing my CV out (which I have already done). They seem to be trying to set me up for a fall/sanction. Can anyone help? Thanks.

I don’t think they are allowed to do that. It is your account and your details are personal. The DWP themselves don’t even have the right to access it without your permission (make sure you DON’T give them permission! check/uncheck the relevant box in your account details). If they sanction you then immediately Appeal against it.
I am sure that A4e head office would not allow them to insist on this- the official line (as evidenced in A4e job adverts) is that A4e staff are supposed to take safeguarding very seriously, so trying to make a ‘customer’ hand over account log in details is an obvious breach of that. I am sure they could get into trouble with head office if a complaint was put in about them. It might be worth complaining to the manager of your local A4e office first, letting them know that, unfortunately (cough, cough) if your ‘adviser’ still tries to make you hand over your personal UJM log in details, you will have no choice other than to complain to head office. I think you also would ultimately have recourse to the DWP head office in London, who would then probably bollock A4e. What that A4e ‘adviser’ is trying to get you to do is a serious violation of the right to keep your personal information private.

Just an update on Lamh Recycle. I began this morning standing outside their premises with a placard telling people what was happening with CWP and MWA forcing people into unpaid work and that this wasn’t charity and neither was it good for the person’s mental health (they are a mental health charity).
Staff came out to photograph me. The “foreman” type person said that he left the army in 1999 and couldn’t get any kind of benefits when leaving the army (he said this was so with all soldiers) and that everyone should do what he had done and get a job. I tried to explain to him the number of unemployed people chasing each job in our area based on the last figures I knew but he wasn’t for listening. The impression he seemed to have is that a person is unemployed through their own choice and these schemes were needed.
The police then arrived and after a while came out of Lamh premises to speak to me. There was no problem since I wasn’t causing an obstruction, it wasn’t private property, and I was chatting away quite happily to anyone who wanted to know more. I can’t say too much because there is a culture of fear with people on these schemes and I don’t want to cause distress to anyone.
I told staff/workers that anyone could make a mistake but their boss hadn’t replied to a single communication I had sent so all I could do was this. They were also made aware of how all the leading charities are giving these schemes a body swerve and this “charity” was in a tiny minority. I hope they get back to the work of charity and away from this sordid kind of business.
I raised a complaint with Job Centre Plus last week over what seemed to me to be an act of spite when I was sentenced to 6 months CWP simply because I corrected the clerk on the rules governing UJM. I didn’t receive a reply, at least not so far, but this morning a letter arrived purporting to come from the Manager but with no name and unsigned. It accused me of “aggressive and threatening behaviour” but gives no details or examples. I wouldn’t trust the clerks I spoke to that day as they were clearly telling verifiable untruths about the CWP scheme so if it goes to any further there will be a severe credibility issue to confront. My complaints stack up, theirs don’t. It just seems to be another example of bullying, i.e in effect “complain about us and we will attack you”…”show us we are wrong with the advice we gave you on UJM and we will send you on 6 month CWP instead of daily signings etc”)

As it happens, right where Lamh is located a traffic light system was intsalled a few years ago so first thing in the morning there were plenty of cars/vans parked at the lights who were reading the placards. If LAmh go back to their old ways and drop this kind of forced labour (sanctions or no wages) then I will take another placard back telling those same drivers “Well Done Lamh…..”

A Whitehall department has denied advising its staff to vote “No” in the Scottish independence referendum.
A memo issued to employees at the Department of Work and Pensions was described by unions as “badly worded”.
Written by permanent secretary Robert Devereux, it described as “legitimate and necessary” civil servants’ support for the UK government’s position.
A spokesman for the DWP said “of course” staff in Scotland had not been told how to vote.
The memo said: “It is important that, as civil servants, we understand why the Scottish independence referendum is different from elections such as a UK General Election or a European Election.
“This is because the UK Government has a clear position to maintain the Union and so it is legitimate and necessary for UK civil servants to support the Government in this objective.”
A spokesman for the DWP said the letter simply set out referendum guidance.

But a Whitehall source told the BBC: “It is very badly worded. It’s meant to be about what staff might be asked to do in their day job – writing a brief or commenting on policy.
“But you can understand why some, perhaps more junior civil servants, in the DWP in Scotland might think they were being advised how to vote.
“It would be read very differently in Whitehall, but it just shows that the department needs to be more aware of the sensitivities of this issue.
“It’s typical of the lack of understanding in Whitehall departments on this issue. I’m surprised that they issued this the way it is written.”
A Scottish government spokeswoman said: “”As part of the Edinburgh Agreement, both the UK and Scottish Governments have committed to restrictions on publications in the 28 days before the referendum.
“The restrictions mean that in this period, publications and public-facing activity on referendum issues will take place on a campaign or party footing, and not through government.
She added: “Civil servants continue to operate normally, serving the government in line with the Civil Service Code.”
A spokesman for the Yes campaign said: “If information being handed down to civil service staff by senior colleagues is being interpreted by them as being told how to vote in the referendum then clearly it would be wise for the information to be reviewed.”

At present, there is also an unusual silence from the mainstream media within Britain concerning this news, arguably something that wouldn’t have been seen if similar rumours of human rights abuses were circulating about Germany, France or any other country around the globe. And as to be expected, no squeak has been heard on the matter from the British Government.
So what is going on? If we in Britain are indeed the first to be found in violation of human rights abuses concerning the disabled, then I think at the very least, we the British public should be told about it. However, the silence over this development seems to suggest that the UK may be subject to some kind of sinister media ‘blackout’ concerning this issue. Either that, or very few people within the British media actually care about human rights violations perpetrated against its very own citizens.

It’s an investigation that can be seen as the result of political ideological tinkering, that not only sets out to further marginalise the disabled even further from the majority, but exploits them for political advantage – by cynically linking physical disability with ‘benefit fraud’. Benefit change that undermines a disabled persons potential to be fully human and independent, either intentionally or unintentionally, are also the acts of ‘oppression’. That should be remembered not just by the current British PM, Mr David Cameron, but also by the current PM in waiting, Mr Ed.
The changes currently rolling on within the UK, are therefore not just about ‘rolling back the state’ within people’s lives, and thereby saving the state money, but also an heavy handed ideological drive for reform that is designed to underpin and re-assert the ‘work ethic’ within the UK. It’s a ‘work ethic’ that is often falsely argued to be diminishing due to an over generous benefit system, meaning that ‘work’ doesn’t pay. And it is attempting to underpin the ‘work ethic’ by forcing as many people as possible off benefits, no matter what their personal circumstances may be. It’s basically a policy of sink or swim, and as we have seen with the numbers of people committing suicide, due to having had their welfare benefits removed under the new welfare reassessment system – many can’t swim.
Raquel Rolnik, a UN special rapporteur on housing, completed a detailed report on UK welfare changes and their negative effects upon the disabled last year, and presented that report to the 25th session of the Human Rights Council earlier this year, in March. That report came pretty much to the conclusion that radical welfare change taking place within the UK, would more than likely impact on the human rights of the disabled. These concerns were actually highlighted to the UN, more than 12 months previous to that report.

That five week wait for benefits for newly unemployed is of course the new four weekly benefits payment that is planned to be introduced by this government. As benefits are paid in arrears, we as unemployed will have to eventually wait four weeks for our payments that will also include our rent as we will have to pay it directly to the council or landlord ourselves. My local council magazine has mentioned it regarding changes to benefits in the near future. It’s bad enough lasting a fortnight but four weeks is going to force us to be very careful with our money and I can see many people dipping into the rent money and ending up with arrears. Imagine going to the cash point and instead of seeing your £144 benefit, you see your rent and four weeks money showing a balance of over £700. Could you control yourself and pay your bills straightaway or dip into it to buy something?

Landless Peasant – I saw the Home Office advert. in the Daily Mail – 29 August. I had a look at the modern slavery web site. WARNING to others – although it says you can report slavery on the web site anonymously, it will not be anonymous as they can trace the computer it is sent from.
I tried dialling the telephone number and I put ‘141’ in front of the 0800 number – this should hide your phone number from them.
I phoned the number and it played a recorded message saying it was the ‘modern slavery helpline’ and that the call would be recorded. This was immediately followed by a real live person speaking to me. I hung up at this point as I had not prepared a complaint.
The web site is totally ironic – it even has a section on ‘Forced Labour’, which would appear to me to cover what our government is doing to the unemployed/sick/disabled.
I reported slave labour in the the form of CWP and the sanctions regime administered by DWP and their money grasping agents (especially regarding the possible sexual coercion of young women at the hands of the low life who can work in these companies but who think they have total control over other vulnerable human beings). I gave them all my details (why not?) and this is the reply I got:

A further update on Lamh Recycle. I have continued to demonstrate each morning outside their premises but as yet no response yet regarding their invovlement in CWP/MWA. On Saturday I began to protest outside the Lamh retail shop in Hamilton since I had recent press clips etc which associated Lamh Recycle with Lamh (Lanarkshire Association for Mental Health). The CEO of Lamh informed me that Lamh had split with Lamh Recycle about six years ago despite any claims Lamh Recycle had made since. They have also assured me that they have no involvement, nor intend any invovlement, with these schemes which are shunned by reputable charities. They will shortly update their web site affirming their pledge to voluntary work only and not these forced labour schemes.
It’s a pity their name risks being dragged through the mud because of the similarity to Lamh Recycle.
Why are you guys bothered about people you don’t know about being sanctioned? People only get sanctioned in my view when they don’t bother applying for jobs and doing what the job center tells them to. If you accept your dole payments, then sorry you should be prepared to dance to Mr. Duncan Smith’s tune to get them!!!!!!!

You have all the certainty that only ignorance can gift. Some people only feel empathy for others when they have suffered like them. In 2012 a spokesperson for the DWP opined about those on benefit “If we want them to tap dance, then they will tap dance,” Careful it’s not hot coals that YOU dance upon. Also recall that Duncan-Smith’s only book was called “The Devil’s Tune”, so yeh Sammy, in your own ignorant way you have just reminded us what we are dealing with.Be careful about the friends you choose.

LAMH are claiming not to be associated with LAMH recycle who have accepted workfare claimants as per this article. Can anyone confirm ? They are registered as separate charities .

Another poster pointed out that their Facebook page had been merged with Lamh Recycle.
I contacted their boss who advised in writing this afternoon that “The Association does not have formal relationships with any other charitable, commercial or other organisation. The Association does receive income from North and South Lanarkshire Councils and other organisations in respect of commercial contract for the provision of services”
He also wrote that the facebook page merge was still being investigated but in their opinion it’s “someone externally playing games” (whatever that means) He signed off with a curt “I do not intend to have any future communications with you on this matter”. Lamh Recycle have never repleid to a single communication sent to them.
