DWP Block Report To Cover Up Work Programme Shambles

IDS-slugThe DWP are refusing to release an evaluation of the floundering £6 billion pound Work Programme despite the report having recently featured on Channel 4 news.

The evaluation is believed to be critical of the Work Programme and in particular benefit sanctions, warning that they found: “no conclusive evidence that sanctions were changing job search behaviour or increasing job entry rates.”

A Freedom of Information request asking to see the report has today been refused by the DWP on the grounds that they plan to publish it at an unspecified later date (PDF).  The evaluation was scheduled to be released in the Summer of last year.

This is not the first time the DWP have treated Freedom of Information (FOI) rules with contempt in a shoddy effort to conceal what’s really going on, and wrong, with the department.  A ruling by the Information Commissioner;s Office (ICO) ordering the release of the names of charities benefiting from free labour under the Mandatory Work Activity (MWA) scheme has been completely ignored.  A second ICO ruling (PDF) ordering the DWP to confirm whether a charity was involved in workfare was issued last month, and has so far been snubbed.  The DWP were found in breach of the FOI again (PDF) at the end of last month when they were slammed in a ruling for not taking the reasonable steps required to clarify another request relating to Mandatory Work Activity.

The DWP have claimed that if the public were allowed to know who is using workfare then the scheme might collapse.  They pretend this would stop people benefiting from the ‘disciplines’ that workfare offers and may even harm the economy.  After all, if people knew that household names such as The Salvation Army, the YMCA, Groundwork and The Conservation Volunteers were all forcing people to work without pay then they might decide these charities were a bunch of wankers and never give them a penny again.

There is no such excuse for refusing to release an evaluation into the Work Programme however – a report produced with our money.  The only person likely to look like a wanker if people see this document is Iain Duncan Smith himself who is still pretending how wonderful the Work Programme is.  The Work Programme statistics already show the scheme is a disaster and steadily getting worse. No doubt the DWP hope they can hide just how much of a wanker Iain Duncan Smith actually is until after the next election.  But it’s too late.  Everybody knows.

  2. I don’t need some report to break the news that IDS is a wanker. I wish I could think up a worse label for this vile, loathsome piece of walking putrid pig diarrhea masquerading as a government minister, but adequate descriptive labels fail me. The only time I ever want to hear his name is in relation to his head stuck on the end of a pole, being paraded through the streets by an angry mob!

    The real problem is that reports and wrist slaps aren’t going to change anything. Workfare is likely to continue along it’s same destructive course regardless, It doesn’t matter what the general public think, and it doesn’t matter if Nu Labour get into power in 2015, it’s going to keep on happening. The only way anything is going to change is if we make it change, which means all of us getting off our collective arses and taking action.

  3. Why is no-one even accountable for the £6,000,000,000 wasted. That is a lot of money. Then the new scheme that’s estimated to cost £300,000,000 called “Help to Work” starting up in a couple of weeks of which DWP’s own pilot scheme was a failure – yet still going ahead.

  4. Reports that don’t affect our national security should always be released to the general public. These departments are acting like they own the country and only represent themselves and to hell with the general public.
    When the unemployed are put on the forced labour scheme in the near future it will be too late to change it. The people who are forced to work for nothing will resent the ones who aren’t and eventually everyone who becomes unemployed will be expected to work for nothing as an incentive to find a job where they will at least get paid for their labour. Sad to say it but it seems that if labour were hammered at the next election it might wake them up to the fact that they were created to represent the people they are at present happy to take for granted. Of course another term in power for this government is something we can’t afford so what can we do.

  6. I know it shouldn’t but it still amazes me that they can ignore laws and treat them with such contempt for so long. If this was a normal person they would have been in court, sentenced and jailed by now yet because it’s the government and / or an MP they are treated differently. How long can this shambles continue?

    I never liked politics but you can’t escape it when it affects you so much through the inadequacy and sheer contempt shown towards you by those supposedly working for your country’s betterment. Instead nearly all politicians are out for what they can get and to help their mates gets as much as they can while it lasts. Those that aren’t the same are the minority and because of that they are crowded out or replaced with more ‘yes’ men.

    The cat’s out the bag. This shows that the DWP/IDS / Condems are totally aware that millions DO understand the nature of Workfare and MWP etc, and are totally AGAINST it, and WILL TAKE ACTION against the collaborators.

    That’s the only reason to lie, prevaricate and withhold information. And if that is the case, then it follows that the same millions would also be able to see through the rest of the mainstream press spin, like the “don’t you feel better with inflation ONLY 1.7%?” we’ve all had today. They know they have lost the argument about jobs, housing, unemployment, benefits, the economy and austerity. It does not surprise me at all that they think they are above the law, that’s how the aristocracy have always behaved.

    The news IS that they are refusing to release figures, or behave lawfully, because this is what will bring them down.

    Does anyone actually believe that the police were not called PLEBS? Does anyone believe that the education policy of impoverishing mainstream schools to give money to crack-pots without training to run “free-schools” and academies is an improvement? Does anyone believe that an armed force that consists of part-time squaddies, an aircraft carrier without planes and an expensive nuclear weapon under USA control will allow us to have a meaningful defence of the UK? Local Authority impoverishment and lack of care services? Privatised GP out of hours? Privatised NHS? Withdrawal of Legal Aid? Slashing infrastructure projects? You can go through every area of government and find that in every single area there is NOTHING that they have done is supported either by the professionals or by the public.

    And now we know that they know that we know!

  14. Margaret Hodge MP has asked for copies of the report for herself and the Public Accounts Committee because there will be a select committee on the Work Programme and she said they wanted to read the evidence first.

  15. I’m sorry but somebody or some other body should be able to take these reports and show them publicly with or without IDS and the DWP’s say so. They are OUR reports, the belong to US as we paid for them.
    Could the police not get involved as they are breaking laws right, left and center and it seems as though no-one has the power in the unelected coalition to do anything about these scum sucking pond life! Surely a demand to the PM to get these reports released, without statistics being fiddled, is another way to go?
    Maybe the EU could demand that the reports and the FOI’s should be released as they are requested by the people and that’s what matters?
    If I had a pass to wherever these reports and FOI’s are then I would actually go and demand to see them, and take police with me as this shower of dung answer to US and have well forgotten their station. They are civil servants but they so believe that they are higher than that…

In the picture IDS looks very much like Carl Pilkington, well know for his “Idiot Abroad” television series where Pilkington visits foreign countries, doesn’t know what the heck is going on and seems lost, bemused and out of his depth as a consequence. In the case of Idiot Duncan Smith the same seems to be true while still in Blighty; the barmy old fucker seems completely out of the picture and clueless about all and everything!

    They are not meant to cut unemployment!, or to help the unemployed/sick, they are meant to help and protect the VERY rich from paying any tax. God forbid if the VERY rich have to pay tax on their ill gotten gains stuffed away in off-shore accounts, which amounts to TRILLIONS, it is said the Queen alone has TRILLIONS stuffed away, accumulated over the centuries, if only the truth were known!.

    • Allegedly, when they were put in place they were supposedly to be used in extreme and rare cases – not as a first or middle resort … the idea supposedly being that they would very, very occasionally come across someone who was behaving irresponsibly/fecklessly … not trying to find work etc.

      The default wasn’t on everyone to prove or ‘demonstrate’ that they wanted to work/were trying to find work (or even perhaps didn’t/weren’t so much). That is to say things were fairly civilised still … the argument that’s been used is only that most people aren’t to be trusted with their own lives/can’t be responsible for themselves (or that it had somehow started to cost the state too much) & sanctioning then went ‘mainstream’ ….

      Whether anyone agrees with the concept in the first place – or not – it was in place & has just been taken up & run with/misused for alternative purposes – whatever you believe those to be (eg. mass destruction/division).

        • You’re right, voidseeker, the F word wasn’t in general use in the media & nor was the S word – or only in its original – less sadistic meaning. There will have been some ‘jargony’ term (or maybe it was referred to as plain old “benefits stoppage”) in UB offices presumabley, to describe the regulation that could have a person’s money stopped though – if ever discussed by staff …

          Wasn’t it for around ?20 years that the power was very, very, very rarely – if ever – used? (in somehow ‘odd’ – as in unusual – circumstances). No-one was depicted as having had their benefits stopped in Boys from the Blackstuff, or in Brookside, Brassed Off… or anywhere else in drama/tvland? If signing on throughout the 70s & the 80s and (for at least some of the 90s) the possibility of having (any) money stopped was not something that would have crossed the mind of the vast, vast, vast majority of unemployed people; they wouldn’t have been worrying (let alone panicking) about it happening – their obligation was to turn up on the right signing day – and look around at the job boards if they wished to. Asking to move the day (with notice) was not a particular problem & if my understanding/remembering is right, didn’t seem to be a risky or unheard-of thing to do.

          Now we’ve crossed the rubicon – benefits being stopped without notice now a commonplace & happens to someone – many someones, every day. What would a person have had to do, or not do, previously to have had their unemployment benefit stopped? – they must have had to somehow embody fecklessness … & then some. Somehow, what was written into law to avoid any possibility of a breakdown in law & order – & borne out of fear/paranoia on the part of the powers that be – turned into the unimaginable horror that is signing on today.

          & now just about everyone who has to either knows, or suspects, or realises for certain after the shortest possible time inside a JCP- that there’s every possibility this could happen to them – however they might have thought of themselves prior to that week (honest; deserving; a worthwhile human being; hard-working; ordinary; unremarkable – whathaveyou) – & they realise it’s happened to someone they are standing in line with, or have just passed on the way in, or out, or will talk to on the bus or at a food bank. Goalposts not so much moved, as kicked away altogether.

        But that’s the way any barbaric policies are introduced or attempted to be introduced by using extreme examples and calling it “the ultimate deterrent”, “the nuclear option”, “never expect to expect to use it” etc. As far as sanctions go the goalposts have now been moved to “not doing all you could do to find work” and “not taking the best steps to find work”.

This is the path that will ultimately lead the way to a society so bereft of feelings towards any one of numerous so called undeserving including sick, disable, unemployed, poor and very, very soon the elderly.

    The resulting rotten core that these self-serving maggots have infested will continue to eat away at our society as surely as night follows day until the day dawns that results in the enlightenment of all ordinary men and women. When this happens the result will not be to put citizen against citizen, father against son, fellow brother against brother but a reconciliation that will put the blame squally where it belongs, upon the wretched twisted shoulders of the corrupters not the corrupted.

  32. This is just one of the many reasons I will be voting for an Independent Scotland. They make me sick. No matter who I vote for in General Elections I end up with the same goons running the show. Politicians and their backers – apparently regardless of party politics -have become too big for their own breeches. A smaller, more accountable government of which I can feel a part is a possible solution to the gulf I feel is being created more and more. I no longer want to be just a number. If I have my way my children will have a voice.
    In the meantime, all of our voices are being ignored by those who think they are above the law and the people. Separation may seem like opting out to some. I see it as opting in to a more evolved democracy. Changes begin on the ground and voices carry. The freedom I seek is freedom from that portion of England’s so called elite that subverts any chance of change because it suits them to keep the status quo. And they keep getting elected. Why? Because it sure as hell isn’t most us voting for them. Next time you hear from biased news that Scotland is being forced from union because of the SNP please bear in mind that as long as I’ve voted it’s been for Labour and nothing seems to make a difference.
    I still uphold socialism. And I want to be in a position to make ideals of a caring democracy happen. Lots of us here do. And we’re frustrated that our voices make no difference to the results. Just can’t do that while part of the big machine. I can’t afford train tickets to lobby at Westminster but I sure as hell can get a train from my local train station to protest when needs be in Edinburgh. Accountability starts small. We will erode their power and hold over decisions that we, the electorate and citizens, don’t want. And if we don’t then god help Scotland because we matter less to the machine than most of England. And they treat most of that like shit too.
    Nothing will change the unity and support I feel for everyone suffering through this and other governments, regardless of nationhood, but to make a difference we need to start from base. In my own backyard I’m beginning. And just dare any Scottish politician to think they can travel the same route as Westminster without getting their arses whooped. Solidarity in cause does not change. The way does.

      yeah, their are lot of folk here who feel the same way as yourself including me…we have to make it happen, and ensure that they are truly accountable, social justice for all…it is a strength that the scottish people already form a very close knit social society, we need to build on this strength, and defeat tyranny where ever it manifests…i do have reservations about the power of the scottish elite, but there is only one way to find out..and i feel some disdain to the what have we got to lose attitude that i have towards the independence vote….but, that is a reflection of the disgust and cynicism that i feel towards british politics in general, that which we have been all forced to endure for far too long now….to dream of relief from the crushing we now suffer is almost too much to bare….an independent scottish government must not be allowed to become merely another de facto regional assembly, but a global inspiration to how true socialism works….

      • I am sure there are many regions the length and breadth of the UK that feel the sort of close-knit societal unity you speak of. And it is a strength. At least in beliefs. But without action nothing will change. I just feel that my voice is not heard as part of the UK. And we have a choice. I wish that other communities had more than local government choices which too often reflect the main stream parties and are too bound by imposed financial restrictions to make the changes that would benefit their communities.         People are trying. But are being thwarted at every turn. And it is global.
        Almost everything I read on WP testifies to the fact that our world is becoming a plutocracy. If it’s not already too late. I’m heartbroken that we have let this happen. All of us. We trustingly allowed politicians to be influenced by bankers and corporate greed to administer policies that in no way reflect caring cultures. I am sick of the lies. Of the faces that spout them. And the effect it is having on the here and now as well as the world I hope to leave my children.
        The history of Scotland’s politics lies in the main to the left of centre I believe. I am less concerned now with party politics though than in effecting change through unified voices that speak to government about what matters to us.
        I really believe that only as a separate entity do we have any hope of achieving this. The system has become too big. I want to dismantle and rebuild. From the people.
        Scottish politicians will not consist of the elite. I’ll make sure of that even if it means standing myself. Which I would hate by the way. But I can no longer shout to the winds.
        And sure, we may struggle with all that independence represents. But we must take responsibility and seek a new dialectic that is representative of the best of democracy.
        A global inspiration sounds like something I could gladly live with. And perhaps, who knows, Westminster may be called to account by communities who observe that if Scotland can administer itself for the better then the elite have to respond with something more than tired old lies.
        I’m praying for all our communities right now, the length and breadth of the UK. A new democracy is required. One that comes from the majority of the people. And represents the majority. In Scotland that has to be independence or we will never have a voice.
        Thank you for understanding. It is difficult to attempt a new route. We know this. And it will not be without its hurdles. But it’s this choice or no choice. We can make a difference if our voices are heard. I have faith in this.

          • The first political words I heard advocating compel and sanction welfare reform were not from an English Tory but from a Scottish Labour MP.

            Hostility for welfare is not only on the right of Scots politics but also on the left – they share the same liberal progressive agenda. Scots politicians are good at paying lip service to the Scots underclass and the Scottish political glitterati are expert at concealing their prejudices towards the Scots underclass.

              yeah, i know the power of the scottish “elite”…this is my one big fear, but they have massive political power already….if people vote for change, it must be to fundamentally change that status, and for real directional change to happen, or a yes vote achieves nothing…the change has to come a push from people at grassroots…..it is seen that a yes vote, cannot be simply for an exchange of one political master for another, we simply will not accept this….

              • Agree, it is an opportunity that should be seized but Scotland could waste the first few decades squandering independence in the mire of progressive politics – that would lead to political conflict.

            • Too right, a lot of Scottish Labour MPs are a lot more to the right than English Conservative MPs, in fact they are border-line fascist! All the sanction bullshit, slave programmes etc. will continue under an ‘independent’ Scotland. Anyway, when push comes to shove the Scots will stick with the status quo, just have a look at the odd the bookies are offering🙂

                  it’s only rained twice today, and i’ve not been snowed in once this yr, mind you the winter has been a bit damp, with a few slight breezes now and again december through to february …it’s a summery 12c today, and the midges aren’t biting YET…the few trees left standing are starting to leaf up, the foliage is looking very green, against the grey sky backdrop, the moss is doing particularly well…..

  34. The bookies always win, they know how to turn a negative into a positive, a minus into a plus and a loser into a winner.

    • Correct, but our odds are set by the amount of money being placed on each particular bet to give the bookie their ‘spread’ – profit. The way odds are set GUARANTEES a profit for the bookie. i.e the volume weighted individual odds will total more 100% – the bookies profit!🙂

      So the odds do give a reflection of how punters feel when they put their money where their mouth is with regard to the actual result of the referendum, NOT what they would like to happen or how they will neccesarily vote at the ballot box
