A shocking proposal from a so-called expert at the Department of Health has suggested that people in work should be given priority for treatment in the NHS.
In a move which could hit pensioners, disabled people, lone parents and unemployed people, government advisor Dame Carol Black has said: “I personally think we should perhaps be more honest and debate more fully if we would prioritise such patients if it was a question of getting them back to work.”
In other words if you are currently without a job, for any reason, then forget about accessing healthcare as you are pushed down to the bottom of NHS waiting lists. Black’s comments even seem to suggest that the sicker you are, and the less likely to be able to go back to work, then the longer you might have to wait for NHS treatment.
Dame Carol Black made the comments – which were first reported on the Work, Savings and Benefits website – at the recent Health and Wellbeing 2014 conference. She was joined at the conference by DWP chief medical adviser Dr Bill Gunnyeon who according to the website agreed that there is: “an issue about what priority we give to health related interventions for people of working age”.
Whilst these suggestions are a long way from becoming Government policy – yet – they offer a chilling vision of current thinking behind the scenes about the future of the NHS. There is to be no humanity or compassion under neo-liberalism. Stop making money for the bosses and fall out of the workplace and you might as well be dead as far as these scum are concerned.

Jesus Christ! Black was once my rheumatologist. I’m appalled anyway but to think she is the one to have made the suggestion makes me sick, sick, sick.
If you’ve still got some way of contacting her, as a former patient, you could write to her and tell her what an abomination her thoughts are to all normal decent people. She also thinks health insurance should be made more available to the low paid and that employers should get tax breaks for providing such insurance.
She is on the board of trustees of The Nuffield Trust.

This really does show you the government’s intention to destroy the NHS. Its founding principle under Nye Bevan was free health care for everyone. Yet the Tories are doing the very best they can to destroy this fundamental principle. Way back in the early 1990s, the Financial Times stated that John Major’s creation of ‘internal markets’ in the NHS was leading to a two-tier service. The Sunday Express loudly supported Thatcher’s proposal that those with private medical insurance to be allowed to opt out of NHS contributions. They also declared that the wealthy should get preferential treatment in the NHS because they paid more tax. Now it seems this attitude has returned with the recommendations of Dame Carol Black and Bill Gunyeon stating that those in work should get preferential treatment, while the unemployed, the disabled and the retired presumably get left behind. In the case of the unemployed, it’s part of the pressure to get them back into work. For the rest, it’s possible a scare tactic to get them to take out private health insurance.
Yeah and when they take out private health insurance the system colludes with each other on how to shaft the person by finding a get out clause so as they don’t have to pay out. Thereby they get to keep all the money.
That’s what Lucy Reynolds said in that video that was put up a couple of posts ago; The selling off of your health data to private companies is going to be done so as they can scour your details to find any hint of a cause of the illness you’re suffering from that, in their eyes, you may have contributed to getting the disease/illness or whatever it is.
Purely another money making scam is just around the corner. Scare people into taking out private healthcare and then when they claim try to wriggle out of their part of the deal.
How these scum can sleep at night is beyond me.
There are plenty more medical mandarins with professional credentials as impeccable as Black’s who have been working for years to undermine the human rights of British patients and disabled people. Knighthoods are regularly dished out to them for their services to neoliberal disability denial ideology and practice.
Not for nothing have the British professional medical and regulatory bodies, such as the GMC, NMC (Nursing & Midwifery Council) and CQC, done absolutely nothing to bring to a halt the unethical and unscientific iatrogenic quackology of the DWP’s ESA regime and done nothing to protect patients from the regime’s dangerous nurses and doctors.
The British medical profession and scientific community seem more concerned about the likes of homoeopathy, which harms and kills nobody, than acting on the vast evidence of deaths and harms undoubtedly caused by the quack science behind the DWP pseudo-medical rehabilitation cures (‘work is good for health’), pioneered by the likes of the former president of the Royal College of Physicians..

Dame Carol Black was first employed in her job to exploit the cracks between the NHS and DWP by the last Labour Government. She is as much a creature of neoliberal Labour as she is Tory. It was her pseudo-research which provided the basis for the Labour Government to introduce the ludicrously and grotesquely named “Fit Note” in April 2010.

A tax break for companies that fund interventions to get absent employees back to work will be considered by the Government, but much work needs to be done to analyse its implications.
This was the message from the Department for Work and Pensions (DWP) to insurers, healthcare professionals and employer representatives at the Association of British Insurers this morning.
“Any conference I have been to, it [removing tax disincentives to fund healthcare] is one of the things that employers have consistently raised and I understand that,” said Dr Bill Gunnyeon, chief medical adviser at the DWP. “But I’m not making any promises.”

Commenting on the development of the guidance, Dr Bill Gunnyeon, Chief Medical Adviser at DWP said:
“From the outset, the development of the fit note has been a collaborative effort. It demonstrates what can be achieved when Government, healthcare professionals, employers and other key stakeholders work closely together towards a common goal. We need to continue this good work once the fit note is in place to ensure it delivers the benefits it should for individuals, employers and GPs.”
The new guidance has been created by the Department for Work and Pensions with the Royal College of General Practitioners, British Medical Association, CBI, Acas, Federation of Small Businesses, Chartered Institute of Personnel and Development, Association of British Insurers, British Retail Consortium and EEF, the manufacturers’ organisation. The fit note reflects medical evidence that work is generally good for health and well-being and can aid recovery for many health conditions.
Making simple, practical adjustments to help people back to work at an earlier stage will benefit both the employer and the employee. This will prevent long-term sickness absences and will also ensure employers do not lose the expertise of their staff.
Dame Carol Black, National Director for Health and Work said:
“Work plays a significant role in determining a person’s health. The fit note is a hugely important development which means that GPs will be encouraged to think about their patient’s ability to work and provide more helpful information to patients to discuss with their employer. This is why the fit note is a win-win for both employees and employers.”

My wife duly pointed out that if these proposals see the light of day it will also hit women who stay at home because they they don’t want to work as they consider bringing up children as more important. The implications are truly horrendous.
Although I’d like to think the GPs wouldn’t allow it my own GP surgery was bitterly against the NHS reforms (“I want to be a doctor not an administrator” as my own GP told me) they couldn’t do anything about it except protest and we know how far that got us.

If you have opted out of this with your GP, Raining, then the GP cannot allow your records to be uploaded. Any records you have held by any hospital or other health care provider will be uploaded automatically. The is no way to opt out of this part.
The other anomaly is that if you opt out after the cut off date (no idea when that will be since this scheme has been put back by six months) then your records that have already been uploaded (from the GP) will only be marked as unsearchable. The records won’t be removed or deleted
ATOS have the contract for GP data extraction. Given ATOS’ record of poor data security, I fully expect we will all see our records published in full in every newspaper, by the end of this year.
How does this affect people in Scotland Lucy? I haven’t heard much about this apart from what i’ve read on blogs.
And I still have received nothing about opting out despite the government supposedly sending us all information…
Do I just contact my surgery and say NO?

I’ve been wondering the Scottish side of things too. Far as I know, so far this is only for England and Wales, as NHS Scotland is run independently, but as welfare, etc is “Reserved” as they call it to Westminster, we have all the other stuff, Bedroom Tax, ATOS, benefit sanctions, DWP, the lot.. So I wouldn’t be the bit surprised if somehow, they got round to selling off our med files too. However, the insures want the info, is for those in England and Wale. Would be hard to see how they could get info on ppl in Scotland. Who are not on that system.
It is not Scot Gov policy as far as I know to allow it. It would cause absolute uproar in Edinburgh if somehow, the insurers got hold of sensitive patient information here. Maybe someone else has more on this, and I could be proved wrong, but that is how I understand the situation presently.

You definitely need to contact your GP surgery and ask for the form to opt out. If you sign this form and hand it back to them, they are obliged to acknowledge this in writing.
I’m sorry, I don’t know about specifics for Scotland and this scheme, I was under the impression that apart from the free prescription thingy, the rules for GPs are the same, but I could well be wrong there.
The gov’t did send out some really vague leaflets over a few weeks to every household (yeah right) These leaflets were unhelpfully bundled in with the junk mail that RM is paid to distribute. All mine goes straight to recycling, so I never saw the leaflet, but the GP did have a small poster in the waiting room.

I can’t find the link now but he wrote a paper on the need to reduce the social housing stock. I can see his point though, why should the government pay itself for housing benefits when that money could be going to some deserving landlord? I thought as I got older I might get more tolerant. The Activity History is the most important area for any jobseeker to look at and keep filled in. It is the area that all Job Centre staff look at to assess whether or not you have made enough effort to look for a job. If this area is not filled out consistently and correctly you can have your benefits stopped.
This guide will help you with ideas and examples of how to fill in your Activity History so not to fall foul of your Jobseekers agreement.
Remember: Your Jobseekers Agreement requires you to make at least 8 substantial efforts to find work and to apply to at least 4 jobs per week. These numbers can be higher or lower depending on each individual. If you do not fill in your Activity History once or twice a day you may fall short of your Jobseekers Agreement and have your Jobseekers Allowance stopped.
Please also remember that this is only a guide and there are many things you can do individually to find work and fulfil your Jobseekers Agreement.

I had my eyes well and truly opened to the extent of amorality and greed amongst sections of the medical fraternity years ago when two of my GPs were stuck off for fraud. One was claiming Incapacity Benefit (for “stress”, he claimed) while moonlighting as a police surgeon. Incredibly, the boys in blue failed to press charges due to “lack of evidence” – this despite the fact he was apprehended on their premises! He then (unsuccessfully) tried to pin the blame on his totally innocent secretary.
The second GP was addicted to prescription drugs and was busy falsifying patients’ records in order to write out prescriptions in their name to obtain his daily fix of dope.
Dame Carol Black is just another depressing example of an unethical medic for whom the Hippocratic Oath is something to be cast aside if it gets in the way of making a fast buck.
And the DWP advice line for GPs regarding claimant forms just happens to be an Atos help advice line

The thing is that the doctor/NHS don’t have to explicitly say that you are being denied treatment because you are sick/ill/disabled/unemployed/unproductive/of no use to society they can just fob you off until you die off. And why do doctors always ask for your occupation? Oh, it so they can determine if your complaint is stress related.
And another thing I have noticed well, amongst friends and family anyway is the increasing amount of people turning to the private sector for treatment because as they say they just don’t trust the NHS/doctors. They are also paying for medicines/treatment to. And it’s not just older people too, this is people in their 20s/30s.

yes. as we have already discussed the standard of mental health treatments/care is so appalling and theoretical in the uk, not to have treatment by it is a lucky escape, as it often makes things much worse…see work of johnson, miller, rowe, moncrieff, whitaker, and james et al..

No one in charge of any CCG is going to listen to anyone but the morally repugnant, overly lunched, unethical chewer of fat cigars – Simon Wessely. He was the major force behind CBT being rolled out in its cheapest most offensive and destructive form to everyone who has any kind of mental health condition.
Those in need of help really are stuck between a rock and a hard place and once you know just how much damage inappropriate therapies administered by poorly trained/unsupervised do-gooders can cause, it’s a very frightening place to be.
As a small illustration of how crappy the organisation of CCGs already is – The Clinical Lead for Mental Health on my CCG is a part time GP who has no qualifications in mental health and has done one, very short course in occupational health.
Those in power won’t need to do much to shift those unable to work down to the bottom of the list to wait for treatment. Those in need are already there. They’ve been there for years.

obd, I like Dorothy Rowe, I’ve read one of her pleas for the psych industry to offer something less offensive than cbt to the masses, and she is one very convincing, truly humane individual. A rare thing in these times.
So much of our 21st century in the UK has been about dumbing down every aspect of our lives. It started in the 80s with Prozac and it’s escalated to blanket cbt coverage for pretty much anything we do or get involved with irrespective of our needs or health. I see it being used in so many places where it shouldn’t be and I see it causing severe harm.
As a gift that keeps on giving, I see the dumbing down cause extra harm, not dissimilar to the claimant hatred from the gov’t and media. It causes normally reasonable people to believe that any MH issue can be dealt with simply by forgetting it or remembering it in a “positive” way. For those compelled or coerced into it, positive thinking is as much a plague of misery as was the bubonic plague.
Adam Curtis has made some very good documentaries about how the dumbing down of nations helps keep the mega rich going and shapes society to their greater benefit. He’s worth seeking out. Most of his work is on Youtube now. He stopped making documentaries for television two or three years ago. He used to make short segment filling documentaries for Charlie Brooker’s Screen Wipe.

Anyhow w, was off sick with depression, etc. He refused to give a sick note. He asked, “but how can being depressed stop you from doing your work…You’re only a cleaner! …. I can understand someone who is a surgeon or an airline pilot not being able to work thru depression, but how does that stop you?”
I was not best pleased about this guy. I never had any more dealings with him So that is the kind of who might end up working for UNUM,
I did get a sick not from the senior doctor in the practice later though, who was a much better person.
Me being me…I went off and wrote this liite piece dripping with my usual degree of sarcastic wit….

I went to the doctor because I was ill.

Perhaps I think, I needed a rest!

Perhaps that ought be taught in school.

To never be a “common” worker, but a professional one instead!

with no one to serve them and wash up, like me?
But we’re back now to Victorian days.

Regards turning up at interviews scruffy??? Depends how much so. Been told the shocking story of dude in Glasgow who turned up at interview without having shaved. Interviewer who probably had no intentions of ever giving guy job even before he went thru door…complained to jobcenter and guy had benefits stopped.
But….THIS IS OF ABSOLUTE IMPORTANCE TO ALL…..
If DWP advisor gives you a job to apply for when signing on at JobCenter…you MUST APPLY.
They will check up on that. A lot of ppl get caught out that way. It is essential you hand that form into them, or send it back or if an online, you apply.
If you consider job unsuitable, you tell them there and then. It’ usually too late after you’ve left the office.
Again, if you have an actual personal advisor who sends you a vacancy via e-mail, you have to apply, or try get hold of them to explain why that particular vacancy is not possible to go for, etc.
However, when on UJM and you see these “advisor “ type recommends etc, these tend to be sent by machines rather than actual ppl. You don’t necessarily have to apply for those, but you must nonetheless look at these vacancies, or they will demand to know why you didn’t, as they will know whether you didn’t or did not even look at them by opening the link ! They can tell that.
That said, sometimes advisors when signing will tell you they have SENT you a recommended job. That is one you will have to apply for.
I have had an advisor before now who found me a job to apply for every week for a while, and I applied. But he never asked me anything about it next time, he never remembered. I always did it thou, just in case ..

@ Bobchewie. Nothing to worry about. It’s a google 503 error because your firefox is making too many requests to access that website. My firefox never gets that trouble after the numerous internal tweaks I have done to it through its about:config user settings. My firefox is running on super fast, overloaded http network connection tweaks I have done to it, therefore, any website i visit through firefox is so overloaded with http requests from my browser that error pages simply fail to appear. lol.
If you apply for these jobs, you never bloomin hear anything anyway, (if you know what to put in your c.v.) so they can test all they want.

2) They only bully people into low-paid/zero-hour contracts or into jobs not relevant to the client’s work history/NVQ training courses in order to fiddle their poor performing figures
3) Doesn’t work for me, especially when being bullied into making wrong choices. Bastards.
4) They try to fiddle cash payments through arranged job contracts, even though they made you appliy for the wrong job
Recently, I have been given the job to apply for by a so-called WP advisor; and that this job is not relevant to my warehousing courses/ varied work history and therefore my true potential and abilities will be wasted all through a promise of the WP being offered money if I was to accept this ill-thought out job vacancy.
I know what I will be saying in my comments the next time I attend…

MINISTERS have terminated the contract of a back-to-work firm in Yorkshire after figures showed 88 per cent of its clients did not find a long-term job.
Employment Minister Esther McVey announced yesterday she is ending the contract held by Newcastle College Group (NCG) to deliver the Government’s flagship Work Programme across North and East Yorkshire after figures showed it helped just 2,400 of its 20,000 referrals to find lasting work between 2011 and 2013.
Ms McVey said NCG’s performance in Yorkshire was the worst of all 40 private work programme contractors across the UK. A further 10 companies have been placed in ‘special measures’ and ordered to improve.

The catch is, this hidden log-in page is visible for half a second only through Chrome browser and the survey link doesn’t work – I tried clicking on it but nothing happens.

One thing I noticed earlier this week when I went to sign on.
The reception area of my local JCP was heaving, it was full to capacity with the under 25’s which is unusual, normally it’s the usual mixed age group.
Once I had got upstairs and sat down with my adviser she explained that there was a big drive on to see the under 25’s and get them on some sort of training programmes due to Nick Cleggs new initiative.
I’m nearly 50 and it was the quickest signing on I have had to date, less than 3 minutes and I was signed on and walking back out of the door.
Nice to see the goons banging on about driving down youth unemployment whilst everyone over 25+ gets put on the scrapheap or bunged off to a corrupt Work programme only interested in fiddling cash payment outcomes for dodgy job referrals not relevant to the client’s work history

True. Sometimes it’s the same for me. Some weeks I am in and out in less than 3 minutes, other times I am having to sit and suffer for 10+ minutes or every so often have to wait as there is a backlog and arranged signing times are more than half hour behind schedule.
It’s okay for them to sign you late (half hour or more from usual signing times ) if there is a backlog to get through, but if you are late by one minute a sanction is threatened for late attendance…
Very true because the person you hand your signing card to once you have got in makes a note of the time you give it to them.
Some at my JCP office are ok, I know a few prople who work there which I have dealt with in the past who know I’m genuine, so if you’re a couple of minutes late they won’t say anything.
